新北市-110年新北市水污染評核管理計畫

中文摘要 新北市政府為有效改善轄境內淡水河流域各河川、支流排水水體現況與提升環保局行政效率、減少公文處理及審查作業時程、提升許可業務審查品質,除積極推動事業稽查管制與廢(污)水處理輔導改善、法令宣導外,另協調府內水利局或內政部營建署加速淡水河流域內污水下水道系統規劃與建設,並考量下水道系統興建期程及污水廠餘裕量,推廣污水截流設施、配合河岸生態環境整體規劃推動現地處理計畫等措施,藉由確實掌握淡水河流域各河川、支流排水之污染來源分布及河段水體水質現況,以落實滾動檢討及推動河川污染削減對策及追蹤執行成效。 為全面掌握本市淡水河流域水質狀況及建立水質資料,除每月水質現況進行分析外,亦針對淡水河各流域重要支流排水進行污染貢獻分析,並依據歷年河川本流及支流排水監測資料、污染負荷,並同檢視各河段之既有污染削減措施之量能,提出淡水河水質建議治理方案,包括熱區重要支流排水事業污染源管制、截流與現地處理設施最適化操作、大漢溪浮洲橋至新海大橋段污水下水道加速興建及推動環保夜市及新建市場之污染削減等。此外,亦持續針對加嚴管制區內列管之事業,進行實地現場查核追蹤及輔導,而加嚴管制區域各測站銅污染負荷量皆較往年呈現下降。 水污染防治許可審查或門診輔導管理作業,本計畫至110年10月31日止共計受理685件許可申請案件,專家學者現勘共20件、協助現勘案件共53件,共計73件,另協助辦理水污染許可簽證技師查核共計5場次;而檢測申報審查管理作業,已協助完成2,980家定期申報資料勾稽審查及催申報作業。 其他庶務工作方面,本計畫今年度已辦理6場次水污染防治法相關宣導說明會、教育訓練或安全衛生管理;另協助環保局彙整水污染相關資料及蒐集本市與相關單位之淡水河整治相關計畫成果,撰擬年度河川污染整治成果考評報告、簡報等,已於110年11月5日提供完成河川整治成果資料蒐集彙整及成果報告書與簡報資料初稿之製作;辦理淡水河整治相關議題問卷調查與統計,調查結果為在河川整治整體施政評價部份,淡水河水質改善成果以「滿意」居多;計畫執行期間配合環保局作業將日常所產生之文書資料全數進行建檔,統計至110年11月30日止,共計協助文書資料及電腦建檔5,328件,並每月定期協助提供環保局所需之管制成果統計分析及依法行政輔助管制資料等統計分析資料;除前述各工作項目之執行外,另配合環保局需求協助完成53件次之交辦事項。

2021 Water Pollution Appraisal and Management Plan

英文摘要 To effectively improve the water drainage of the rivers and tributaries of Tamsui River Basin under the jurisdiction, to elevate the Environmental Protection Bureau’s administrative efficiency, shorten the timetable for documentation processing and review procedures, as well as promoting the quality of permit review, New Taipei City Government has coordinated with the Water Resources Department of New Taipei City Government or the Construction and Planning Agency, Ministry of the Interior to speed up the sewage system planning and construction in Tamsui River Basin in addition to actively pushing forward enterprise inspection and control and wastewater or sewage treatment guidance improvement and dissemination of relevant regulations, as well as considering the construction period of the sewage system and the marginal capacity of the sewage treatment plant, the government popularized sewage interception facilities, promoted onsite purification plans and other measures in line with the overall planning of the ecological environment of the river bank, accurately grasped the distribution of pollution sources of rivers and tributaries in Tamsui River Basin and the river sections’ water quality to materialize dynamic adjustment and carry out river pollution reduction countermeasures and track implementation outcomes. For the purpose of fully mastering the water quality status of Tamsui River Basin in this City and creating water quality data, besides analyzing the current water quality every month, we made a pollution contribution analysis on the drainage of major tributaries of Tamsui River Basin as well, and based on the drainage monitoring data and pollution load of the main stream and tributaries of the river over the years, as well as checking up the capacity of the existing pollution reduction measures in each river section, we proposed a water quality control plan for Tamsui River, including pollution source control of major tributary drainage projects in hot zones, interception and optimal operation of onsite purification facilities, accelerating construction of sewers between Fuzhou Bridge and Xinhai Bridge over Tahan River, promotion of pollution reduction in eco-friendly night markets and new markets. In addition, we continued to conduct on-site inspections, tracking and counseling for the enterprises classified as the objects for monitoring and inspection in the stricter control area. The copper pollution load of each station in the stricter control area showed a decrease compared with previous years. In terms of the water pollution control permit review or outpatient guidance management herein, a total of 685 permit applications had been received and dealt with as of October 31, 2021, 20 cases were under experts and scholars in-situ inspection, and 53 were assisted in in-situ inspection, which reached a total of 73. In addition, 5 sessions were assisted in the checking of water pollution control permit conducted by signature engineers; as for the testing and reporting review management, 2,980 cases were assisted in the completion of regular application for data verification and matching review as well as reminder of reporting. Regarding other general affairs, 6 sessions of Water Pollution Control Act-related dissemination briefings, education and training, or safety and health management were held in this year; we also assisted the Environmental Protection Department in compiling water pollution-related data as well as collecting the data about this City’s and other agencies’ Tamsui River improvement plan results, drafting annual river pollution remediation results evaluation reports, briefings, etc., and completed the collection and compilation of river improvement results data and the preparation of the preliminary draft of the results report and presentation materials on November 5, 2021; conducted Tamsui River improvement-related Questionnaire survey and statistics, of which the survey results showed that in terms of the overall governance evaluation of river improvement, the water quality improvement results of Tamsui River were mostly “satisfactory”; and a total of 5,328 documents and computer files were assisted as of November 30, 2021, and monthly regular assistance was offered in statistical analysis of control results required by the Environmental Protection Department and statistical analysis data such as administrative support control data according to law; we also assisted in the completion of 53 action items handed down by the Environmental Protection Department in addition to the implementation of the foregoing work projects.
