110 年臺南市已登記責任業者營業量查核計畫

中文摘要 本計畫為落實各類資源回收體系內相關業者輔導查核工作,暢通回收管道,透過各項工作緊密連結,健全本市資源回收體系內業者的管理工作,包含回收體系責任業者(包含主動查核、辦理其他單位函請查核、查核已登記繳費責任業者之申報營業(進口)量相關帳籍憑證及輔導申報繳費及稽催管控)、應設置資源回收設施販賣業者查核等查核輔導外,亦透過說明會辦理,加深民眾與各指定列管業者對於資源回收工作及政策之認知。期末報告統計自110年1月7日至110年12月15日之執行成果如下。 (一)查核應回收廢棄物責任業者 1. 本計畫累積主動查獲55件違規案件業者登記地址屬其他縣市地址,本依規定移請該轄管縣市做後續追蹤。 2. 本計畫累積環保署交辦案件共完成168件,其中132件為未按期申報,12件為未登記案件及24件平板及非平板容器販賣業者資料調查。 3. 本計畫累積外縣市移辦案件共完成139件,以案件類型分析,包括未登記112件、未(正確)標示回收標誌16件、未(正確)標示塑膠材質辨識碼10件及兩種錯誤以上1件。 (二)查核應設置資源回收設施販賣業者 本計畫共計完成768家查核應設置資源回收設施販賣業者,以電子電器販賣業270家最多,其次為無線通信器零售業92家;768家次查核結果中,計發現79家業者缺失,以「回收點標示貼紙脫落」居多,現場均立即輔導業者改善。 (三)查核已登記繳費責任業者之申報營業(進口)量相關帳籍憑證 1. 本計畫責任業者營業量查核共發文5批次,發文家數為329家,已完成現場查核家數為312家,符合查定課費資格306家(另4家為廢止登記業者,1家查核後短漏金額大於10萬元,1家109年度回收清除處理費大於10萬,不符合資格)。查獲短漏金額計新臺幣340,978元,溢申報金額計新臺幣39,512元。 2. 另由原始名單向環保署抽換近三年未按期申報繳費累犯名單共10家,短漏業者3家,短漏原因為作業人員因不熟悉法令規定、環保署於108年7月新增電風扇(直流)為列管項目,業者未注意到新增法令及業者皆以委託代工生產,誤以為代工廠會代為申報,另抽換109年新登記業者共29家,共9家有短漏及5家溢申報情形。經查核大部分短漏原因主要係業者不熟悉法令規定及申報人員疏失造成。 3. 本計畫於110年3月25日完成320冊「公告指定責任業者登記、申報及繳費作業手冊」。作業手冊除查核現場提供受查業者外,並將手冊放置於臺南市政府環保局全球資訊網供民眾自行下載使用,讓業者了解法令政策現況及申報費率,以強化責任業者對環保法令的認知。 4. 本計畫110年3月25日於新營區民治市政中心南瀛堂1樓辦理已登記責任業者營業量查核行前說明會,另因應新型冠狀病毒(COVID-19)感染引發之肺炎疫情擴大,本團隊依中央流行疫情指揮中心指示,此次說明會於室內辦理未超過100人、座位間隔1.5公尺,以減低群聚感染的風險,並於入口處進行體溫測量並以酒精消毒,共有37單位39人前來參與。 (四)協助本局及環保署政策推動 針對「應設置資源回收設施之應回收電子電器販賣業者範圍、設施設置、規格及其他應遵行事項」、「輔導電子電器販賣業者使用線上取號套表列印聯單」及常見問題進行詳細說明,今年度共舉辦三場說明會。 第一季為主動前往電子電器販賣業者(順發電腦股份有限公司台南店)內部教育訓練,另第二季及第三季因受到新冠肺炎疫情之影響,為避免室內會議群聚感染,特採「雲端自主訓練」方式進行說明,業者只需透過本局提供教學影片之連結進行影片觀看,觀看結束後,表單問卷進行填寫,並於第三季雲端自主說明會新增線上會後測驗,即表示完成課程。
