(一) Execution of EPA-subsidized High-Quality Public Toilet Promotion
Site survey and supervisory visit were conducted for the works at 28 locations; inspection of engineering planning & designing content was conducted on 9 works; assistance was given in the supervision and evaluation on the progress of 11 works for 2021, where one case was just approved to commence and ten have completed; matched 6 enterprises to adopt 28 EPA-subsidized public toilets.
We took photos of 16 public toilets before, during and after repair under EPA subsidy, with on-site interview edited into short films and short stories; a total of 86 public toilets were repaired under the 2021 project (including EPB project), and 26 ladies toilets were newly provided and 81 seat toilets in men/ladies toilets were increased, where seat-to-squat ratio reached 113:47, exceeding the predefined 2:3 target; handrails are provided in every squat toilet and 85.9% of the seat toilets.
The EPA approved NT$48,027,000 only for 2022 capital account, of which NT$37,400,000 was used as subsidy, while local matching fund amounted to NT$10,627,000. The new construction of 11 public toilets, repair of 93 public toilets was approved, which totaled 104 toilets.
(二)Execution of maintenance of environmental cleanliness and policy promotion
The series propaganda for environmental cleanliness includes the making of 10 still image placards, 2 animation placards, 2 types of external marketing, 1 short film, 1 film and 2,000 posters.
There were 158 cases of cigarette butts crackdown in 2021, of which 39 were in front of convenience stores and 26 in the park.
We completed the checking on the 204 public toilets in and by night markets in 7 administrative districts for 2021, where what received negative results were mostly uncovered trash cans, 56 of them, in toilet, and what received positive results were mostly the provision of hand sanitizers, 152 of them. During the checking, we also strengthened the propaganda for toilet using habit. We produced an e-map of 266 public toilets in and around night markets in 9 places.
Filing, review and tracking of vacant land were conducted in 404 cases. Advertisement, in 260 instances, on advising regular weeding of vacant land was also put on in order to prevent pollution to surrounding hygiene and bug incubation.
(三)Execution of improvement on Environmental Hygiene
Walkabout inspection on environment friendly stores was conducted at 30 stores, of which the Zhongshen Store of Hi-Life in Shengang District received advice on trash cleaning at the highest frequency, while Zhongchiu Store of Hi-Life in Dadu District was referred to the cleaning team of the district for reinforced inspection because of failure to comply with environmental improvement in November.
The evaluation of environment-friendly stores for 2021 was determined in 2 Gold medal stores (Jingdongmen Store of FamilyMart in Taichung and Wenxin-Changping Store of Starbucks) and 18 excellent stores, to which medals, citations and rewards were presented.
A pilot project of quality environment in major transportation locations and featured business hubs was executed at 2 sites, which were Darong E. and W. St. in Hecheng Village and the idle spaces in front of Taichung Station. Project details include the measures like provision of cigarette but receiving poles and forestation & beautification.
Dog poop crackdown was carried out in 118 cases, with an e-map of frequent violation hot zones plotted based on the locations of violation. We performed 5 occasions of propaganda for “Dog walking without poop” or “Leave no butts”, hand in hand with Taichung City Animal Protection and Health Inspection Office, to 150 people.
Promotion of cigarette butt reduction was conducted by various means advertising dropping no butts; the means include “recycle.tcepb” on Facebook, public agency’s websites, Line, TV walls and EPB’s website, in a continuous way, with cooperation from 379 institutes and schools on promotion. The display includes additionally the still image placards of “Remain cautious not to leave butts” and “No oasis for cigarette” and an animated placard of “Don’t throw cigarette butts” in 2021. A joint effort by the public sector found 4,103 butts; with the results of report by 331 cooperative chain convenience stores and café’s, a total of 9,478 butts were cleaned, where 102 stores were reported for more efforts at cracking down violation. The cleaning team of the districts cleared 83,717 butts at 173 hot spots of chain convenience stores and café’s in September. We joined the Health Bureau of Taichung City Government and Taichung City Police Department at 3 instances of jointed check in October and December and found 5 violators with smoking in no-smoking zones and discarding butts, and reported them for disposal for violation of the Tobacco Hazards Prevention Act and the Waste Disposal Act. We plotted an e-map of hot spot of cigarette butt violation based on 173 such spots.
(四)Salute to the Ocean-Maintenance of coastal cleanliness
The location designated by EPB for monitoring in 2021 was the beach by North Embankment of Songbo Fishing Port in Dajia District, where 4 instances of monitoring found, in terms of high density, 6.3 kg of high-density resource waste, 12.2 kg of non-resource waste, 48 PET bottles, 18.5 kg of garbage, and, in terms of low density, 1.6 kg of low-density resource waste, 2.6 kg of non-resource waste, 30 PET bottles, and 4.2 kg of garbage.
In the adoption of the coastal environment, 61.412 km were signed up in 2021 (including repeated adoption) by 18 enterprises, 13 private groups, 10 schools, 1 medical institution, totaling 42 entities.
We assisted beach cleaning groups in organizing 50 beach cleaning activities, which cleared a total of 12 ton of average trash and 3.8 ton of resource waste.
Executive results of the Salute to the Ocean project in cooperation with EPA included the examination of the progress of maintenance of cleanliness of the coast under the City’s coastal administration and the progress of improvement on following up on reported cases, where 5 cases of people reporting via the information platform on coastal cleanliness were all completed within 7 days, with results replied. The cleaning team of the district reported 22 cases from irregular inspection, of which 18 cases were completed within 7 days, and the remaining 4 should prioritize on the handling of dead fish and locally reflected cases, which they failed to remove within 7 days, but subsequently completed and verified by district corps after re-inspection.
