The goal of this plan is to promote local government air pollution control work, to conduct performance assessment of local government air quality maintenance and improvement work, and Air Pollution Control Fund subsidy.
The revenues, expenditures, and balances of the Air Pollution Control Fund from 2019 to 2021 have been calculated. The top three cities with the highest total revenues in 2020 are Kaohsiung City, Tainan City and Taichung City, while Kinmen County, Penghu County and Lianjiang County are the last three. The top three cities with the highest total revenues in 2021 are Kaohsiung City, New Taipei City, and Taichung City, while Penghu City, Kinmen County, and Lianjiang County are the last three. Compared with 2020, New Taipei City climbs to the top three in 2021.
Collecting pollutants reduction data of local government innovation work in 110 years, the annual reduction of pollutants PM10, PM2.5, SOx, NOx, and NMHC are 42.1, 37.6, 0.31, 264, and 130 metric tons per year, respectively. The cumulative reduction results in 2020 and 2021 were collected according to the local government's air pollution control plans in 2021.
The project plans contracted by local governments from 2020 to 2021 has been classified into 8 categories and 22 subcategories, and related data has been analyzed, including the number of contracted plans, contracted funds, and involved manpower. Compared with 2020, the categories with higher increase in appropriation expenditure include the Internet of Things (286%) and vehicle intelligent management (173%), while the categories with higher decrease include river dust work (-47%), energy saving and carbon reduction (-35%) and smoke filters installation (-35%). The control strategies are shifting toward informatization and automation gradually.
The financial sufficiency assessment, benefit and cost analyzation, and adjustment suggestion were proposed by comparing the appropriation expenditure of stationary pollution source, mobile source, and construction projects of local governments in 2020 and 2021 to the related environmental loading in recent 3-5 years as well as corresponding annual representative performance.
The research papers of local governments with effective pollutants reduction strategies were reviewed, and a journal article on industrial and commercial boiler replacement analysis was written and published to Industrial Pollution Prevention and Control. The performance appraisal award ceremony was postponed due to the impact of COVID-19. The trophy for use was made of recycled glass symbolized environmental protection, and the transparent glass symbolized pure and fresh air, which differentiated into two kinds, the High Distinction Award and the Excellent Award.
The submitted quarterly and monthly reports in 2021 were revised to reduce the error in the following submission. This project also assisted EPA in hosting meetings, including 9 air quality maintenance and improvement of local government performance meetings or discussions, 1 commendation ceremony for outstanding local authority, 3 expert committee consultation meetings, and 4 project subsidy revising meetings.
The local Air Pollution Control Fund allotment ratio of the major plans in 2021 were integrated, and the fund budget details and the content of the major plans were summarized to serve as a reference for the allocation ratio of Air Pollution Control Fees for stationary pollution sources. The scoring standards of "Local Governments Implementing Air Quality Maintenance and Improvement Work Performance Tracking in 2022" were revised.
According to "EPA Air Pollution Control Fund subsidization to local governments for implement of air quality improvement and maintenance plan review and funding operation directions", the subsidy project county (city) environmental protection bureaus applied were summarized. The process of EPA subsidy project in 2021 was reviewed and submitted to the accounting unit for approval in July, and the local government was notified by the approval document in October. The implementation schedule of all subsidy projects from 2020 to 2021 were summarized, and the subsidy types and funding changes of the subsidy projects in the two years were analyzed, as a reference for the approval of subsidy projects in subsequent years.
