The program of “The Survey of Soil and Groundwater Contamination in Yunlin county in 2021” has been operated for the environmental sustainability. The work involves groundwater monitoring wells maintenance and groundwater investigation, to supervise and verify pollution remediation of regulated gas stations, advertisement of gas station regulations, dealing with emergency cases, and administrative assistances. The plan had been executed from January 1st to December 10th 2021, and the results of implementation are summarized as follows:
The county’s 18 field-based monitoring wells and Environmental Protection Agency’s 60 regional monitoring wells have been inspected and the internal function have been checked. According to the inspection results, 12 monitoring wells were maintained, and 7 well monitoring wells were repaired. The well conditions of the 4 regional and 21 field-based monitoring wells were evaluated, and according to the results of the well conditions, 2 regional and 11 field-based monitoring wells were re-completed and 5 monitoring wells were excluded foreign materials. There were 5 monitoring wells in the county for the implementation of well-sealing operations. Nine monitoring wells of Douliu Industrial Zone groundwater monitoring network have been tested in the dry and wet season, and the groundwater quality meets regulatory standards.
Totally 11 soil surveys on farmland with concerns about pollution were completed. Among them, 9 locations where arsenic exceeded the soil monitoring standard were all located in the potential range of groundwater arsenic concentration. The source should be from natural bedrock.
Totally 11 gas stations have preformed of oil and gas testing and the gas station-leak detection pipe function test. In addition, 192 stations of confirmation of compliance with storage system regulations and counseling were completed.
The county now has a total of 2 remediation sites, 2 control sites, and 2 groundwater restricted zones, and the project regularly conducts supervision and inspection of the site of the management according to the approved pollution site improvement plan. At present, all the pollution site improvement projects of the inspection results meet the requirements of the progress. In addition, the survey of 5 points of soil and 11 groundwater detection wells at the Mailiao Industry Zone were completed, and the inspection results showed that none of them exceeded the pollution control standards.
Totally 10 inspections of underground storage tank systems and publicly announced business land were performed, and the inspection results showed that copper measured at a site exceeded the pollution control standards.
There were 14 cases of soil and groundwater people's sentiment and emergency response cases this year. The team of the project assisted in on-site sampling and analysis operations, and submitted the report on the results of the investigation within 10 working days.
The project completed the review of the 4 gas station completion reports, and all the amendments have been completed and submitted to the EPA for verification.
All regulated control tasks, declaration reviews, and administration assistances have been carried and fulfilled as the requirement of the contract. The plan completed the review of the first, second and third online reporting operations in the 2021 year of the gas station in February, June and October this year, and both reported the records, analysis and review. The reporting rate and review rate for this year have reached 100%.
The industrial area implements the soil and groundwater pollution remediation law 6th Article 3 to regularly check the soil and groundwater data and reported online. The online reporting data of 11 industrial zones have been reviewed by this project.
Totally 20 of the soil pollution assessment survey and inspection data review work announced in Articles 8 and 9 of the Soil and Groundwater Pollution Remediation Law have been carried out in this year. The work is completed within the review period, and the check-lists are signed by environmental technicians.
The program held two "Storage System Regulations Propaganda and Declaration Practice Briefing" meetings. The project has completed 7 "School Storytelling Activities" activities, including groundwater monitoring well photography and sampling demonstrations, soil and water pollution conservation announcements, and presentations and gifts of soil pollution books. Printed 50 storybooks of "Moving to a New Home" issued by the Environmental Protection Agency and sent to local elementary schools. In addition, the project held an annual technology transfer observation meeting of the soil and groundwater pollution site improvement promotion group on October 6-7, 110.
The work team has completed all the evaluation work items and is also set by the EPD. Performance appraisal methods, assisting relevant appraisal projects to achieve the best appraisal performance.
