生物質循環推動計畫

中文摘要 因應經濟快速發展衍生之資源耗竭,及污染物排放與環境累積,世界各先進國家皆加緊腳步研議資源循環策略和循環經濟推動方針,機關辦理「生物質循環推動計畫」促進我國生物質循環推動與產業生物質循環模式。計畫執行期間,參考國際生物質應用趨勢,評估與我國現行生物質現況研擬適宜之方案,訂定我國階段性循環架構藍圖與管理策略推動措施,並分析與提出我國管理策略推動措施,調查國內外生物質發展處理技術,彙整與評估具我國推動可行性生物質處理技術,提出生物質應用實績案例彙編,提供產業多元化利用資料。 透過盤點國內生物質量能與去化流向,並以盤點資料篩選優先推動關鍵項目,探討生物質再生利用品質標準可行性。以優先推動關鍵項目(禽畜糞與食品加工污泥),上、中、下游流向現況與循環利用情形,完成我國生物質資源循環模式,作為未來相關部會推動生物質循環之工具使用。為使生物質資源循環模式,具合理性與符合相關產業需求,本年已完成20家次訪視作業,將訪視成果回饋循環模式調整,並完成3家事業進行示範或推動模式建立,以作為本計畫循環模式對外推廣,且完成1項目進行碳盤查及排碳效益性評析,依事業訪視結果歸納循環利用範例,完成生物質循環利用推動作業參考指引。 依計畫執行成果,建議評估與修正現行再利用管理方式及提升國內生物質再利用技術;持續盤點掌握國內生物質量能與去化流向細部資料,並追蹤策略執行成效;持續輔導家事業進行示範或推動模式建立;分析國內生物質具相似性質物料之高值材料化、飼料化、肥料化和能源化發展的評估分析,提出生物質分級再利用現況分析與未來發展建議;整合各部會生物質循環模式及推動方向及建立循環模式,精進與完善未來政策規劃與管理執行方向,達成生物質循環推動之目標。

The Promotion of Biomass Circulation Project

英文摘要 Due to rapid economic development, resources will be exhausted and pollutants continuously discharge and accumulate in the environment. Developed countries are stepping up to set up their guidelines of recycling strategies and circular economy, and so as the agency to carry out the “The Promotion of Biomass Circulation Project” to promote biomass circulation and in our country. According to the trends of biomass applications in the world, this plan not only evaluated the suitable approaches based on industrial situation, but also proposed biomass management strategy and promotion measures. Furthermore, the investigation of international biomass developed skills have been evaluated and the biomass application performance cases in our country have also been done. There are references to provide multiple skills for industrial development. Through the investigation of biomass volume and flow trend, this plan select two prior items which have higher potential to promote, and explore the available quality standard of recycled and remanufactured products. By concentrating on the recently circular methods of two prior items (manures and food processing sludge), biomass circular models were built as a tool for related departments or companies. To complete the applicability of these models, this plan have visited related industries 20 times and have given 3 industries some advices to build up circular models or as a demonstration. Moreover, one item has been done with carbon emission investigation and with the benefits. According to above summed up results, this plan also provided the reference guideline of biomass recycling promotion. Among the results in this plan, some recommendations are provided following, such as improvement of biomass management strategy and reused skills, continuously grasping the details of biomass volume and flow trends, tracking the achievements of policy, promoting industries to build up circular models, proposing biomass grading and developed roadmap by analyzing similar biomass on high value materials, feeding, composting and energy, integrating related departments to assure the strategy and promotion of biomass. They would be the next steps to achieve the targets of biomass circulation in our country.
