110年度臺北市機車排氣檢驗站查核管理暨定檢通知計畫

中文摘要 本計畫執行期程為民國110年1月20日至民國110年12月20日,期間針對臺北市所有機車排氣檢驗站執行查核管理相關作業,目的在於提昇臺北市機車排氣檢驗站的檢驗品質及公信力,並確保檢驗站落實機車排氣檢驗工作,維持檢驗站檢驗品質;另為提醒車主按時完成機車定檢,同時進行機車排氣檢驗通知單製作及寄發工作,並配合加速老舊機車汰舊及推動低污染電動二輪車及七期環保機車等作業,遏阻高污染車輛使用及提供相應補助,計畫依工作契約書已於110年11月19日提交期末報告初稿,統計相關成果摘要說明如下: 一、 提昇本市機車排氣檢驗站服務品質及公信力 年度完成檢驗站品質查核561站次,5月份因應疫情警戒提升至三級,經環保局核備同意暫緩查核作業至疫情趨緩。缺失項目以人員證書未懸掛、電腦設備異常、人員是否均未在場且無懸掛告示及未依規定暫停檢驗為主,發生查核缺失之檢驗站輔導當場改善完成或於3日內(未包含假日)由查核人員回到現場進行複查且合格,後續持續依檢驗站品質分級制度進行查核。 二、 確保機車排氣檢驗站落實執行排氣檢驗及檢驗站管理工作 (一) 查核人員教育訓練 本計畫於民國110年2月24日針對查核人員辦理1場教育訓練。教育訓練的課程內容包括計畫簡介、工作執行方式及工作分配內容等,並加強分析儀查核氣體比對標準操作程序及實機訓練,使計畫內之工作人員均能維持計畫執行品質。 (二) 檢驗人員教育訓練 計畫於民國110年6月3日至6月10日及10月28日至11月4日辦理2場次檢驗站檢驗人員線上教育訓練,完成課程人數共533位,剩餘12位已提醒須報名環保署或其他縣市辦理之教育訓練。課程內容除針對「機車排放空氣污染物檢驗站設置及管理辦法」及「臺北市機車排放空氣污染物檢驗站認可證審查作業要點」法令規定講解,並統計去(109)年度檢驗站品質查核缺失項目進行檢討說明,以提醒檢驗站應注意事項;另外安排軟體商就排氣分析儀手動校正程序錄製教學影片,亦邀請聯合醫院護理師就廢氣對人體影響宣導衛教常識與提供防護建議,以及配合疫情期間提醒檢驗站如何安全防疫。 三、 製作機車排氣定期檢驗通知單,寄發設籍臺北市機車車主進行排氣檢測 年度寄發機車排氣定期檢驗通知單共627,663件,退件數合計2,846件,退件率為0.45%,皆已建檔完成。 四、 定期與機車排氣檢驗站維持連線並加強定檢資料之查核 為有效提昇資料處理作業之效率及提供往後之資料統計分析,本計畫維護「臺北市機車排氣檢驗站即時資訊管理系統」,該系統能隨時掌握檢驗站檢測及查核資料,並提供課程網路報名系統,同時具有統計分析等功能,以盡監控、輔導之責任。 五、 推廣老舊機車汰舊換購電動二輪車或七期燃油機車及新購電動機車補助 臺北市政府環境保護局運用行政院環境保護署補助,辦理加速老舊機車汰舊換購低污染的環保電動機車或七期燃油機車及新購電動機車等相關補助作業,截至10月底已完成老舊機車汰舊換購電動二輪車1,932件、換購七期燃油機車8,784件,及新購電動機車4,677件。 六、 提昇本市機車排氣檢驗之空氣污染減量成效 1~4期老舊機車汰舊數共29,791輛,其中二行程機車汰舊數為4,599輛,四行程機車汰舊數為25,192輛,計算年度汰舊對於空氣污染物減少CO排放量為302.91 Tons/Yr、NMHC為107.91 Tons/Yr及NOx為26.53 Tons/Yr。

The project of evaluating the inspected procedures of the motor-exhaust inspecting stations in 2021

