宜蘭縣110年度資源回收專案作業查核追蹤管制、宣導工作及促進垃圾減量回收計畫

中文摘要 依據環保局訂定之目標及工作內容，執行「宜蘭縣110 年度資源回收專案作業查核追蹤管制、宣導工作及促進垃圾減量回收計畫」，計畫執行至期末階段(統計至110 年11 月30 日止)，相關執行之成果重點說明如下： 一、資源回收目標訂定及亮點工作推動 (一)協助本縣及各鄉鎮市目標資源回收率制定，本縣110 年1-10 月資源回收率為55.52%(目標55%)。 (二)持續彙整全國與本縣資源回收現況，蒐集其他縣市資收亮點作為， 研擬本縣精進方針。 二、協助本縣加強辦理資源回收工作 (一)已完成協助辦理9 場次環保聯繫會議。 (二)已完成垃圾破袋檢查工作830 袋。 (三)已完成全縣各鄉鎮市垃圾採樣工作。 (四)持續輔導提升環保署指定回收項目回收量。 (五)協助彙整資收關懷計畫成效，累積補助關懷個體業者人次達2,497人次，實撥補助款共計12,393,796 元整。 (六)協助本縣難去化回收物之清運作業，完成薄塑膠31 公噸及廢農藥容器(含到府載運)共13 公噸。 (七)完成鄉鎮市公所變賣合約與流程查明並如期提報。 (八)追蹤各鄉鎮市公所資收車之掛設電池回收筒及照明光源防破措施。 三、推動學校社區機關團體資源回收工作 (一)完成社區大廈設置回收設施24 站、巡檢41 處。 (二)輔導社區大廈二手袋循環箱設置26 處。 (三)完成漁商港資收小站-南方澳站之設置工作，彙整社區資收小站執行成果。 (四)於4/15 辦理辦理資收小站教育訓練課程。 四、辦理資源回收責任業者及販賣業者管理重點巡查工作 (一)完成責任業者輔導主動稽查14 件、環保署函送49 件、外縣移送54 件，總計117 件。 (二)完成販賣業者巡查216 件、協助源減措施巡查341 件。 (三)完成電子電器販賣業輔導79 家次、開立電子聯單31 家。 五、辦理應回收廢棄物回收處理業申請登記及巡查工作 (一)完成輔導回收業展延申請1 家 (二)完成回收業巡查工作，登記回收業66 家次、列冊回收業28 家次，完成會同消防機關巡查12 家次，並於9/24 辦理消防安全演練。 (三)於4/22 完成本縣廢機動車輛回收業評鑑工作。 六、促進垃圾減量回收管理措施 (一)完成輔導餐飲業者辦理自備餐具優惠15 家、提供環保餐具12 家。 (二)完成巡查轄內紙餐具友善店家153 家，並辦理紙餐具分類政策宣導加碼活動。 (三)協助輔導東門夜市爭取環保夜市殊榮。 (四)完成年度新設綠實踐商店5 家、袋來幸福箱52 處維護管理。 (五)辦理設置二手物交換活動6 場次、持續更新甩廢地圖。 七、配合環保署及環保局各項政策計畫與績效考評工作 (一)協助辦理各鄉鎮市資收考核工作，於9/16-17 辦理現勘作業。 (二)追蹤本縣玻璃砂再利用使用量，已取得527.31 公噸使用憑證。 (三)追蹤本縣協助去化ASR 處理量，已處理3390.69 公噸。 (四)追蹤清潔隊貯存場優化計畫申辦進度。 八、加強辦理資源回收等相關宣傳(導)工作 (一)已完成辦理資源回收宣導活動31 場次，並於疫情期間線上互動宣導影片、FB 社區及新聞跑馬燈等方式辦理相關宣導工作。 (二)完成辦理廢農藥容器回收競賽、廢乾電池回收加碼活動及有機土資源回收物兌換等大型活動。 (三)完成辦理4 場次業者說明會，對象與主題分別為電子電器販賣業-廢四機回收、責任業者-減少禮盒過度包裝、回收業者-法規及消安。 受新冠疫情影響，全國實施三級警戒至8 月，造成計畫多項工作推動受阻，本計畫已於解封後加強辦理，以確保各項考核與計畫工項能順利達標。
