110年度雲林縣濁水溪河川揚塵監測宣導暨環境清理計畫
| 中文摘要 | 行政院於2018年核定3年11億餘元的「濁水溪揚塵防制及改善行動方案」，區分「水利」、「造林」及「防災應變」三大主軸，主要由水利署等負責「水利」治本工作，農委員等負責「造林」治本工作，環保署與地方政府負責預警監測及「防災應變」等治標工作，治理原則為：分段整治、河道整理、減少裸露地及降低揚塵等四項為主，各單位相互合作提高濁水溪河川揚塵防制效益。 依據「濁水溪揚塵防制及改善行動方案」，2019年河川揚塵事件日目標為41天，在中央與地方共同治理下，2020年揚塵事件日僅發生9天，達到109年的目標(109年目標為30天)，2021年揚塵事件日僅發生6天，2022年1-6月揚塵事件日僅發生1天，相關量化結果均顯示濁水溪河川揚塵已獲得改善。 本計畫期末報告期程110年7月6日至111年07月05日總計12個月，計畫工作項目已全數完成並符合契約規定，執行項目內容如下說明： (1) 更新空氣品質監測數據與水文資料並比對歷年數據。 (2) 現地巡查達216點次。 (3) 無人載具現地拍攝作業6次。 (4) 購置濁水溪沿岸裸露地圖資6幅。 (5) 區分河川揚塵潛勢區位6次。 (6) 執行濁水溪揚塵通回報作業。 (7) 濁水溪河川揚塵預警及通報系統平台擴充及維護更新。 (8) 縮時錄影系統建置，並於110年9月5日前完成架設。 (9) 懸浮微粒(PM10)連續監測作業2處、共364天次。 (10) 細懸浮微粒(PM2.5)連續監測作業1處、共182天次。 (11) 濁水溪沿岸裝設河川揚塵攝影機連線天數共556天次。 (12) 辦理濁水溪河川揚塵防護演練作業1場次。 (13) 河川揚塵防制業務聯繫會議4場次。 (14) 河川揚塵巡守隊宣導說明會1場次總人數達47人次。 (15) 村里長(或村幹事)河川揚塵應變教育訓練3場次總人數達54人次。 (16) 村里「河川揚塵自我防護宣導說明會」1場次總人數達57人次。 (17) 校園「河川揚塵自我防護宣導說明會」辦理2場次總人數達98人次 。 (18) 跑馬燈宣導26天次。 (19) 維護空品顯示電子面板共8處。 (20) 計畫於110/7/6~111/7/5間完成沿岸六鄉鎮環境清理洗街共10,158.5公里。 (21) 計畫於濁水溪沿岸六鄉鎮進行道路普查共計普查2,137.2公里。 (22) 每月提送工作月報，以上工作項目皆符合契約之規定辦理。 | ||

Yunlin County Zhuoshuixi River Dust Monitoring Promotion and Environmental Cleanup Plan in 2021
| 英文摘要 | In 2018, the Executive Yuan approved the “Zhushui River Dust Prevention and Improvement Action Plan” of more than 1.1 billion yuan for three years. "Finally, the agricultural committees are responsible for the fundamental work of "afforestation", and the Environmental Protection Agency and local governments are responsible for early warning and monitoring and "disaster prevention and response". Project-oriented, all units cooperate with each other to improve the efficiency of dust prevention and control in Zhuoshui River. According to the "Zhuoshui River Dust Prevention and Improvement Action Plan", the target of the river dust event day in 2019 is 41 days. Under the joint governance of the central and local governments, the 2020 dust event day will only occur for 9 days, reaching the 2021 year target (2021 year the target is 30 days). In 2021, the dust event will only occur for 6 days. From January to June 2022, the dust event day will only occur for 1 day. The relevant quantitative results all show that the dust in the Zhuoshui River has been improved. The mid-term reporting period of this project is 12 months from July 6, 2021 to July 5, 2022. (6) Carrying out the reporting operation of the dust flow in the Zhuoshui Stream. (7) The platform expansion, maintenance and update of the dust warning and notification system platform in Zhuoshui River. (8) The time-lapse video system was constructed, and the erection was completed before September 5, 110.
