110年環境影響評估審查會議支援暨評鑑考評專案工作計畫
| 中文摘要 | 本計畫主要目的為協助辦理環評相關審查會議，藉由蒐集、彙整及分析各次會議的相關意見，提供環評審查委員參考並掌握歷次審查情形以延續前次會議之進行，並於會議結束後整理相關資料以製作會議紀錄，以提升環評會議辦理效率及審查之品質。至110 年11 月19 日止，本計畫支援辦理環評審查會議共211 場，協助審查會議之各項庶務行政事宜及審查意見之綜整分析，包含(1)協助彙整會前書面意見共118 件；(2)完成97 場初審會議補正追蹤事宜；(3)完成22場現場勘查作業安排，以及(4)186 場會議紀錄製作等工作 為提升環評技術顧問機構之專業技術能力與環評書件之撰寫品質，本計畫協助依據「109 年至110 年環境影響評估技術顧問機構評鑑計畫」辦理評鑑作業，完成1場次評鑑委員會及8場次評鑑小組會議，並協助辦理地方環保機關環評審查績效考評作業，並提供相關建議，促使我國環評業務之執行得以更加完善。 另因「動物生態評估技術規範」自100年修正迄今已於10年，有鑑於相關監測評估技術日新月異，且部分環境敏感區位套圖及資料彙整呈現方式亦須更新統一律定，本計畫已蒐集彙整近期動物生態保育文獻及專家學者意見，研提「動物生態評估技術規範」修正草案，並透過說明會議蒐集相關各界意見。，透過新增相關新興調查技術說明，制定對於調查努力量的說明要求，強化有關無脊椎動物生態調查，並納入BACI（Before-After Control-Impact）考量，使環評過程中之生態調查結果可行度進一步提升，以利環評審查過程中減少相關爭議，達到加速環評審查過程之目的。 | ||

Project for Assistance on Holding EIA Review Meetings in 2021, Evaluation of EIA Technical Consulting Organizations and Performance Appraisal of Local Environmental Protection Agenciess
| 英文摘要 | The main objective of this project is to improve the efficiency and qualityof the Environmental Impact Assessment (EIA) review by assisting withholding the EIA meetings, collecting and organizing the comments of eachmeeting. Before Nov. 19, 2021, this project assisted with holding 176 meetingsand completed the tasks as follows: (1) collecting and organizing the commentsof 118 document reviews, (2) tracked supplemental corrections in 97 EIAmeetings, (3) Arranging 22 environmental impact assessment review site surveys, and (4) taking the minutes of 186 meetings. To improve the performance on EIA affairs, the performance appraisal of local environmental protection agencies is conducted in this project and the appraisal results are collected and calculated. In addition, by holding one exchange conference, the local environmental protection agencies and relevant authorities will be gathered to review the achievements of EIA affairs, improve the ability of the authorities to conduct EIA affairs and make the EIA system more mature. | ||
