109年桃園市空氣品質綜合管理計畫(後續擴充)

中文摘要 依照契約投標須知第62 條擴充條文之內容,廠商履約績效經機關評鑑小組評為良好,機關得與廠商辦理後續擴充,因此計畫名稱為「109 年桃園市空氣品質綜合管理計畫(後續擴充)」。期程為110年1月1日至110年12月31 日,主要工作內容為綜合管理、監督及管考空氣污染防制基金編列計畫之執行品質,達成各項管制工作目標,並整合具體成效及特色成果。除確保桃園市空氣品質符合國家標準外,進而達成環保署考評良好績效,目前已連續12年獲得環保署考評特優之肯定。另一重點為更新桃園市環境負荷及污染排放資料,分析境內空氣品質監測數據及探討空氣品質不良事件日污染成因,並將結果呈報環保局。 分析本市空氣品質,統計至110 年度本市空氣品質良好日數比例為60.8%,相較104年37.8%上升23.0%;110年空氣品質不良(AQI>100)共24天,比例為4.1%,相較104 年13.8%下降9.7%,而造成空品不良主要指標污染物為PM2.5及O3,其比例分別為2.1%和2.0%。各項污染物指標目標值除O3八小時平均值外,其餘污染物濃度均符合國家空氣品質標準;其中PM2.5年平均值(手動測值)為14.3μg/m3,相較於104年下降幅度達32.9%,已連續兩年低於國家空氣品質標準15μg/m3。 依據環保署109年6月1日頒布「109-112年空氣污染防制方案」之核定內容,分別修訂管制策略及減量目標,完成本市新版空氣污染防制計畫(109-112年版)。空氣污染防制計畫共制定40 項防制措施,包含污染防制9項、稽查管制17項、源頭減量12項以及民眾有感2項。後續本計畫協助環保局推動各項防制措施落實執行。 在空品不良應變方面,計畫期間執行空氣品質不良通報及因應措施共49次,主要針對即時AQI>100 及AQI>150 時,落實通報廠家進行自主減量及稽巡查作業;110 年度辦理AQI>200 兵棋推演,確認本市空品惡化防制措施可行性及適用性,評估指揮系統的完整性與通報的有效性,模擬嚴重惡化時,主管機關與相關單位處置判斷與應變能力,以提升空氣品質惡化期間應變成效。在空氣品質改善執行成效及策略研擬工作方面,每月針對環保署自動測站及桃園市環保局所設置空氣品質測站,收集各項數據進行分析,於每季提出空品分析專題報告,深入探討本市區域污染問題。 在空氣污染監測評估及研究調查作業上,為落實控制臭氧,針對臭氧生成高潛勢之前驅物質,彙整TEDs 統計之內容,透過空品模式(CMAQ)模擬成果將桃園市細緻至每一平方公里劃分出NOx-limited 或者是VOCs-limited,統計桃園市具有高臭氧生成潛勢之固定污染源,額外使用固定污染源個別VOC 指紋(SCC)資料、臭氧最大增量潛勢(MIR),分析出桃園市前十大臭氧生成潛勢(OFP)最高的固定污染源產業別。並依據分析結果,綜合物種(產業)條件、空間條件,鎖定臭氧污染物前驅物來源,預期達到桃園市臭氧前驅物「精準減量」方法。 在監督及管理各項空污防制計畫方面,本計畫每月針對各項考評指標,進行各空氣污染防制計畫執行進度及品質查核,彙整查核結果後呈報環保局並提出建議改善方案。並為確立計畫整體管制方向,於計畫期間內辦理空污防制相關會議6場次、實地督導稽核6場次、工作檢討會5場次、空污基金管理會1場次、北部空品區交流座談會1場次,藉以提升各計畫工作績效及執行品質。另外本計畫於110年11月18日辦理空氣品質惡化區域防制措施跨局處研商暨兵棋推演會議,藉由演練針對各項工作熟悉度,提供意見與建議,達到相關業務執行共識,共同為改善整體空氣品質盡一份心力。 在空污防制研討活動及業務推廣方面,藉由媒體宣導力量,使民眾瞭解環保局為打造潔淨、健康、舒適之環境之努力。未來將持續辦理空污防制業務推廣作業,展示空污防制相關成效,以達到全民共同投入環保工作之目的。值得一提的是,本計畫於110年10月7日辦理空氣污染防制績優單位頒獎典禮,藉由公開表揚方式,激勵空氣污染 防制相關廠商與單位之榮譽心,更可提升未來空氣污染防制績效及成果展現,勉勵企業繼續響應環保精神。

