In order to reduce the impact of black smoke emitted by diesel vehicles in Yunlin County on air quality and the people, the Yunlin County Environmental Protection Bureau continues to promote the "2021 Yunlin County Diesel Vehicle Smoke Exhaust Inspection and Air Quality Maintenance Area Control Plan" and performs the diesel vehicle smoke exhaust inspection and oil product control to maintain the air quality in the county. The project schedule of the "2021 Yunlin County Diesel Vehicle Smoke Exhaust Inspection ＆ Air Quality Maintenance Area Control Plan" is from January 1, 2021 to December 31, 2021.
The implementation period of the interim report is from January 1, 2021 to Dec 31, 2021. Except for the operations affected by the pandemic, all have completed and complied with the target number set forth in the interim report.
The Bureau has completed a total of 3,664 black smoke detections for diesel vehicles with dynamometers, notified 206 highly polluting diesel vehicles for inspection by visual inspection, screened 603 vehicles of exhaust smoke inspection of diesel vehicles outside the station, tested a total of 216 diesel vehicles for smoke exhaust at roadside spot inspection or at the stations, performed a total of 2,210 vehicle oil inspections, and submitted diesel oil in vehicles, gas stations and ships for the sulfur content inspection for 25 times.
For the control and self-management of the air quality clean area of diesel vehicles, the Bureau has completed 421 inspections and screenings of diesel vehicle smoke exhaust in No. 6 Naphtha Cracking Complex, performed the diesel vehicles roadside spot inspection with smoke-meters for 85 vehicles in No. 6 Naphtha Cracking Complex, carried out idling stop advocacy for 1,019 vehicles, maintained 2 sets of fixed license plate recognition systems at Xiluo Fruit & Vegetable Market, conducted inspection service for 24 days and 35 spot inspection, and cooperated with the air quality adverse response measures or audits for 120 days.
During the year, the construction of the main road license plate identification system in Yunlin Science and Technology Industrial Zone, the addition of the fruit and vegetable market car identification information display system, the production of advocacy and propaganda materials, and the internal and external audit and other related operations were completed.
In addition, it handled the joint inspection operation of Yunlin 、Chiayi City、Chiayi County、Tainan City and Kaohsiung City, improved the compliance rate of vehicles entering the Xiluo Fruit and Vegetable Market, painted the factory building of Diesel vehicle inspection station , updated the floor, and tutored the certification and maintenance factory evaluation related operations.
The number of large-scale diesel vehicles in the county that applied for fuel system repair subsidies in the first to third phase of 2021 is the largest number of counties and cities in Taiwan.
During the year, the "110 Diesel Vehicle Pollution Control (Including Diesel Station) Evaluation" was rated as a "special" county and city by the Environmental Protection Department of the Executive Yuan.
According to the county's pollution control measures and Taiwan's air pollution emissions TEDS11.0 line source emission estimation manual, the annual reduction of PM10 57.78 tons/year, PM2.5 52.25 tons/year, NOx 871.26 tons/year and NMHC 124.32 tons/year for each pollutant in this plan.
