110年溫室氣體減量目標機制檢討與國家報告彙編專案工作計畫
| 中文摘要 | 聯合國氣候變化綱要公約在1992年通過，是全球因應氣候變遷的重要合作平台。為達「全球目標升溫小於攝氏2度，並致力於限制在1.5度以內」之全球氣候減緩目標，2015年通過之巴黎協定提出「國家自定貢獻」及「強化的透明度框架」兩大機制作為重要的減緩工具，透過氣候承諾之定期更新及氣候政策之進度彙報，維護各國之間的信任及提高企圖心。另一方面，隨著全球氣候行動之推升，逐漸在法律、制度、政策及生活等各個層面帶來改變，更高程度的公眾溝通有利於凝聚各界共識，已有許多國家及國際重要智庫建立不同形式之氣候資訊平台，其辦理方式與成效可為我國借鏡。 為履行UNFCCC「共同但有差異」之國際責任及氣候政策之透明度要求，我國在2015年通過之「溫室氣體減量及管理法」，明定國家139年溫室氣體長期減量目標，每五年為一期訂定階段管制目標，以及每三年編撰溫室氣體國家報告等工作。藉由掌握國際溫室氣體減量目標推動情形，據以規劃我國階段管制目標之檢討機制、追蹤管考機制、作業流程及能力建構，以落實我國溫室氣體減量目標。目前我國已建置氣候公民對話平臺，與民眾展開氣候對話。鑒於氣候議題之社會關注度逐漸提升，未來可持續擴充該平台之對話主題、內容及功能，以加強溝通、凝聚共識及與社會各界建立長期夥伴關係，協力檢討減碳路徑與擬訂氣候行動，朝低碳永續社會的目標邁進。 | ||

Project to Review The Implementation Mechanisms of National Greenhouse Gases Emission Target and Edit The National Communication
| 英文摘要 | The United Nations Framework Convention on Climate Change (UNFCCC) is the major platform for international cooperation on climate change since it was signed in 1992. To further “limit global warming to well below 2, preferably to 1.5 degrees Celsius”, the Paris Agreement signed in 2015 established two further mechanisms, “Nationally determined contributions (NDCs)” and “the Enhanced Transparency Framework (ETF)”, to build trust and confidence that all countries are regularly reporting their progress of mitigation policy and improving ambitions against their promise. Meanwhile, as global climate actions had become more prevalent and had brought changes to our law, social system, policy and everyday life, enhancing public communication is essential to build consensus among different stakeholders. Therefore countries and major institutions worldwide are launching different kinds of climate platforms. Their approaches and outputs could be a reference for our country. In 2015, Taiwan had approved the Greenhouse Gas Reduction and Management Act to address the “common but differentiated responsibilities” on climate change and policy transparency required by UNFCCC. The Act sets up the 2050 national GHG emission reduction goal, requires the government to set up phased GHG emission targets once every five years , and requires to publish the National Communication once every three years. This project aims at improving the implementation mechanisms of GHG reduction targets mentioned above based on the progress of global GHG mitigation. To date Taiwan had launched “the Climate Talks”, a governmental platform for promoting conversation on climate actions between stakeholders. As society becomes more aware of climate issues, this project aims at include more topics, contents and functions in the Climate Talks to strengthen public communication, build up consensus and long-term partnership among stakeholders for co-developing a low-carbon sustainable future. | ||
