110年度臺北市推動公共場所室內空氣品質管理宣導與檢測計畫

中文摘要 110年度本計畫工作內容主要分為7大項目,包含「建立及更新列管場所資料」、「巡查檢驗工作」、「公共場所室內空品檢測作業」、「專案輔導工作」、「宣導活動」、「跨局處研商會議」及「其他相關配合協助事項」等。相關執行內容及成果摘述如下: (一)建立及更新公告場所維護管理資料執行現況 本計畫已完成本市公告列管場所334處(第一批88處、第二批246處)專責人員異動查核及維護理計畫更新情形,其中本市公告場所第一批第三次定期檢驗測定申報作業,共88處;第二批第二次定期檢驗測定申報作業共230處(餘16處因未屆期限持續追蹤場所辦理情形)。 (二)公共場所巡查檢測作業 本計畫以巡檢式儀器執行巡查檢驗作業,共計完成600處公私場所巡查檢驗,包含列管場所315處及非列管場所285處。列管場所中巡檢以商場類型最多,共計有60處(19.0%),其次為圖書館43處 (13.7%)、政府機關辦公場所37處(11.7%)、大眾捷運系統車站35處(11.1%)、金融機構營業場所30處 (9.5%)、大專校院29處 (9.2%)、運動健身場所28處 (8.9%)、視聽歌唱業場所17處 (5.4%)、電影院15處 (4.8%)、博物館及美術館7處 (2.2%)、鐵路車站6處 (1.9%)、展覽室3處(1.0%)、表演廳及社會福利機構各2處 (0.6%)、航空站1處 (0.4%)。 非列管場所以托嬰中心最多,共102處,占比為35.8%,其次為幼兒園101處,占比為35.4%,再者為市場44處,占比為15.4%;其餘場所為產後護理機構22處、運動健身場所(非列管)7處、醫療機構(非列管)2處、交通運輸(轉運站)2處、政府機關辦公場所(非列管)2處、親子館1處、會議廳1處以及旅館業1處。 本年度公私場所巡查檢驗作業檢測結果,CO2巡檢平均濃度超過1,000 ppm之場所共計有35處(5.8%),分別為托嬰中心14處(2.3%)、幼兒園16處(2.7%)、市場4處(0.7%)、產後護理機構1處(0.2%);CO巡檢平均值濃度超過9 ppm的場所計有3處,為視聽歌唱業1處(0.2%)、托嬰中心1處(0.2%)、市場1處(0.2%);甲醛(HCHO)巡檢平均值濃度超過0.08 ppm的場所共計1處(0.2%),為商場(量販店業)1處,超標主要原因歸納(1)場所空調為分離式冷氣無外氣功能(2)場所門窗緊閉造成室內內循環,導致換氣量不足CO2累積。 (三)公共場所標準方法檢測作業 本計畫共計完成150處公共場所標準方法檢測作業,包含公告列管場所巡檢異常啟動標檢作業2處、量販店專案稽查14處、大眾運輸場站專案稽查41處、百貨公司周年慶專案稽查39處、稽查超標複測2處及公立敏感族群標檢資源52處。 標準方法檢測結果顯示,列管場所特力屋內湖店甲醛超標,本計畫於7月1日安排複測,複測結果仍超標(0.09 ppm),環保局已依法開罰並命限期改善,場所已於8月6日改善完成,並複測合格;公立敏感族群場所7處細菌超標及1處CO2濃度超標,本年度已初步提供改善建議後續將安排專家輔導,依場所場域環境特性提供改善意見,並持續追蹤場所改善情形。 (四)專家現勘輔導改善 本計畫共計完成60處場所專家學者現勘輔導改善作業,包括: 運動健身場所38處、幼兒園10處、托嬰中心7處、公有市場4處及百貨公司1處,其中托嬰中心及幼兒園因場所主要空調為分離式冷氣,無引外氣,故專家建議可定時開啟斜對角之窗戶(縫隙需至少約10公分)以利空氣流通;運動健身場所主要場所位於地下室,其空調多為小型送風機或分離式冷氣,無法引進新鮮空氣,專家建議可利用機械設備引進先新鮮空氣,公有市場因疫情關係僅有一個出入口,導致污染物累積於室內,建議場所可於防疫期間可將所有出入口開啟約45度,並以物品作為阻擋,亦可避免人員進入,保持空氣流通,降低污染物濃度。 (五)法令及政策宣導作業 本年度因考量疫情及防疫室內空氣品質宣導會採線上方式辦理,分別於6月1日、10月11日及10月20日完成3場次線上室內空氣品質宣導說明會,邀請對象包含列管場所、幼兒園、托嬰中心、產後護理之家、市場處及有意願申請自主管理標章之場所,共計1,276人線上觀看,說明會內容依邀請對象不同進行錄製,內容包含介紹法規、室內污染來源、室內空氣品質自主管理及改善、及標章推廣說明,以期能有效提升場所室內空氣品質認知及自主管理意識,同時鼓勵本市公共場所主動申請自主管理認證標章,及宣導場所自行裝設自動監測設施。 此外,本計畫已完成製作各500份之宣導品與宣導摺頁,於宣導會時進行發放,另完成電子書指引手冊及電子化宣導1則,以維護室內空氣品質法規及自主管理維護的相關資訊,傳達予場所代表,瞭解室內空品法令規定及維護管理之重要性。 (六)辦理跨局處研商會議 本計畫已於9月29日完成辦理1場次跨局處研商會議,邀請相關單位之主管機關,包含衛生局、社會局、教育局、體育局及市場處。提供相關主管機關瞭解本市公共場所室內空氣品質推動現況,以及共同研議有助於推動本市公共場所室內空氣品質管理工作之行政配合事項,如會勘、評鑑、督考、及宣導作業等,故本年度各局處配合事項,包括: 配合社會局新設立場所會勘、各局處宣導會課程宣導室內空品、體育局運動健身場所聯合稽查及市場處公有市場全面巡檢,有效掌握本市公共場所室內空品,以督促及落實本市非列管場所及預定公告列管場所之敏感族群室內空氣品質管理。 今年度各目的事業主管機關已協助轉發說明會及標章標章申請流程事宜,並以公立場所優先推廣自主管理標章,已有53處敏感族群場所有意願申請(包含托嬰中心39處、幼兒園10處及產後護理機構4處),目前已有3處取得優良級標章。 (七)自動監測設施設置 本計畫已於10處敏感族群及有意願申請標章之場所各別進行1週CO2濃度監測,以掌握場所熱點時區,進而有效改善場所室內空氣品質,由監測數據發現,此類型場所常於下午14點至16點之時段,二氧化碳監測濃度累積偏高,歸納主要問題(1)因午休時段之舒適度,常使用內循環空調且將門窗緊閉,(2)門窗雖有開啟,但因僅開啟單側窗、或窗簾遮擋,造成通風換氣不良。以上已提供場所監測數據,並輔導場所須注意平日二氧化碳監測濃度較高之熱點時區,以加強該時段之通風換氣。 (八)自主管理認證標章 本計畫辦理場所室內空氣品質自主管理標章查核,共計完成240處場所自主管理標章申請及核發,取證率為全國之冠,其中優良級44處、良好級196處,本計畫持續協助場所自主管理標章申請及審核相關作業,並輔導有意願申請標章之場所取得自主管理標章。

Taipei City Indoor Air Quality Management Promotion and Inspection Project for Public Establishments

