嘉義縣-110年嘉義縣水污染源稽查管制暨水污費徵收查核計畫

中文摘要 嘉義縣內最主要的河川(朴子溪、北港溪及八掌溪)屬於遭受事業、生活污水以及畜牧業污染的混合型污染河川。為推動河川流域之污染防治工作,嘉義縣環保局委託技佳公司執行「110年嘉義縣水污染源稽查管制暨水污費徵收查核計畫」(以下簡稱本計畫),計畫執行期間針對轄境內重要河段及可能污染區域加強監測管理,極力推動污染消除、改善水質污染等工作。本計畫執行期程由110年01月01日至110年11月30日止,目前工作進度成果(統計自110年01月01日至110年09月30日止)如下,計畫工作項目包含事業污染源許可管理、執行事業查核作業、不明管線及暗管調查作業、廢水處理功能診斷及評鑑作業、水污染防治費徵收、飲用水相關業務、水環境巡守隊運作及輔導、生活污水污染減量宣導、辦理說明會及計畫人員教育訓練等配合事項。 一、 事業污染源許可管理 本計畫已完成316件次許可審查作業、156件定檢申報審查認可作業、24件次許可審查之現場查核作業(新申請或涉及功能性變更案件)及已執行2家次技師簽證案查核作業;並已進行包括各項水污染稽查案件建檔636件、許可文件建檔316件及告發、處份案件建檔12件。另針對水污染防治措施及排放許可證(文件)資料,執行水污染資料庫QA/QC比對180筆,本年度許可申請文件及既有事業資料電子化作業完成361家數。 二、 事業廢污水排放查核 查核數計有626件次及專家學者深度查核10件,污染源稽查共採樣272件,其中針對重大污染源(電鍍業/金屬表面處理業/化工業/製革業/石油化學業)共採樣94件,對於查核所發現的缺失在要求及輔導事業單位下持續改善中。 查獲非法排放或違反水污法案件計13件,8件已完成裁處,另5件陳述意見或處分簽核程序,其開立裁處件數佔環保局(違反水污染案)總裁處案件數之14.5%;處分金額41.1萬元為佔總裁處金額33.6%;另已完成執行24小時水質連續監測16處共計139件次。 其中違反放流水標準案件部分,依照定檢排放量*(違規濃度-放流水標準濃度)計算污染削減量部分,今年度查獲案件以SS:4,328 kg/Year最多,其次為COD:3,500 kg/Year,再者為NH3-N:588 kg/Year,其BOD:35 kg/Year最少。 三、 不明管線、暗管稽查及封管 查獲之暗管及不明管線數量2支,皆全數已由業主自行封管及移除。 四、 列管事業之廢水處理單元功能診斷、評鑑、查核或輔導 提送功能評鑑建議名單12家,已由環保局核定6家事業單位進行功能診斷評鑑,各階段作業預計於下列各期程辦理:已於5月11、12及14日進行初評作業、7月28至30日邀集專家學者辦理複評作業、9月17日提送功能評鑑初步成果報告、9月30日進行功能評鑑協談會議。 五、 辦理嘉義縣列管事業(含畜牧業)及下水道系統水污費徵收作業 110年第1期規定之申繳期間為7月1日至8月2日(依據110.05.21環署水字第1101066619號函,因7月31日適逢例假日,故順延之),後又因新冠肺炎(COVID-19)疫情衝擊下,環保署提出安心防疫便民措施經各項具有期限之申報作業予以延期,其中水污染防治費申報與繳納作業時間,延後一季申報及繳費,亦即延長為110年7月1日至110年10月31日。截至110年9月30日止,已完成335家申報。 六、 辦理委託工業區查證 於110年9月24日辦理委託查證協談會議,本次會議討論事項決議部分主要有請工業區針對區內事業重新檢視放流口並核發同意排入證明文件,後續許可文件將依據該文件核發,此外工業區雨水下水道監測部分,若發生數據異常,協請工業區管理單位於第一時間前往查核,避免污染擴大,因應放流水氨氮加嚴部分,請管理單位輔導高氨氮事業源頭減量,若改善效果不足者,可納入功能評鑑名單,希望藉由上述措施,加強工業區管理力道,能有效掌握污染源。 七、 飲用水相關管理 在飲用水管理相關業務方面,已辦理141筆地號新設案件審查工作,其中有36筆位於飲用水保護區範圍內,環保局皆已發文告知該地位於保護區內,不得進行飲用水管理條例第五條所禁止之12項污染行為;飲用水稽查採樣488件次,並於檢驗室提交檢驗報告後登錄至飲用水管理資訊網。 統計近三年梅山鄉N03-N(7-8月) 會有數值偏高情形發生,根據研判分析應為採完春茶和夏茶以後,在五月中下旬至7月中旬以速效氮肥為主進行施肥又遇上梅雨季,導致在7-8月份上會有NO3-N發生情行發生。 八、 協助辦理嘉義縣水環境巡守隊志工服務計畫 本年度新加入溪口鄉溪口國中水環境巡守隊,使得巡守隊總隊數為22隊,志工總人數為722人。5月4日「辦理全國優良水環境巡守隊座談會」、5月13日辦理「110年度嘉義縣巡嘉河特色經營運作聯繫會報」,藉由各項活動、會議,提昇巡守隊功能並凝聚團隊間互助精神。水環境守護網完成登錄污染通報21件,淨溪、淨川活動56場次,宣導及成果檢討活動計109場次;另為便於及加速民眾加入水環境巡守隊服務,於3月6日~7日辦理志工基礎訓練及特殊訓練, 9月12日辦理志工基礎訓練, 9月25日~26日辦理志工基礎訓練及特殊訓練,共計3場次。 九、 生活污水污染減量宣導 已辦理3場次生活污水減量宣導及10次公共場所生活污水減量宣導影片播放; 5月10日完成「生活污水污染減量及家庭節水宣導」影片拍攝,並已於5月31日環保局同意核定影片拍攝成果。 十、 辦理說明會、計畫人員教育訓練及成果發佈 針對人員各項訓練部分,於4月8日辦理1場次稽查人員教育訓練,8月19日辦理許可審查人員教育訓練,另完成3則活動成果發佈。 十一、 水質改善效益 本計畫統計歷年(105-109)曾因違反放流水標準之單位,依據其行業別進行分類,並將後續年度持續追蹤檢驗放流水之結果予以彙整,對比其行業別放流水標準之差距作為水質改善效益評估依據,針對本縣三大流域進行污染削減量估算,其中以朴子溪流域SS削減量最多為1,257.3 kg/d,其次為COD為896.0 kg/d,分別整理三大流域污染削減量如下表所示。 流域名稱 削減量(kg/d) BOD COD SS 朴子溪 27.5 896.0 1,257.3 八掌溪 8.7 25.5 13.0 北港溪 13.4 62.3 45.5 合計 49.6 983.8 1,315.8

2021 Chiayi County Water Pollution Source Inspection Control and Water Pollution Fee Collection Review Plan

英文摘要 Considering that the main rivers in Chiayi County (including Puzi River, Beigang River and Bazhang River) are classified as mixed polluted rivers of being polluted by industry, domestic sewage and animal husbandry, the Environmental Protection Bureau of Chiayi County had commissioned GEGA ENGINEERS & TECHNOLOGY CO., LTD. to implement the " 2021 Audit Plan for the Inspection and Control of Water Pollution Sources and Sewage Charge Collection " (hereinafter referred to as the “Plan”) as a means to promote the pollution prevention and control work in the river basin. During the Plan implementation period, the monitoring and management of important river sections and potentially polluted areas within the jurisdiction would be strengthened, and efforts would be made to promote pollution elimination and improve water pollution. The Plan was scheduled from January 01, 2011 to November 30, 2011, and the current work progress results (statistics from January 1, 2021 to November 30, 2021) were as follows: the planned work items included industrial pollution source licensing management, execution of industry inspection operations, investigation of unknown pipelines and hidden pipes, diagnosis and evaluation of wastewater treatment functions, collection of water pollution prevention and control fees, drinking water-related industry, water environment patrol team operation and guidance, domestic sewage pollution reduction propaganda, handling briefing sessions, and education and training of planners. 