This project assists the Environmental Protection Agency in conducting surveys and counselling visits on agricultural and fishery and medical waste treatment and reuse methods, surveying the current management status concerning agricultural and fishery and medical waste, as well as promoting recycling and reuse mechanisms. The key completed projects of agricultural waste sector include: compiling of domestic and foreign agricultural resource recycling structures, management systems, review of laws and regulations, and promotion measures; inventory of agricultural waste output and recycling in Taiwan based on the development of agricultural resource recycling policy frameworks; assist 3 counties (Miaoli, Yunlin, Changhua) to establish a recycling and reuse mechanism for the remaining materials and wastes produced from agriculture activities including plastic films and fruit branches, and assist their matching with the recycling industry to dispose of them; examine domestic wood and styrofoam recycling technologies and draft recycling and reuse suggestions; establish a list of recycling, reuse and treatment companies which handle agricultural and fishery wastes and survey their back-end recycling methods; site reconnaissance of 3 pig farms’ biological waste treatment facilities and providing the draft of suggestions and specifications for private unit installations.
In terms of fishery waste, work included: updates on the list of fishery waste recycling companies and their respective acceptance standards; understanding the current method of retired vessel handling through visiting existing ports, shipyards undergoing dismantling processes, which may serve as reference for subsequent planning.
In terms of medical waste, work included: the investigation and analysis of household drug waste and the flow of cleaning have been conducted; draft of the feasibility of implementing openness and transparency in the treatment of medical waste disposal institutions and price reductions; draft of simplifying and expanding the control of biomedical waste; feasible methods for listing and reporting of product sources, inventory of domestic biomedical waste disposal capacity; and review of domestic epidemic prevention waste cleanup procedures.
