110年度臺南市固定污染源空氣污染物連續自動監測功能查核管理計畫
| 中文摘要 | 日前環保署已於民國91年2月份正式公告第一批應與主管機關連線公私場所與煙道，臺南市轄區內符合環保署第一批公告應裝置連續自動監測設施之固定污染源，其中製程種類包含電弧爐及鍋爐發電程序等5家列管工廠，合計列管煙道9支。第二批公告於91年7月17日發佈，主要為廢棄物處理製程，目前只有永康垃圾資源回收(焚化廠)及臺南市城西垃圾焚化廠2家工廠，合計列管煙道4支。110年度統計至12月31日，整體工作項目符合預定進度，說明如下： 監測儀器功能查核方面： 相對準確度測試查核(RATA)共完成7根次，完成率100%，目前以O2 BAF發生率75%(3根)相對較高；不透光率校正誤差查核(OP)共完成13根次，完成率100%，低、中、高範圍合格率均為100%，評等多落於A~B(優~佳)；標準氣體查核(CGA)共完成8根次，完成率100%，評等多落於A~B(優~佳)；二氧化氮轉化率查核方面，共完成5根次，完成率100.0%，整體平均轉化率為95.15%。 RATA與CGA本年度未符合之根次，主要為預告第6批連線對象，雖未正式公告，仍請廠商儘早改善與因應，避免公告後有不符法規之情形。 監督查核方面： 監督查核工作為工廠自行執行查核時到廠監督，確認工廠是否依法規確實執行，目前工作進度RATA共完成8根次完成率100%，OP共完成10根次完成率100%，目前定期檢測結果皆符合法規之要求。 監測資料品質方面： 平行比對共完成72天，完成率100%，現階段未有異常數據狀況發生；每月定期進行月報審查，並完成日、月報傳輸率及有效監測時數百分比統計，部分工廠因資料處理系統軟硬體異常或廠內異常停電，皆可能造成數據遺失或漏傳，目前日報與月報傳輸率皆能達到100%。月報表方面，公私場所皆能依月報審查意見進行修正；110年第1季至第3季有效率皆達85%以上；並比對CEMS、空污費、許可排放量之差異性，對於差異過大之工廠皆提供比對資料供空污費及許可計畫參考。 法規符合度查核方面： 法規符合度查核目前共完成13根次，完成率100%。對於查核缺失部分亦持續追蹤輔導改善作業，並確認各廠改善情形，若缺失中有包含數據計算及承辦人員異動過於頻繁之工廠，持續加強查核輔作業，並於連線說明會加強輔導，藉以提升各廠法規符合率。 Mini CEMS方面： 完成3家次揮發性有機物處理效率比對作業，完成率為100%，佳寶樹脂處理效率為13.2%~29.7%、宏昌實業處理效率為1.8%~64.9%、宏遠興業處理效率為6.3%~91.5%，已通知工廠適時更換活性碳避免處理效率過低。 | ||

Regarding compliance check: The regulatory compliance checks have been completed a total of 13 times with the 100% completion rate, in 2021; In addition, the tracking improvement work was continuously tracked, and the improvement situation of each factory was confirmed.
