我國氣候變遷素養認知調查計畫

中文摘要 在近逼的全球極端天氣/氣候風險下,近年各國紛紛提出減緩與因應氣候變遷的目標,而進行長期的氣候變遷素養調查將有助於進行以證據為基礎的政策擬定。為發展我國分眾氣候變遷素養調查架構及項目、辦理素養問卷調查與資料分析、規劃長期縱向氣候變遷素養資料庫與情境化測驗題、研擬長期提升全民氣候變遷素養之政策建議,本計畫參照國內外最新文獻並徵詢各類專家的相關建議,設計出適合各分眾群體的分眾題目以及共通核心題目。並於今年9-11月間以分層配額隨機抽樣法分別獲得公務人員、國中小教師、大專院校學生、國高中職學生與國小學生有效問卷2,275、1,340、1,689、2,366、1,846份,共計9,516份有效樣本。調查發現各分眾對氣候變遷的情意態度愈正向,愈具有氣候友善行為/意圖。另外,本研究對各學習階段學生進行氣候變遷情境題組測試,提出可依兩大層面來規劃後續情境題的設計發展。關於長期氣候變遷素養資料庫的規劃將聚焦於資料庫架構與查詢系統的長期與分眾需求,並透過落實「教育宣導」與「資源彙整」功能以服務使用者擁有一站式的氣候變遷素養提升體驗。最後,本團隊建議可透過在正規教育與社會中提升教育傳播效果並透過建構資料庫與開發擴散策略等方式,提升我國民眾氣候變遷素養。

The survey of climate change literacy in Taiwan

英文摘要 Under the threat of extreme weather, evidence-based climate policies are required by each country. This project has designed core and differentiated questionnaire items and done survey for 5 target groups from July to November this year and total 9,516 valid samples are collected. The significantly positive relationship of affective attitude and climate-friendly behabiors/ behavioral intention were found. Besides, situational question groups for climate change literacy of students at each learning stage were developed and some design principles were suggested. Regarding of long-term climate change literacy database planning, ducational promotion and resource integration function will be included in design and based on the needs of target audiences and longitudinal investigations. To enhance climate change literacy among students and teachers at each learning stage, climate change education should have a place in formal education. In addition, integrated dissemination strategies of digital media and plateform should be established for promoting climate change literacy in Taiwan.