1. Permit management of industry pollution sources 316 permit review operations, 156 regular inspection application review and approval operations, 24 on-site inspection operations for permit reviews (new applications or cases involving functional changes) along with 2 secondary technician visa case inspection operations had been completed; and 636 water pollution inspection cases were filed, 316 permit documents were archived, and 12 punished cases were documented. In addition, for water pollution prevention and control measures and discharge permit (document) data, 180 cases of QA/QC comparisons were performed in the water pollution database, and 361 electronic operations were completed for permit application documents and existing industry data. 2. Inspection of industry waste and sewage discharge There were 626 inspections and 10 in-depth inspections by experts and scholars, along with a total of 272 pollution sources were sampled, including 94 major pollution sources (electroplating industry/metal surface treatment industry/chemical industry/tanning industry / petrochemical industry). The deficiencies found in the audit are being continuously improved under the requirements and counseling institutions. A total of 13 cases of illegal discharge or violation of the “Water Pollution Control Act” were seized, with the amount of punishment at NT$411,000; another 16 cases of continuous 24-hour water quality monitoring were completed for a total of 139 cases. Among them, with regard to the cases of violation of the “Effluent Standards”, the pollution reduction was calculated according to the regular inspection discharge amount* (violation concentration - effluent standard concentration). The most seized cases this year were SS: 4,328 kg/Year, followed by COD: 3,500 kg/Year, NH3-N: 588 kg/Year, and the leas of BOD at 35 kg/Year. 3. Inspection and sealing of unknown and hidden pipelines Two hidden and unknown pipelines were seized, all of which had been sealed and removed by the owner himself. 4. Functional diagnosis, evaluation, inspection or counseling for the wastewater treatment unit of regulated industry Functional diagnosis and evaluation were carried out on 6 industry unites. The preliminary evaluation work was carried out on May 11, 12 and 14, experts and scholars were invited for re-evaluation work from July 28 to 30, the preliminary results report was submitted on September 17, and a negotiation meeting was held on September 30. 5. Handling Chiayi County's regulated industries (including animal husbandry) and the collection of water and sewage charges for the sewer system The application payment period stipulated in the first phase of 2021was from July 1 to August 2 (according to the letter No. 1101066619 of the Environmental Protection Administration on 2021.05.21, yet it was postponed due to July 31 was a regular holiday,), later, because of the impact of the new crown pneumonia (COVID-19) epidemic, the Environmental Protection Administration proposed to postpone the declaration and payment of water pollution prevention and control fees for various deadlines. That is, it was extended from July 1, 2021 to October 31, 2021. As of September 30, 2021, a total of 335 applications had been completed. 