This project contained four goals, namely introducing artificial intelligence (AI) to recognize vehicle identification numbers, maintaining the waste vehicle recycling system, promoting and developing system extended services, and organizing training and counseling sessions for audit and certification groups, as well as raising the public awareness of related topics. To introduce AI technology for reading vehicle identification numbers, a total of 454,915 engine photos uploaded by the recyclers were used for AI training, and the recognition rate of vehicle identification number reached 94.2%. This project simulated a cloud audit and certification system for recognizing vehicle identification numbers. The results indicated that the system could save approximately 76% working time for auditors. As for maintaining the waste vehicle recycling system, since June 1, 2021, all 210 recyclers have switched to the new system. By December 31, 2021, a total of 1,030,382 engine photos were uploaded by recyclers. The audit and certification groups completed 454,915 cloud audits, and the initial approval rate of engine photos reached 97.9%. This project collected user feedback through multiple routes, as well as optimized and added 63 system functions. Concerning promoting and developing system extended services, this project established a one-stop service for waste vehicle recycling, integrating waste vehicle recycling, vehicle registration write-off, and tax payment services to enhance convenient services for the public. In addition, this project developed functions such as vehicle recycling data interconnection and online tests for cloud audit and certification. For organizing training and counseling sessions for audit and certification groups, this project held eight training sessions for recyclers and audit and certification groups nationwide. On-site counseling was implemented on 25 recyclers to improve their familiarity with the new system and its operation. As for raising public awareness, this project planned various methods to promote the new system, including sending 8,413 posters, introducing the new system on the official Facebook page and LINE of the Environmental Protection Administration, and making two short videos on waste vehicle e-recycling, to help the public understand the convenience of online operations.
