This Plan was implemented from June 15 to November 30, 2021 to promote various waste reduction items. The major achievements are summarized as follows:
I.Guidance and subsidization for restaurants to encourage consumers to use their own containers
To practice plastic reduction and develop sound waste reduction habits, this Program guided and subsidized restaurants to give discounts to consumers who prepare their own containers to encourage consumers to use their own containers to reduce waste. A total of 300 restaurants, including 98 beverage shops, 32 light-meal shops, 65 breakfast shops, 64 bento shops, and 41 other food sellers (ice and dessert shops), signed up to the Program.
II.Guidance and subsidization for restaurants to use reusable containers for in-house consumption or delivery or catering services
This Program successfully guided 30 restaurants to use reusable containers for in-house consumption. According to the survey on 30 restaurants with an annual service capacity of 541,662 persons, if each person produces 0.05kg of waste single-use tableware from each meal, the total weight of waste single-use tableware will be 27,086kg each year, and the Program’s carbon reduction effectiveness is thus about 55,792kgCO2e each year.
III.Large publicity events on measures to reduce single-use products for night markets or shopping areas
1.In response to the event “Great Benefits form Jiuhaosheng Market with Self-Prepared Tableware” of Shengli Star Village, discounts for using self-prepared tableware were offered in collaboration with local shops and retailers from October 9 to 10, 2021. Onsite statistics show that about 324 citizens prepared their own cups, shopping bags, or tableware. This event encouraged citizens to use self-prepared tableware focused on reusable shopping bags, and a total of 552 plastic bags, 502 beverage cups, 166 disposable containers, and 51 sets of disposable chopsticks or straws were saved to reduce 11.574kg of waste and 23.842 kgCO2e of carbon emissions.
2.A publicity activity was organized in response to the waste reduction policy and compulsory waste sorting to lower the public’s intention to use single-use products and thereby reduce waste production. The event was held on November 13 (Sat), 2021 at Zunliao Wetland in Wannian Wetlands. A total of 500 citizens used the reusable cups, reusable shopping bags, reusable tableware and other reusable items prepared by the organizer to reduce a total of 20.3kg of waste and 41.818 kgCO2e of carbon emissions.
IV.Promotion of recycling and exchange of pre-owned items
Six events for promoting the recycling and exchange of pre-owned items were held, including November 9 at Minho Elementary School; November 10 at Her-Ping Elementary School; November 12 at the Joint Activity Center for Linbian Village, Zhonglin Village, and Yongle Village in Linbian Township; November 15 at Wanhui Temple in Wandan Township; November 16 at Jiuru Township Library; and November 17 at Linluo Elementary School. A total of 729 pre-owned items were exchanged to reduce about 191.9kg of waste and 395.314kgCO2e of carbon emissions.
V.Constant maintenance and operations and promotion of the unwanted item treasure map
To promote waste reduction, the “Pingtung Unwanted Items Treasure and Repair Map” website was established to provide information on pre-owned item exchange and repair shops in Pingtung County for the public to search for information about the trading, recycling, and donation of pre-owned items or shops providing repair services to reduce waste production in Pingtung County.
VI.Making the repair shop map of Pingtung
For reparable computers, communications, and consumer electronics; furniture; and home appliances in daily life, through introducing repair knowledge and hands-on repair and linking to items, “repair” was promoted as an option before “disposal”, shops for repairing items in Pingtung were disclosed to regain the cherishing spirit and extend the life of items. A website was also established.
VII.Compulsory waste sorting and broken liner audits
Completed 15 compulsory waste sorting and broken liner audits, including broken liner audits in Donggang Town, Yanpu Township, Neipu Township, Wandan Township, Xinyuan Township, Kanding Township, and Jiuru Township.
VIII.Waste lubricant audits on Liuqiu Island
Waste lubricant audits were performed on 20 motorcycle shops on Liuqiu Island under the Program. Twelve of them agreed to dispose of waste lubricants for citizens, and eight of them transferred the disposal to other motorcycle shops.
IX.Other assignments
1.Application for eco-friendly night market evaluation
To support eco-friendly night markets, the Victory Star V.I.P. Zone was promoted into an eco-friendly night market under the Program.
2.Mobile phone Recycling Month
The mobile recycling month was organized. Event statistics show that a total of 545 unwanted mobile phones were recovered up to October 31, 2021. The total weight of recovered waste mobile phones during the event was 66.5kg.
