Due to the concentration of living circles in Taiwan or the inconvenience of public transportation in remote areas in the past, scooters, with unique features such as mobility, convenience and easy to park have become the means of transportation that ordinary people in Taiwan rely on. In addition, the rapid development of industry and commerce has led to a rapid growth in the number of registrations. In particular, Chiayi City has both of the above characteristics and the characteristics of small and dense population, bringing Chiayi City to rank second among all counties in Taiwan in terms of the number of scooters.
In addition to the active control by the central competent authority, currently 43 scooter exhaust inspection stations have been set up in Chiayi City to provide the public with the service of the annual regular inspection of scooter. In addition to managing scooter inspection stations to encourage them to provide good inspection services and quality, inspections, notifications and public education will be used to control the non-compliance of regular inspection scooters, which are in use in this city to implement the promotion of the regular exhaust inspection and maintenance system of scooters. Chiayi City has become a pioneer in the country, with the Environmental Protection Agency as the main body to include the city's regular scooter exhaust inspection stations, and took the lead in passing the international certification of the TAF inspection agency.

The Environmental Protection Agency of the Executive Yuan announced on December 12th, 2019 the "Subsidy Measures for the Replacement of Old Scooters". As of 2020, the replacement of old scooters for electric two-wheelers and the seventh phase of gasoline-fueled scooters will receive subsidies. Chiayi City handled the phase-out of obsolete scooters in 2021. A total of 6,052 obsolete scooters were eliminated from January to December15 reaching 106.6% of the annual target of 5,676vehicles approved by the Environmental Protection Agency. The estimated reduction of pollution emissions is PM101.42 metric tons/year, PM2.51.08metric tons/year, NOX 5.80metric tons/year, NMHC 27.85metric tons/year, and CO 74.11metric tons/year.
