This project studies and analyzes the container goods market, collecting and compiling opinions from experts, scholars and vendors, conducting feasibility analysis, and developing relevant systems to promote and improve the container goods environment and free the barriers for the waste container recycling market. In order to implement reasonable fee guidance and management of the unregistered responsible businesses, 400 unregistered responsible businesses have been reported and counseled, 217 disposable tableware vendor’s suppliers have been collected and their upstream responsible businesses have been traced. Suggestions were given on the adjustments regarding the reporting and payment mechanism, recycling system management, and the inspection and penalty system for small businesses; Opinions were collected from the manufacturers, importing agencies and recyclers of flat containers, visits to the sorting and treatment plants were made to analyze and study the operating status of solid derived fuels, completion of the system development for the new announcement of flat packaging materials as waste recycling item, assessment on the scope of management responsibility, recovery and disposal fee rates and subsidy rates calculations; collection of domestic and foreign PVC life cycle industry types and output products, announce restrictions on food packaging containers containing PVC, evaluate the subsequent expansion of restrictions on product packaging containing PVC containers and how the industry may be impacted, and plan the development path of Taiwan’s total ban on PVC materials; Investigate the domestic food and cardboard industry on evaluating the feasibility of collecting fees from the supplier for the food and paper tableware industry, conduct a paper tableware production label test plan, and complete the paper tableware body source label announcement draft and label produced following the container production system plan; Evaluate the feasibility of using a single material for a single product such as commercially available packaged drinking water, carbonated beverages, tea, eggs and milk beverages, complete the draft announcement of the first batch of plastic container products limited to the use of single material, and evaluation of using r-PET material for egg packaging.
