110年度宜蘭縣水污染源管制及水體環境改善計畫

中文摘要 摘要 本計畫之執行重點在於協助環保局推動轄區內水污染源稽查管制工作以及水質監測工作,確實掌握宜蘭縣轄區內水污染源之水污染防治現況,透過計畫之稽查管制工作,督促轄內列管之事業單位落實水污染防治設施之操作維護,達成轄內各流域測站水質改善之目標。期末報告統計自110年1月1日至110年12月20日之計畫期間執行成果摘要如下: 一、 水污染防制許可審查、現勘及發證 計畫期間本計畫執行許可審查件數377件(1,043件次),經現場廢水處理設施勘查83件,核發307家許可證(文件),總核發率為93.0%。許可審查平均天數為4.9天,較109年同期(6.6天)減少1.7天。協助執行水污染防治相關許可文件資料庫管理、建置、維護、更新作業,水污染源系統相關作業建檔共計968件。 二、 事業及污水下水道定期申報審查 110年1月、4月定檢申報對象共306家,申報率為100%,計畫完成審查率為100%;110年7月、10月定檢申報對象共265家,申報率為100%,計畫完成審查率為100%。 三、 協助稽查家數(包括工業區查核、採樣及送樣) 計畫期間共執行水污染源稽查691家次,其中「屬於水污法定義範圍內之列管事業」(包括工業區查核、採樣及送樣)有660家次,其中工業區清查有262家次,已達成年度合約目標值100%(350家次)。 四、 協助執行水質水量自動監測與攝錄影監視系統操作 11家事業連線項目月有效監測記錄值百分率僅1家於110年10月未達90%,已提報依法處分,其餘應連線事業各月份均達90%以上;應執行季有效監測記錄值百分率比對分析5家事業,SS及COD項目平均每季均達80%以上。相對誤差測試查核(RATA),5家事業SS部分,平均差值均在±6mg/L以內符合標準;COD部分,除利澤污水廠第一季(3月)檢測機構檢測平均值為40.02mg/L,RATA值45.24%及第四季(10月)檢測機構檢測平均值為39.21mg/L,RATA值48.33%大於標準40%外,其餘事業各季均符合相對誤差測試查核(RATA)之相對準確度標準。 五、 水污染源廢水處理設備功能評鑑、單元設施採樣及設施妥善操作輔導 已完成5家水污染源廢水處理設備功能評鑑之初評、單元設施採樣、複評、協談及提送成果報告;另完成廢水處理設施妥善操作輔導5家;104~109年功能評鑑應追蹤複查對象共4家,追蹤複查進度為100%。 六、 執行環工技師執行水污染簽證業務查核4件,缺失記點達第三級移送懲戒1件。 七、 完成河川定期水質監測採樣檢測共計21站50點次,水量調查1站2點次,合計22站52點次。執行龍潭湖、大湖、雙連埤、梅花湖、翠峰湖等五大湖泊水質採樣15點次。 八、 關鍵測站流域內已輔導7家畜牧業通過沼渣沼液作為農地肥分使用計畫申請。關鍵測站16家畜牧業,110年度已查核輔導16家45家次,查核進度100%。 九、 協助辦理水污染防治費徵收 1. 110年第1期(徵收區間為109年7-12月),應於110年1月底申報對象共207家,申報期間內完成申報共207家,申報率及催收率為100%。 2. 110年第2期(徵收區間為110年1~6月),應於110年10月底申報對象共194家,申報期間內完成申報共194家,申報率及催收率為100%。 3. 計畫期間並完成水污染防治費徵收對象現場查核比對35家。 十、 完成10廠許可整合空、水、廢、毒污染流向示意圖繪製。

2021 Yilan County Water Pollution Source Control and Water Environment Improvement Plan

英文摘要 Abstract The focus of the implementation of this plan is to assist the Environmental Protection Agency to promote the inspection and control of water pollution sources within its jurisdiction and water quality monitoring, and to accurately grasp the current status of water pollution prevention and control of water pollution sources within the jurisdiction of Yilan County. The business unit of the company implements the operation and maintenance of water pollution prevention and control facilities, and achieves the goal of improving the water quality of the monitoring stations in the river basins in the jurisdiction. The summary of the implementation results of the project period from January 1, 2021 to December 20, 2021 in the final report is as follows: 1. Water pollution prevention and control license review, site survey and certification During the project period, the number of execution permits for the project was 377 (1,043 cases), 83 on-site wastewater treatment facilities were surveyed, and 307 permits (documents) were issued, with a total issuance rate of 93.0%. The number of assisted inspectors (including industrial zone inspection, sampling and sample delivery) During the project period, a total of 691 water pollution source audits were carried out, of which 660 were “management businesses within the scope of the Water Pollution Law” (including industrial zone inspections, sampling, and sample delivery), of which 262 were industrial zone inventories. , Has reached 100% of the annual contract target value (350 times). 4. Assist in the automatic monitoring of water quality and quantity and the operation of video surveillance system The percentage of monthly effective monitoring records of 11 business connection projects only one company did not reach 90% in October 2021, and has been reported for legal punishment, and the remaining businesses that should be connected have reached more than 90% each month; quarterly effective monitoring records should be implemented Percentage comparison and analysis of 5 businesses, SS and COD projects averaged over 80% per quarter. Completed the regular water quality monitoring and sampling of the river, a total of 21 stations and 50 points, a water volume survey of 1 station and 2 points, a total of 22 stations and 52 points. The water quality sampling of five major lakes including Longtan Lake, Dahu Lake, Shuanglianpi Lake, Meihua Lake and Cuifeng Lake was performed 15 times. 8.
