110年度「屏東縣室內空氣品質稽巡查管理計畫」

中文摘要 屏東縣應符合室內空氣品質管理法之第一及第二批公告場所分別有12及39家,上述公告場所均已依規定完成專責人員設置、維護管理文件訂定及定檢申報作業,部分公告場所因新冠疫情因素暫停對外服務得展延辦理定期檢測,待場所恢復正常營運後,本計畫將會提醒場所儘速辦理定檢工作。目前轄內公告場所未有逾期辦理者,法規符合率為100%。 在公私場所現場訪查與巡查檢測作業方面,本年度共完成162家場所訪查作業(含第一批公告場所12家、第二批公告場所38家、非公告場所112家)及1181點次之巡查檢測,本年度CO2、CO、HCHO、TVOC、PM2.5及PM10巡檢高值發生率分別為4.6%、0%、34.6%、0.2%、19.2%及10.6%,與109年相比,僅有HCHO巡檢高值發生率上升12.8%,其餘測項均呈現下降趨勢。本年度因應疫情,部份場所為確保防疫效果增加酒精清潔消毒頻率,間接干擾電化學式甲醛直讀儀而出現巡檢高值,使得巡檢高值發生率有上升趨勢,工作團隊針對此等部分場所特以對空氣中甲醛具有高度選擇性之試紙光度法甲醛儀確認場所無甲醛污染疑慮。此外,本年度多數場所營業期間採自然通風模式,當空品不良時易受到室外污染物影響,也導致多數場所室內PM2.5及PM10出現巡檢高值,而幼兒園、醫療機構、托嬰中心、中小型運動健身場所、圖書館自修室等仍需使用空調之場所,多數未維持足夠的室內通風換氣量,而有二氧化碳出現巡檢高值情形。 在推動維護管理制度方面,本年度共輔導27家場所訂定維護管理計畫文件;另外,追蹤40家歷年已設置維護管理文件之場所,協助其中27家與現況不符者,確認室內空氣品質維護管理計畫文件與修正相關內容。 在標準值檢測方面,共計完成10家次重點場所標準值檢測作業,今年度共有2家場所出現超標情形,分別為屏東縣政府文化處(屏東縣立圖書館總館)真菌超過標準值(1,000 CFU/m3且室內外比值大於1.3)達2,124 CFU/m3、向日葵護理之家細菌超過標準值(1,500 CFU/m3)達1,783 CFU/m3,工作團隊已協助場所瞭解污染來源並建議應增加室內清潔消毒頻率。此外,根據歷年標準值檢測統計結果顯示,在第二批公告場正式列管後CO2及細菌檢測合格率有降低情形,主要原因為正式列管後環保局依據檢驗測定管理辦法規定嚴格篩選稽查檢測點位,加強場所高人流時段及高污染潛勢區域之檢測所致,而其中超標之15家公告場所均在限期改善期間內完成複測合格在案。 在室內空氣品質自主管理標章推廣部分,今年度工作團隊透過縣府空污減量小組會議建立跨局處輔導機制,偕同府內各單位共同輔導轄內各類型場所加入申請行列,並由環保局召開研習會向各局處介紹標章政策相關內容,另亦配合社會處與長期照護管理中心辦理之會議進行宣導。今年度共計核發30處室內空氣品質自主管理標章,其中公告場所已核發5處優良級標章及24處良好級標章、非公告場所已輔導1處取得良好級標章。

Inspection and investigation of indoor air quality in Pingtung County ( 2021 )

英文摘要 There are 12 and 39 officially announced premises that shall meet Indoor Air Quality Act for the first and the second batch respectively in Pingtung County. All of the preceding announced premises have installed dedicated personnel, determined an indoor air quality maintenance and management plan and performed regular analyses and results reporting. Some of the officially announced premises which are closed temporarily because of the COVID-19 pandemic haven’t performed regular analyses. They are allowed to postpone the deadline until they reopen and this project will remind them to perform regular analyses and results reporting as soon as possible. Therefore, none of officially announced premises has failed to implement any task within the statutory limitation period and the percentage of regulatory compliance is 100%. This project has inspected 162 public or private premises including 12 and 38 officially announced premises for the first and the second batch respectively and 112 non-announced premises and executed 1181 times of inspection testing using the direct reading instruments. The incidences of instant high value while inspection testing for CO2, CO, HCHO, TVOC, PM2.5 and PM10 are 4.6%, 0%, 34.6%, 0.2%, 19.2% and 10.6% respectively for this year. Compared with incidences of 2020, only the incidence of HCHO increased by 12.8% and the others were descending. This year some premises increased the frequency of cleaning and sanitizing with cleansing alcohol due to the epidemic so that the electrochemical formaldehyde direct reading instrument was interfered indirectly and the instant high values followed. It caused the increasing trend in incidences of instant high value of formaldehyde while inspection testing. For that reason, this project used a formaldehyde highly selective instrument to confirm if the premises mentioned above exists HCHO pollution source or not. Furthermore, most of premises were naturally ventilated during opening hours due to COVID-19 pandemic and we founded that the instant high values of PM2.5, PM10 were detected while outdoor air quality was poor. However, premises that need to use air conditioners such as kindergartens, hospitals, childcare centers, fitness studios, study rooms in library etc., most of whom did not maintain enough amount of indoor ventilation rates, were detected with instant high values of CO2. As regards the promotion of indoor air quality maintenance and management system, we have comprehensively guided 27 premises to determine their indoor air quality maintenance and management plans and tracked 40 premises that maintenance and management plans already established to confirm document contents, 27 of which did not match current situation and the project team help them revise their maintenance and management plans. With respect to the inspection analyses of indoor air quality standards, 10 key premises were chosen to complete the analyses. There are two premises that fail to comply with the Indoor Air Quality Standards this year. One is Pingtung County Library whose Fungi concentration (2,124 CFU/m3) exceeded the standard value (1,000 CFU/m3 and I/O ratio > 1.3), and the other is Sunflower Nursing Home whose bacteria concentration (1,783CFU/m3) exceeded the standard value (1,500 CFU/m3). This team has guided the above-mentioned premises to find out the pollution sources and recommended them to improve indoor sanitization frequency. In addition, on the basis of the statistical analyses of the inspection analyses of indoor air quality standards over the past few years, pass rates of the carbon dioxide and bacteria analyses declined after the second batch premises were officially announced. The main reason causing the decline is that the environmental protection bureau selected sampling sites for inspection analyses more strictly by enforcing testing in the highly contaminated potential areas during high customer flow hours based on the Indoor Air Quality Analysis Management Regulations for Officially Announced Premises. 15 announced premises that exceeded indoor air quality standards all made improvements within a limited time period and passed the retesting. As regards the promotion of the self-management mark of indoor air quality (i.e., IAQ self-management mark), this year the project team established inter-bureau guiding mechanism through county government’s Air Pollution Reduction Committee meeting and cooperated with other competent authorities to counsel various types of premises to apply the mark. Furthermore, we assisted the environmental protection bureau in holding a guidance workshop and introduced the self-management mark policy to competent authorities and also collaborated with the Department of Social Affairs and the Long-Term Care Management Center to disseminate mark policy in their meetings. A total of 30 IAQ self-management marks were issued by the bureau this year, 5 and 24 of which were grade excellent and good respectively for officially announced premises. This project also guided a non-announced premises to acquire the mark of good grade.
