110-111年共用性地理資料維護管理及協作功能強化計畫
| 中文摘要 | 本案延續109-110年之建置成果，持續建置優化核心平臺與地理工具，核心內容包含共用地理資料庫、圖資及影像之共享協作機制、共通性地理資訊平臺（含環境圖資整合應用平臺及環境地理資訊服務平臺）等3項，重點為依據智慧政府行動方案及國土空間資訊策略推動小組（NGIS 2.0）之策略方向，強化環保署圖資及影像分級管理制度，推動業務單位應用地理資訊及加速環保署地理資訊應用發展，輔助環保署施政決策應用。除可提升圖資及影像之管理效能與品質外，並可產製豐富之決策用（非開放流通導向）圖資資產，以視覺化之地圖或圖像方式提供環保署同仁與委辦計畫應用。 在此目標與方向下，系統面：已透過新建置之「環境地理資訊服務平臺」、「環境地理資訊圖臺」及空間轉換工具，擴大提升環保署各業務單位應用之深度與廣度，同時完成現行對外開放之環境圖資整合應用平台無障礙資格認證。 圖資影像面：完成4梯次影像購置與歷年影像盤點發布，同時整合環境地理資訊圖臺多時期影像比對功能，導入圖層清單、圖層控管、空間定位等功能，豐富影像資料庫可查詢內容。 影像判釋面：優化分析判釋模型(Deep Learning 深度學習模型)，使用內政部變異點地真資料為樣本，輔以再訓練流程，導入信心水準與使用分區等條件篩選因素，進行變異點之判釋，成果可整合於環境地理資訊圖臺。 資料申請面：完成電子化圖資及服務申請機制之介面優化，提供業務單位更完善之申請、整合與審核機制，完善圖資供應申請介面與流程。 資料品質面：完成圖資清查與制度的建立，有效協助環保署完善環境圖資管理機制與圖資品質提升。 訓練及推廣面：完成4場教育訓練與實作，藉由業務單位的反饋，優化平臺與圖臺之功能，並作為可持續優化之參考依據，訓練成果納入教育訓練專區供學員參閱。 | ||

| 英文摘要 | Environmental Geographic Information System Platform brings decision-leading location services to EPA as a platform as a service (PaaS).It gives EPA a new way to build applications with direct access to powerful location services using the mapping libraries of their choice. This platform with flexible tools and applications has Supported 5 different department of EPA Organizational. The land use in Taiwan is so complex to define legal or illegal fields, illegal waste disposal includes dumping, tipping, or burying waste on private or public land that’s not licensed to accept it. It’s sometimes referred to as ‘illegal dumping’. It’s a significant issue for local governments and Environmental Protection Agency(EPA) in Taiwan, Not only is it a public health issue, but it also is a threat to the environment, contaminating soil and nearby waterways. Often, it is costly to prevent, monitor, enforce, and clean up illegal dumping sites, with the main challenge being the time and resources needed to capture those doing the dumping. In other to prevent and reduce large-scale illegal waste disposal, EPA’s focuses on illegal large-scale industrial and hazardous waste disposal includes Flexible Intermediate Bulk Container、Toxic waste soil construction and demolition materials.EPA use AI tools to find, investigate, and prosecute illegal waste disposal offenses. These include: GIS platform、Image change detection、AI(ML)、 High-resolution satellite image(SPOT image), Finally, it obtains the results of monitoring areas for the checking and verifying. | ||
