一站式環境污染檢測智慧網建置

中文摘要 為發展自動化環境污染管理體系,本計畫係以建構噪音物聯網、打造一站式環境檢測服務網,以及為強化多面向環境檢測及列管污染源資料庫等3大工作面向,本階段各工作項目執行主要成果如下: (一) 建構噪音物聯網 噪音物聯網建構分為設備開發、數據串接及數據判讀應用等工作項目,在設備開發上,已打造次階噪音計並完成功能檢定確認與標準儀器一致性比對,另外研發以導波管執行機動車輛聲音照相自動化校正器,有效延長人工校正周期3天至14天,降低人力耗費及提升高處校正業務之人員安全;數據串接訂定噪音量測數據傳輸規則通範,已完成航空噪音、環境噪音及機動車輛噪音數據上傳測試;數據判讀應用則開發演算法協助自動判別機動車輛成案事件以及噪音測量及陳情點位圖資與分析。 (二) 打造一站式環境檢測服務網 環境檢測服務網(EAS系統)以檢驗測定三大業務面向進行規劃與建置,分別為標準方法管理e化、許可申辦數位化及營運管理智能化,配合各業務行政作業流程,已建置相關作業線上化功能,以數位化服務精進檢測業務申辦效能、便捷性及完整度。 (三) 整合環境檢測及列管污染源多面向資料庫 整合環檢所既有系統之檢測機構許可、人員異動、現場評鑑審查意見及採樣行程與樣品管理等資料,並納入事業單位基線資料與陳情裁處等資訊,建置輔助查核名單、檢測機構履歷、檢測機構與事業單位及轉委託機構分析及行程申報即時資訊等儀表板,透過整合資料庫進行比對分析,輔助環檢所精準化管理;另外,辦理所內高階或自動化分析儀器數據接收,完成6種數據處理自動化以及空品車數據接收模組測試。 (四) 建置訊息應變中心 以M401會議室完成改建可容納30人之訊息應變中心,並搭配具即時遠端監控、教學與會議功能之設備,以提供環檢做為遠端監管現場檢測工作及教學、會議等多功能使用空間。 綜合以上所述,本計畫以建置「一站式環境污染檢測智慧網」,達到發展自動化環境污染管理之目標。

Establishment of An Intelligent Network for the One-stop Environmental Analysis Service

英文摘要 To develop an automated system for environmental pollution management, this project implemented tasks covering three aspects, including establishing a NIoT network, creating a one-stop environmental pollution analysis service network, and improving the database of multi-category environmental analysis and listed pollution sources. The achievement of each task is as follows: (1) Establishing the Noise Internet of Things (NIoT) network The establishment of the NIoT network contained several tasks, including equipment development, database connection, and data interpretation and application. Regarding equipment development, this project established a class 2 sound level meter and completed the function verification to confirm the consistency with standard instruments. In addition, a waveguide tube was developed to perform automatic calibration of vehicle acoustic cameras, which effectively extended the manual calibration cycle from three to 14 days, reducing labor costs and improving the safety of calibration personnel. Regarding data connection, this project formulated a general rule for noise measurement data transmission. The testing data of aviation noise, environmental noise, and vehicle noise were uploaded. For data interpretation and applications, this project developed algorithms to assist in the automatic identification of vehicle noise violation cases as well as noise measurement and complaint noise location mapping and analysis. (2) Establishing the One-stop Environmental Analysis Service (EAS) system The EAS system was planned and established based on three aspects of analysis and testing, namely standard method e-management, permit application digitalization, and intelligent operation management. Collaborating with the administrative workflow of each government unit, related online functions were established to improve the efficiency, convenience, and completeness of analysis applications by adopting digital services. (3) Integrating the database of multi-category environmental inspection and listed pollution sources This project integrated the existing data collected by the National Institute of Environmental Analysis (NIEA). The data include numerous categories, including inspection agency permits, personnel changes, on-site evaluation and review opinions, sampling itineraries, and sample management. This database was also incorporated with information on operating unit baselines and complaint tribunals. A dashboard was established to include auxiliary checklists; inspection agency records; the analysis of inspection agencies, operating units, and subcontracting agencies; and real-time information on itinerary reporting. Through database comparison and analysis, this project assisted the NIEA in implementing precise management. In addition, this project received data from high-end or automated analytical instruments and completed six types of automation of data processing and the testing of data reception modules for air quality monitoring vehicles. (4) Establishing the Information Response Center The M401 conference room was converted into a 30-person information response center with equipment for numerous functions, including real-time remote monitoring, teaching, and conference, to provide a multi-functional space for remote monitoring of on-site inspection, teaching, and meetings. In summary, the objective of this project was to establish the One-stop Environmental Analysis Service Intelligent Network to achieve automated environmental pollution management.