6. Handling the entrusted industrial zone verification On September 24, the entrusted verification consultation meeting was held. The resolution part of the matters discussed at the meeting mainly includes asking the industrial zone to re-examine the discharge port for the industries in the zone and issue the approval documents for the discharge, and the follow-up permit document will be issued according to the document. In addition, regarding the monitoring of rainwater and sewers in the industrial zone, the management unit of the industrial zone was also requested to check the data exception occurred as soon as possible to avoid the expansion of pollution. Meanwhile, in response to the tightening of ammonia nitrogen in the discharge water, the management unit was also asked to guide the source reduction of the high ammonia nitrogen industry. In this regard, those with insufficient improvement effects would be included in the functional evaluation list. We hope that, through the above measures, the management of industrial zones could be strengthening and the sources of pollution could be effectively grasp. 7. Management of drinking water In terms of industry related to drinking water management, 141 new cases of parcel number had been reviewed, 36 of which were located within the scope of drinking water protection areas, all of which had been issued to inform that the area was located in the protection area, and 12 polluting behaviors prohibited by the provision stipulated in Article 5 of “Drinking Water Management Act” shall not be carried ou; 488 samples of drinking water were inspected and collected, and the inspection report was submitted to the laboratory and logged on the drinking water management information network. Statistics in the past three years showed that the N03-N (July-August) in Meishan Township presented high value situation. According to the research and analysis, such phenomena tended to occur after the spring tea and summer tea are picked along with the quick-acting nitrogen fertilizer used from mid-late May to mid-July which is usually conducted in the rainy season, leading to the occurrence of NO3-N in July-August. 8. Assist in handling the volunteer service plan of Chiayi County Water Environment Patrol Team Attribute to the newly joined water environment patrol team of Shikou Junior High School in Shikou this 2021, the total number of patrol teams increased to 22 with the total number of volunteers to 722. On May 4th, the "National Excellent Water Environment Patrol Team Symposium" was held, and on May 13th, the "2021Annual Chiayi County Xunji River Featured Management Operations and Operation Contact Report" was held. Through various activities and meetings, the functions of the patrol team were improved, gathering the spirit of mutual help among the team. The Water Environment Protection Network has completed 21 pollution reports, 56 activities for cleaning streams and rivers, and 109 sessions of publicity and achievement review activities; in addition, in order to facilitate and accelerate the public to join the Water Environment Patrol Team, a total of 3 events were held, including the basic training and special training for volunteers from March 6 to 7, the basic training of volunteers on September 12, and another basic training and special training for volunteers from September 25 to 26. 9. Publicity on the reduction of domestic sewage pollution 3 domestic sewage reduction publicity and 10 public places domestic sewage reduction publicity videos have been played; on May 10th, the filming of the "Domestic Sewage Pollution Reduction and Household Water Saving Promotion" video was completed. 10. Handling briefings, education and training of planners and release of results On April 8th, one session of education and training for inspectors was conducted, and on August 19th, the education and training for license reviewers was conducted, and three other activity results were released. 11. Effectiveness of water quality improvement Based on the yearly statistics (2016-2020) of the units that violated the discharge water standards in accordance to their industries, the compilation results of continuous follow-up inspections of the discharge water in subsequent years, and the gap between the discharge water standards of their industries was regarded as the water quality improvement benefit, an assessment was conducted in the three major river basins in this county. Among them, the reduction of SS in the Puzixi basin was the largest at 1,257.3 kg/d, followed by the COD at 896.0 kg/d.
