110年「事業定期檢測品保稽核計畫」

中文摘要 本計畫藉由篩選近期遭查獲違規排放或有重大污染事實,針對事業單位操作現況及其委託定檢申報檢測機構進行全面且深度查核,精進與訂定各類污染源檢測數據審查規範。進一步藉由各類污染源檢測數據審查教育訓練,強化稽查人員檢測數據審查能量,透過執行固定污染源與水污染源查核等方式,進一步完善查核制度,提昇整體檢測數據品質,訂定各類污染源查核與採樣檢測之指引規範文件。本團隊已完成固定污染源與水污染源查核流程指引及地下儲槽與地下水監測井採樣與檢測指引建立。於110年3月24日於環境檢驗所6樓M608會議室完成「稽查人員之先期研討(座談)會」辦理,並確定會同三區環境督察大隊稽查固定污染源與水污染源作業流程及稽核文件內容,另與土壤及地下水污染整治基金管理會與會人員確定地下儲槽與地下水監測井篩選名單。於110年4月20日、4月23日於中華醫事科技大學與中原大學分別完成「稽查與查核委員共識座談會(北區與南區)」辦理,進行固定污染源與水污染源深度查核程序及檢測機構查核重點之說明,進而提升檢測數據及檢測報告之品質。於110年10月18日與10月25日完成共計2場次「各類污染源定檢數據審查實務訓練會」南區與北區之辦理,強化查核人員審查檢測數據及現場查核之能量。至110年11月15日止,已完成50場次固定污染源查核及30場次水污染源查核,其中固定污染源部分為(1)8/11-8/12AF、(2)8/19-AI、(3)8/27-AO、(4)9/6-BA、(5)9/14-BC、(6)10/12與10/14-BP、(7)10/21-BS、(8)10/28-BV,所檢測項目已超過排放標準;而水污染源為(1)8/13-BY、(2)8/13-BZ、(3)8/16-CA、(4)9/3-CM、(5)9/3-CN、(6)9/6-BA、(7)9/6-CP、(8)9/30-CZ、(9)10/8-DA、(10)10/28-DC,所測定檢測項目已超過排放標準,共18場次查核事業單位之檢測報告已由環檢所函轉予負責區域之環境督察大隊進行後續處理。地下水監測井採樣與檢測結果,其6月17日大豐國小(103年設)的檢測項目「鉛」超過管制標準,後續檢測結果將提報予環保署土壤及地下水污染整治基金管理會作為參考。地下儲槽之檢測結果OOOO加油站A11儲槽區、OO加油站A05儲槽區、P13管線區、OO加油站A11儲槽區、OOOO加油站11、OOO加油站A6與A9儲槽區、OOOO加油站A05儲槽區及OOOO加油站P4管線區檢測值超過警戒值500 ppmV,後續將其相關檢測報告由環檢所函轉主管機關,由主管機關進一步確定可能洩漏之原因及進行油槽與管線複測。檢測機構部分已完成30場次查核,大多無較明顯缺失事項,部分實驗室QA/QC應再強化。本團隊已於110年11月3日完成1場次成果發表會之辦理,透過成果發表會之辦理就相關議題進行圓桌討論交流,藉由分享事業單位之查核,從事業製程到污染防制設備與檢測數據之關聯性及查核重點,使各地方環保單位充分瞭解事業檢測管理作業之計畫執行成果。根據此計畫相關會議提出各類污染源審查規範、檢測機構查核分析與建議,完成查核作業程序指引,此聯合查核模式(會同三區環境督察大隊和檢測機構),從製程端到排放之污染物進行完整的查核,更可提供具參考價值之資訊予以主管機關作為未來施政管理或修訂之參考。

The audit plan of enterprise regular inspection declaration and environmental analysis quality assurance in 2021

英文摘要 The project conducts a comprehensive and in-depth review of the current status of operations in public and private companies and its entrusted inspection and environmental analysis institutions by screening the recent violations of illegal emissions or significant pollution and guides the stationary pollution source to upgrade its environmental analysis data. The audit process will be further strengthened by carrying out inspection data review education training and developing relevant audit specifications documents. The team has completed the guidance of the stationary pollution and water pollution source audit process and the guideline of the underground storage tanks and groundwater monitoring wells sampling and analysis process. The "Pre-Study Conference on Pollution Sources Inspection" was completed at Environmental Analysis Laboratory M608 on March 24, 2021. The "Inspection Committee Consensus Symposium (North and South)" was completed at Chung Hua Medical University and Chung Yuan Christian University on April 20 and April 23, 2021, and the instructions for the audit of stationary pollution sources and the key points of data/test report verification were instructed to improve the quality of the inspection and report check. This project also has accomplished the “Practical Review Training Workshop on the Inspection Data from Various Pollution Sources” in the south and north areas to enhance the review capability of inspectors, on October 18 and October 25, 2021. As of November 15, 2021, fifty stationary pollution sources and thirty water pollution sources have been completed audited. Among those cases, there are 18 companies whose inspection results have been over the emission standards. Therefore, the test reports of the companies will be transferred to the inspectorate of the responsible area for the following processing. Sampling and testing results of groundwater monitoring wells on June 17, 2021, the test item "lead" of Dafeng Elementary School exceeded the control standard. Subsequent test results will be provided report to Soil and Groundwater Remediation Fund Management Board. The inspection results of underground storage tanks showed that 7 sites were over the warning value of 500 ppmV. The inspection reports will be transmitted to the competent authority to make sure the possible reason for leakage. Environmental testing institutions have completed inspections 30 times. Most of them needed to improve their QA/QC. Finally, the “Achievement Presentation of the Year” has been held on November 3. According to the analyses and advice from the meetings of this project, the audit guideline of the inspection procedure will be proposed and completed to be a reference for the following policy management.