英文摘要 This year, we planned to conduct indoor air quality inspection and counseling for establishments which are announced publice site for inspection, as well as those specifically noted but unannounced publice site, and continue to promote indoor air quality maintenance and management in public establishments under our jurisdiction in an effort to enhance our self-management capability. This year, a total of 600 sites publice site for inspection and key counseling venues have been inspected, with measurements of carbon dioxide (CO2), carbon monoxide (CO), formaldehyde (HCHO), and suspended particulates PM10 and PM2.5. Thirty-five venues had average CO2 concentrations of over 1,000 ppm, which included 16 kindergartens and 14 childcare centers. The main reasons for the exceedance of the standard were (1) the air conditioning was a split type air conditioner, which cannot draw in external air (2) the indoor circulation caused by the closed doors and windows of the premises, resulting in insufficient air exchange and CO2 accumulation. Additionally, during the year, in conjunction with project audits and business investigations, 150 standard method audits for public places have been completed , including 2 inspections of announced publice site, 14 inspections of wholesale stores, 41 inspections of public transportation stations, 39 inspections of department store anniversary sales, 2 re-inspections of exceedances, and 52 inspections of sensitive public communities, of which one of the listed establishments with exceedances of formaldehyde standards was improved in a timely manner and passed the re-inspection. In this project, a total of 60 sites received expert consultation to improve their circumstances, including 38 sports and fitness facilities, 10 kindergartens, 7 childcare centers, 4 public markets and 1 department store. Before the expert consultation, the project drew a pollution map and added contour lines based on the results of the site inspection to provide experts with reference information and to give more precise and effective improvement suggestions to the sites. As the main air conditioners in nursery and child care centers are split-type, which do not draw in outside air, so experts suggest opening diagonal windows (with a gap of about 10 cm) regularly to facilitate air circulation. Many sports and fitness facilities are located in the basement, with mostly fan control unit or split-type air conditioners, which cannot bring in fresh air, so experts suggest the use of machines to draw in fresh air. Public markets have only one entrance/exit due to the pandemic, resulting in the accumulation of contaminants inside. It is recommended that even during the pandemic, all doors can be opened with an angle of around 45 degrees and blocked with objects, so as to prevent people from entering while ensuring air circulation. Three online information sessions were held this year to promote the importance of indoor air quality, with a total of 1,276 online viewers. We invited both announced and unannounced publice site,including kindergartens, childcare centers, postnatal care facilities, sports and fitness facilities, and markets, to the information sessions. The content of the sessions was adapted to the target audience and included an introduction of laws and regulations, indoor pollution sources, indoor air quality self-management and improvement, and the promotion of the seal. The purpose of the sessions is to effectively enhance awareness and self-management of indoor air quality in establishments, as well as to encourage public