The Integrated Management Plan of Air Quality

英文摘要 According to the content of the expansion clause in Article 62 of the Contract Bidding Instructions, the performance of the manufacturer is rated as good by the agency evaluation team, and the agency can handle the follow-up expansion with the manufacturer. So the plan was named 109 Taoyuan City Air Quality Comprehensive Management Plan (Subsequent Expansion). This project was carried out from January 1, 2021 to December 31,2021. The primary objects were to supervise and evaluate the execution qualities of the plans supported by comprehensive management of various air pollution prevention fund, so as to achieve the expected goal of various control jobs and integrate the specific effectiveness and characteristic results. In addition to ensuring that the air quality in Taoyuan City meets the national standards, it has achieved good performance in the Environmental Protection Administration’s assessment. It has been recognized by the Environmental Protection Administration(EPA) for 12 consecutive years. Another focal points were to keep track of the nvironmental loading and pollution emission data of Taoyuan City. It also analyzed the air quality monitoring data and discussed the causes of the daily pollution of air quality adverse events and submits the results to the Environmental Protection Bureau (EPB). Analyze air quality in Taoyuan, and statistics show that as of 2021,Taoyuan air quality was 60.8% of days with good air quality, an increase of 23.0% from 37.8% in 2015; there was 24 days alarming for AQI>100 the ratio of 4.1% in 2021, which is the main indicator of bad air quality. The pollutants are PM2.5 and O3, the proportions of which are 2.1% and 2.0%, respectively, a decrease of 9.7% compared to 13.8% in 2015. Except for the eight-hour average value of O3, the target values of various pollutants are in line with the national air quality standards; the annual average value of PM2.5 is 14.3μg/m3, which is lower than in 104 The margin reached 32.9%, which has been below the national air quality standard by 15 μg/m3 for two consecutive years. In addition, according to the approved contents of the "2020-2023 Air Pollution Prevention and Control Plan" promulgated by the Environmental Protection Agency on June 1, 2020, the control strategy and reduction target were revised to complete the city's new version of the air pollution control plan(2020-2023 edition). The plan has been 40 preventive measures, including 9 pollution prevention and control, 17 inspection and control, 12 source reduction, and 2 felt by the public. The plan assists EPB to promote preventive measures execution. On poor air quality, during the plan execution, reporting poor air quality and adopting emergency measures were called for 49 times,mainly toward AQI>100 and AQI>150, to make sure the manufactures cut down the emission of factories, and audit the plants; AQI>200 war game deduction in 2021, and being discussed for implantation to assure the feasibility and suitability, and evaluate the completeness and effectiveness of the measures. Simulate the worst case to see whether the authorized department and related departments could adopt the right measures and cope with the situation instantly to improve the effectiveness on dealing with the deteriorating air quality. On the effectiveness of plan execution and strategizing for emergencies, in every month, collecting and analyzing the data, and handing in the project report every quarter to go further discussion on the pollution issue of the city, the information and data collected from EPB’s observation stations and the air quality monitoring stations set up by Department of Environmental Protection. In the air pollution monitoring, evaluation, research and investigation operations. In order to implement ozone control, the content of TEDs statistics is compiled for the high potential precursors of ozone generation, and Taoyuan City is divided into NOx-limited or VOCs-limited through the simulation results of the air product model (CMAQ).Statistics of fixed pollution sources with high ozone generation potential in Taoyuan City, additional use of fixed pollution source individual VOC fingerprint (SCC) data, maximum ozone incremental potential (MIR), analysis of the top ten ozone generation potential (OFP) in Taoyuan City is the highest Of fixed pollution source industries. Based on the analysis results, comprehensive species (industry) conditions and spatial conditions, the source of ozone pollutant precursors is identified,and it is expected to achieve the "precise reduction" method of ozone precursors in Taoyuan City. In terms of the works of monitoring and managing the air pollution prevention and control plan, this project checked the execution progress and quality of the air pollution prevention and control plans monthly,according to various assessment indicators. The checking results of all plans were also summarized and presented to EPB to put forward the improvement programs. In order to establish the project’s overall control directions, the following activities would be additionally conducted during the period of the project to enhance the working performances and execution qualities of every project: six times air pollution control meetings, six on-site supervision and audit, five internal work review meetings, one air pollution fund committee meeting, one exchange symposium in the north air quality district. To improve the performance and execution quality of each project.In addition, this plan will be held on November 18, 2021, for the inter-bureau and inter-office research and discussion of regional prevention measures for air quality deterioration and the war game deduction meeting. Through the exercise, opinions and suggestions on the familiarity of various tasks will be provided to achieve a consensus on the implementation of related businesses. Work together to improve the overall air quality. In regard to media advocacy, the mass media was used for advocacy to make the public timely master and understand that EPB devotes to various kinds of prevention, control works to create a clean, healthy and comfortable environment. It was hoped that experts will provide opinions and suggestions on various work progress and results to reach a consensus on the implementation of related business, and work together to improve the overall air quality. It is worth mentioning that the award ceremony for outstanding manufacturers of air pollution prevention and control unit has be held on October 7, 2021. Through public praise, it will encourage the honor of air pollution prevention and control related manufacturers and units, and can also improve the future air pollution prevention performance and results demonstrate and encourage companies to continue to respond to the spirit of environmental protection.
