| 中文摘要 | 本計畫目標共計5項，包含回收處理業管理制度精進並強化輔導作業及辦理受補貼機構資格審核作業等為核心。本計畫的定位在於達到5項目標以後，精進回收基管會在作業及管理層次上的成效。為強化環保署精進回收處理業之管理措施，本計畫可分為「登記審查」、「現場管理」兩大業務，關於「登記審查」業務，旨在協助中央主管機關提升地方回收處理登記之審查品質，同時協助環保署進行業者受補貼身分資格審查；關於「現場管理」業務，旨在強化地方環保局對轄內回收處理業者管理輔導之責並提升其管理強度。 為協助環保署促進精進回收處理業管理措施，本計畫蒐集國外資源回收處理相關管理法規及制度，彙整後分析可供我國參考之管理措施以作為資源回收政策檢討調整之依據，再進一步針對現行回收處理業及受補貼機構管理制度及策略進行滾動式修正，另辦理從業人員教育訓練、評鑑、考核，以強化回收處理業環境與消防安全，同時，針對受補貼機構申請案辦理書面審查、現場勘查及審查會議，以提升案件審查之品質及效率，此外，本計畫亦提供電話專線，協助業者有關申請作業、系統操作等諮詢服務，以配合環保署提升執行作業之成效。 | ||

Advancement Project on the Application Review and Management of Recycling and Disposal Enterprises and Subsidized Organizations (2021 ＆ 2022)
| 英文摘要 | This project contains five objectives and focuses on improving the management system of the competent authorities, strengthening counseling practices, and implementing review operations. After the six objectives were achieved, this project focused on improving the operational and management effectiveness of the Recycling Fund Management Board. To strengthen the management measures for the recycling and disposal enterprises implemented by the Environmental Protection Administration (EPA), this project implemented two tasks, namely Registration Review and On-site Management. The purpose of Registration Review was to assist the central competent authorities in improving the quality of reviewing the local recycling registration as well as to assist the EPA in reviewing the eligibility of subsidized organizations. The purpose of On-site Management was to strengthen the management and counseling responsibility of the Department of Environmental Protection (EPD) on the recycling and disposal enterprises as well as to enhance the EPD’s management strength. To assist the EPA in improving the management measures of the recycling and disposal enterprises, this project collected international information on resource recycling management regulations and systems. This project compiled the information and analyzed the management measures to serve as a reference for the resource recycling policy review and adjustment. Then, rolling amendments were conducted to review the existing management systems and strategies of the recycling and disposal enterprises and subsidized organizations. In addition, this project conducted training and evaluation of practitioners to strengthen environment and fire safety in the recycling and disposal enterprises. This project conducted written examinations, on-site investigations, and review meetings for the applications of subsidized organizations to improve the quality and efficiency of case reviews. Furthermore, this project provided a hotline to assist enterprises with consultation services regarding applications and system operations to enhance the EPA’s implementation effectiveness. | ||