establishments in the city to actively apply for the self-management certification seal as well as to promote the installation of automatic monitoring devices. Our city have issued a total of 240 self-management labels to various establishments, which included 44 establishments having received “excellent” label, 196 establishments received “good” label, with the label acquisition rate ranked first in the nation. This project shall continue to assist establishments in the application and review for acquiring the self-management label, as well as counsel the establishments who intend to apply for the self-management label to acquire its self-management label. This year, 500 copies of promotional materials, leaflets, and guides were produced to promote information on indoor air pollutants and self-management seal application, which were distributed at information sessions and related meetings. We also prepared infographics for sensitive groups (e.g.kindergartens and postnatal care facilities), including easy-to-understand indoor air quality management methods to enhance indoor air quality knowledge and management capabilities. Along with the inspections of new childcare centers by the Department of Social Welfare, fitness venues by the Department of Sports, and public markets by the Market Administration Office, each departments of the government assisted in forwarding the relevant seal application information and process, focusing on public venues to promote the self-management seal. Fifty-three venues for sensitive groups expressed intention to apply (including 39 childcare centers, 10 kindergartens and 4 post-natal care institutions), of which 3 were awarded the excellent label. This year, we conducted 1-week CO2 concentration monitoring at 10 facilities for sensitive groups and those who wish to apply for the seal, in order to understand the peak hours and to effectively improve the indoor air quality of the facilities. From the monitoring data, it was found that this type of establishments often have high carbon dioxide concentrations between 14:00 and 16:00. The main problems are summarized as follows: (1) for comfort during lunch break, the facilities often use internal circulation air conditioning, and the doors and windows are closed tightly, and (2) although the doors and windows are open, the ventilation is poor because only one side window is opened or the curtain is blocked. For the above cases, monitoring data of the sites has been provided, and the sites have been informed that they should pay attention to the CO2 concentration peak hours on weekdays and enhance ventilation during certain time periods. This project proposes the following improvement plans:(1)Continued investigation of the city's establishments to be monitored, in order to implement the city's regulations of monitored establishments.(2)It is recommended to promote the installation of automatic monitoring facilities in public establishments with high traffic flow and provide consultation for such establishments.(3) It is recommended that all bureaus and departments should evaluate the inclusion of the indoor air quality self-management label in the operating criteria of new establishments.
