110年嘉義市水污染源稽查與水污費徵收查核計畫暨南區水污染事件緊急應變計畫暨水污染防治許可審查及省水減污宣導計畫

中文摘要 技佳工程科技股份有限公司協助嘉義市政府環境保護局(以下簡稱環保局)執行「110年嘉義市水污染源稽查與水污費徵收查核計畫暨南區水污染事件緊急應變計畫暨水污染防治許可審查及省水減污宣導計畫」(以下簡稱本計畫) ,執行期程自110年02月01日至110年12月31日止,計畫經費為新台幣770萬元。 嘉義市河川流域(八掌溪、牛稠溪)相關環境背景資料及水質監測工作,以期藉由科學性分析環境地理與水理水質數據之相對關係,進而執行轄區流域河川污染防治及科學稽查作業,並針對嘉義市河川流域(牛稠溪、八掌溪)水質改善願景規劃,提出相關策略及建議。 本次報告統計期程自110年02月01日起至110年11月30日止,各項工作內容及執行成果概要說明如下。 一、水污染源稽查與水污費徵收查核暨南區水污染事件緊急應變計畫: (一) 水污染列管事業稽查採樣 完成220家水污染列管事業中巡查220家311家次,針對放流水稽查採樣一般項目227件次進度為115.8%,重金屬項目148件次進度為102.8%;檢驗結果5件次未符合放流水標準,其中2件屬水污染熱區事業。 (二) 水污染列管事業廢水處理設施功能評鑑作業 以稽查處分紀錄及申報資料異常等條件,篩選2家水污染列管事業進行功能評鑑,於5月完成初評作業,8月邀請張維欽教授辦理複評作業,10月召開協商會議,並於會議中要求事業單位根據評鑑結果提出改善計畫書。 (三) 水污染列管事業深度查核作業 邀請張維欽教授完成2家列管事業廢水處理設施之深度查核,提出改善建議,促使業者依許可核准條件操作,維持廢水處理效能,其中1家查核結果涉及許可變更,要求業者盡速提出申請。 (四) 水質儀器科學稽查 運用水質儀器針對5家污染潛勢較高或有繞流排放疑慮事業,於承受水體架設水質儀器監測,結果未發現有異常排放行為。將持續運用連續監測儀器協助查獲業者偷排情形,以有效減輕人力負擔,有效打擊環境犯罪。 (五) 不明管線或暗管查核及封閉移除 共查獲4支不明管線,現場皆已要求業者完成移除或封閉管線。 (六) 水污費徵收查核作業 於110年7月1日開始申報繳費,今年因疫情關係,經環保署延長繳費期限,延長於110年10月31日前完成申報繳納,於繳費期限屆滿後,再行統計繳費情形。 (七) 水環境巡守隊輔導推動 已辦理1場次領袖會議、2場次教育訓練、淨溪活動,於11月辦理第2場次領袖會議,並辦理「歲末辦理獎勵和慰勞餐會活動」作業。 (八) 畜牧業實地調查與現況分析 轄內通過沼液沼渣農地肥份使用計畫之3 家畜牧場,第1-3季施灌量金聰畜牧場達84公噸,明秀畜牧場為206.8公噸。嘉義大學因農場施工中,暫未能進行施灌,已告知校方,可先行澆灌旁邊小區塊實驗農場部分,故僅施灌10公噸。 (九) 水污染緊急應變 於10月12日邀請國立雲林科技大學環安系黃輝源助理教授及威武企業有限公司楊忠興經理針對南區緊急應變成員辦理「不同油類之洩漏及其所造成污染現象、毒性化學物質之洩漏、氣候對於污染擴散的影響及其他水污染緊急事件」及「油污染來源及除污技巧說明及應變設備器材原理及介紹」線上會議。 二、水污染防治許可審查與省水減污宣導計畫: (一) 協助事業水污染源許可申請審查作業 含排放許可審查20件次、水污染防治措施計畫1件次逕流廢水削減計畫審查29件次、貯留許可2件次及廢(污)水管理計畫審查1件次。案件重新申請1件、新申請34件、變更14件、展延及變更4件,每次審查平均日數為9日。 (二) 生活污水減量宣導活動 4月17日配合「北香湖公園健走暨生態導覽」生活體驗宣導活動舉辦省水減污宣導活動,活動地點於嘉義市西區北香湖公園廣場。第1場次宣導參與人數70人。 因應9月26日的世界河川日,藉由局端的臉書辦理「看影片,回答問題抽好禮」活動。本次參與臉書宣傳活動,觸及人數6,193人,留言數為872人,公開分享687次。 (三) 督促化糞池定期清理 督促本轄機關、學校建築物污水處理設施與化糞池污物定期清理,22家已清除,總計清運415公噸水肥。 (四) 督促社區下水道開機操作 本轄總計26家社區下水道,已清查全數清查完畢,皆已100%開機操作。

2021 Chiayi City Water Pollution Source Inspection and Water Pollution Fee Collection Checking Plan as well as South District Water Pollution Emergency Response Plan, Water Pollution Prevention Permit

