For the emerging products, designated by Environmental Protection Administration, such as large-sized wind generator blades, electric vehicle batteries, and fishing boat hulls, this project has collected data like domestic manufacturing input, waste flow, ratio of hazardous substance, domestic or foreign management mode and process technique, and recycling, clearance, and disposal fees, to clarify emerging products’ source, recycling processing route, and related regulations.
Currently, most of the electric vehicle batteries belong to regulated recyclable waste. In order to comprehensively manage batteries from electric buses and energy storage systems, it is recommended to abolish the limit of kilogram for each battery cell. Considering the difference of source and reuse mode between electric vehicle batteries and other home use batteries, it is planned to establish another management system for recycling and reduced to reuse of electric vehicle batteries. In addition, in terms of sources, wind generator blades and fishing boat hulls belong to industrial waste consisting of FRP. However, according to the domestic FRP proceed method is not yet mature, it is recommended to focus on incineration and overseas delivery. For the medium and long term, it is recommended to establish a domestic FRP proceed system refer from the Japanese proceed model of cement kilns.
About the inspection of the solar panel recycling mechanism, this project has already finished 1 session of auditing operation. According to the set situation of domestic solar panels, it is estimated that waste solar panels will outbreak in 2033 (about 1 ton). This project has done the financial planning on expropriation fee, domestic system establishment and overseas delivery management of Bureau of Energy, assessing the incomes and expenditures of solar panel fund. The result shows that overseas delivery management might cause financial loss, and it is better to establish a domestic solar panel process system.
To properly manage emerging products like large-sized wind generator blades, electric vehicle batteries, fishing boat hulls, and solar panels, this project has recommended legal amendment about the law of regulated recyclable waste.
