In order to reduce the wastewater discharged by the livestock farming industry and protect water bodies and the environment, the Environmental Protection Administration (EPA) launched a policy to promote “liquor and fiber digestate as fertilizer for farmland users” since 2016. This policy was enacted in combine with Council of Agriculture’s (COA) policy to “reuse agricultural wastes” and EPA’s policy to “recycle effluents to irrigate plants,” so to jointly promote “recycling of livestock excreta.”
However, management of data related to such recycling cases is subject to a variety of entities, and part of the data has not been digitalized yet, causing difficulties in data usage and case tracking. Therefore, the project built a system managing the usage of livestock excreta resources. Data across EPA and COA are organized in the system by data interfacing technology, so that related entities can inquire these data.
The system provides interfaces to build and manage data related to management of recycling of livestock excreta resource cases, including administration information, irrigation details, farmlands irrigated, liquor and fiber digestate, test results of soil and water, and records of farmland irrigation. The system is enhanced with reminder as well as statistical and analytical features, which are conducive for case tracking and management. In addition, a geographical information platform is built in the system to display the spatial relationship of the abovementioned data, to help competent authorities effectively grasp the distribution of different data.
To better publicize and promote the results of the recycling cases, as well as matching agricultural and livestock farmers, the project will optimize and maintain a website on the recycling of livestock excreta resources around the country, constantly providing intuitive and visualized information. The project aims to develop an information system so that different entities could share related information, and use resources in a sustainable manner and enhance the efficacy of recycling livestock excreta resources.