英文摘要 Gega Engineers & Consultants Co., LTD. assisted the Environmental Protection Bureau of Chiayi City Government (hereinafter referred to as “EPB”) in implementing the "2021 Chiayi City Water Pollution Source Inspection and Water Pollution Fee Collection Checking Plan as well as South District Water Pollution Emergency Response Plan, Water Pollution Prevention Permit Review, Water Saving and Pollution Reduction Promotion Plan" (hereinafter referred to as “the Plan”). Period of execution from February 01 to December 31, 2021, funds cost 7.7million NT Dollars. The environmental background information and water quality monitoring in connection with Chiayi City river basin (Pachang River, Niuchou River) are used through relative relationship between scientific analysis of environmental geography and water quality data management to execute river pollution prevention and scientific inspection of river basin in the area under administration, and aims at improved vision planning in Chiayi City river basin (Niuchou River, Pachang River) water quality to propose relevant strategies and suggestions. The statistical period of this report starts from February 1, to November 30, 2021. The work content and implementation results are summarized as follows. 1. Water Pollution Source Inspection and Water Pollution Fee Collection Checking as well as South District Water Pollution Emergency Response Plan: (1) Inspection and sampling for water pollution monitoring enterprises 220 water pollution monitoring enterprises out of 311 enterprise-time on patrol were completed, regarding the progress for 227 case-time general items of receiving water inspection and sampling was 115.8%, and the progress for 148 case-time heavy metal items was 102.8%; the inspection results showed that 5 case-time failed to meet the receiving water standard, in which 2 were hot zone water pollution enterprises. (2) Function evaluation of wastewater treatment facilities in water pollution monitoring enterprise Based on the inspection of punishment records and abnormal application materials, two water pollution monitoring enterprises were selected for functional evaluation, and the preliminary evaluation was completed in May, PhD Chang, Wei-Ching was invited for re-evaluation in August, negotiation meeting was held in October and enterprises were asked to submit improvement plans based on the evaluation results at the meeting. (3) In-depth checking of water pollution monitoring enterprises PhD Chang, Wei-Ching was invited to complete in-depth checking for two wastewater treatment facilities of water pollution monitoring enterprises, and improvements were recommended to enable operators to operate under permitted conditions and maintain wastewater treatment efficiency, in which checking result of one enterprise involved changes in permits and the operator was required to apply as soon as possible. (4) Water quality instrument scientific inspection Water quality instruments were used to monitor the water bodies of five enterprises with high pollution potential or suspected by-pass discharge, showing no abnormal discharge. Continuous monitoring equipment will be kept using to assist in the detection of illegal discharge, so as to effectively reduce the burden of human resources and combat environmental crimes. (5) Unknown pipeline or hidden pipe inspection, closure and removal A total of four unidentified pipelines were seized and have been asked to remove or close the pipelines. (6) Water pollution fee collection checking Declaration of payment has begun on July 1, 2021. This year, due to the pandemic, the EPA extended the deadline to complete the declaration of payment before October 31, 2021. Statistics of payment shall be made after the expiry of the payment period (7) Water environment patrol team guidance and promotion 1 leadership meeting, 2 educational raining and river clean-up activities have been held and the 2nd session of leadership meeting will be held on November. “Year end awards and appreciation dinner activities” will be held after then. (8) Field investigation and current situation analysis of livestock industry The plan for 3 livestock farms that use biogas slurry & biogas residue from livestock manure as fertilizer constituents for the farmland has been passed in the area under administration. Irrigation amount of Chintsung Livestock Farm in Q1-3 has reached 84 metric tons and Minghsiu Livestock Farm 206.8 metric tons. Due to the construction of the farm, Chiayi University has not been able to irrigate it temporarily. The school has been informed that the experimental farm in the adjacent plot can be irrigated first, so far only irrigation of 10 metric tons. (9)Water pollution emergency response Huang, Huei-Yuan, Assistant Professor of Department of Safety Health and Environmental Engineering of Yunlin University of Science & Technology and Yang, Chung-Hsing, manager of Weiwu Enterprise Co., Ltd. were invited on October 12 aiming at south district emergency response members to conduct online conference “Leakage of different oil types and their pollution phenomena, leakage of toxic chemicals, the influence of climate on pollution diffusion and other water pollution emergencies” and “Principle and introduction to oil pollution sources and decontamination skills and strain equipment”. 2. Water pollution prevention permit review, water saving and pollution reduction promotion plan: (1) To assist in the review of application for business water pollution sources permit It includes 20 case-time of discharge permit review, 1 case-time of water pollution prevention and control measure plan review, 29 case-time of runoff wastewater reduction plan review, 2 case-time of storage permit review and 1 case-time of waste (sewage) water management plan review. There were 1 reapplication, 34 new applications, 14 changes, and 4 extensions and changes. The average number of days for each review was 9 days. (2) Domestic sewage reduction promotion activities On April 17, a water saving and pollution reduction activity was held in coordination with the life experience promotion activity of "Peihsianghu Park Hiking and Ecological Guided Tour" at the Square of Peihsianghu Park, West District of Chiayi City. The number of participants in the first session was 70. To celebrate World Rivers Day on September 26, a "Watch videos, Answer questions and Give gifts" campaign was organized through EPB Facebook. The participation in the Facebook campaign reached 6,193 people, with 872 comments and 687 public shares. (3) Supervise the regular cleaning of septic tanks Supervise and urge the authorities in the area under administration, school buildings sewage treatment facilities and septic tanks to clean up regularly, 22 units have been cleared in total 415 metric tons of water and fertilizer. (4) Supervise community sewer to start operation Total of 26 community sewers have been completely checked in the area under administration, which 100% start the operating.