英文摘要 The Plan implementation period started on January 20, 2021 and ended on December 20, 2021. All motorcycle exhaust inspection stations in Taipei were audited during this period. The objective was to raise the quality and credibility of inspection performed by motorcycle exhaust inspection stations in Taipei while ensuring the motorcycle exhaust inspection stations performed motorcycle inspection effective and maintained the quality of inspection at the stations. Furthermore, to remind motorcycle owners to complete periodic motorcycle exhaust inspection as scheduled, motorcycle exhaust inspection notice slips were prepared and mailed out at the same time. In addition, deterrents for highly-polluting vehicles and related subsidies were aligned with accelerated replacement of old motorcycles and campaigns for low-polluting electric two-wheeled vehicles and Phase 7 environmentally friendly motorcycles. The preliminary end-of-term report based on the work agreement was submitted on November 19, 2021. The data and results are as follows: I. Raise the service quality and credibility of motorcycle exhaust inspection stations 561 station audits were completed in the year. In response to the national epidemic alert being raised to Level 3 in May, the Department of Environmental Protection agreed to suspend these audits until the pandemic improved. Errors included not displaying qualification certificates, computer irregularities, whether none of the staff was onsite and not displaying signs, and failure to suspend inspection when required. Instructions were promptly given to motorcycle exhaust inspection stations with identified errors for improvement to be made right away, or would be required to pass a second inspection to be performed by an auditor who would return in 3 days (excluding holidays). Further ongoing audits were performed according to the motorcycle exhaust inspection station quality classification system. II. Ensure motorcycle exhaust inspection stations perform exhaust inspection and station administration effectively (I) Auditor education and training The Plan hosted one training session for auditors on February 24, 2021. The scope of training covered an introduction to the Plan, execution methods, and work allocation. Standard operating procedures and hands-on training on gas comparison in the analyzers were strengthened to enable all workers in the plan to maintain the level of execution quality for the Plan. (II) Auditor Education and Training Two online training sessions, from June 3, 2021 to June 10, 2021 and from October 28, 2021 to November 4, 2021, were organized for inspection personnel. 533 people had completed the course, and the other 12 were alerted to the requirement to register for training provided by the Environmental Protection Administration or other cities. In addition to explaining the law in the "Regulations for the Establishment and Management of Air Pollutant Emissions Inspection Stations" and the "Regulations for Reviewing Permits for Taipei City Motorcycle Emissions Air Pollutants", the training courses counted and reviewed quality errors from the previous year (2020) at the motorcycle exhaust inspection stations, and reiterated important information to the motorcycle exhaust inspection stations. Arrangements were made for the software supplier to produce information videos on the manual calibration procedure for emission analyzer. City hospital nurses were invited to educate the public on the effects of exhaust on the human body and offer suggestions on preventive care and to advise motorcycle exhaust inspection stations on how to stay healthy and safe during a pandemic. III. Prepare periodic motorcycle exhaust inspection notice slips and notify motorcycle owners registered in Taipei to complete inspection A total of 627,663 period motorcycle inspection notice slips were mailed out in the year, and 2,846 or 0.45% were rejected. All rejections were filed for record. IV. Connect regularly with motorcycle exhaust inspection stations and strengthen inspection data audits To make data processing more efficient and facilitate data analysis in the future, the Plan maintains the "Taipei City Motorcycle Exhaust Inspection Station Tracking System", which provides inspection and audit data from the motorcycle exhaust inspection stations in real time. The system also supports online registration for training courses, and offers statistical features in a monitoring and assisting capacity. V. Advertise subsidies for replacement of old motorcycles for electric two-wheeled vehicles or Phase 7 fossil fuel vehicles and purchases of new electric motorcycles The Department of Environmental Protection of Taipei City Government takes subsidies from the Environmental Protection Administration of the Executive Yuan to subsidize accelerated replacement of old motorcycles for low-polluting electric two-wheeled vehicles or Phase 7 fossil fuel vehicles and purchases of new electric motorcycles. As of the end of October, 1,932 old motorcycles were replaced by electric two-wheeled vehicles and 8,784 by Phase 7 fossil fuel vehicles, and 4,677 new electric motorcycles were purchased. VI. Success in reducing air pollution from motorcycle exhaust in the city 29,791 Phases 1 to 4 old motorcycles were replaced, 4,599 of which were two-stroke vehicles and 25,192 were four-stroke vehicles. It was calculated that the replacement reduced CO emissions by 302.91 tons/yr, NMHC emissions by 107.91 tons/yr and NOx emissions by 26.53 tons/yr.
