110年度新竹市「向海致敬清潔維護監督考核與登革熱孳生源清除計畫」
| 中文摘要 | 為解決長久以來海岸海洋河川環境清潔問題， 行政院於109 年6 月核 定「向海致敬-海岸清潔維護計畫」，藉由環保署結合9 個部會與地方政府共 同推動，從「清理、減量、去化、透明、教育」5 個面向著手，以達成全臺海 岸線每一寸土地都有政府機關負責看管、清理廢棄物之共識。另新竹市政府 近年更致力打造城市親水藍帶，以打造親水城市，配合市府政策推動，新竹 市環境保護局（以下簡稱環保局）辦理海岸清潔維護計畫，針對有改善需求 之海岸區域，執行海岸環境維護作業，以維護整體海岸環境景觀。另外，登 革熱是世界上經由蚊子傳播最快的病毒性疾病，尤以熱帶及亞熱帶地區較易 產生嚴重疫情。為有效清除病媒蚊之孳生源，落實登革熱疫情預防工作，環 保局於108 年5 月成立「生態防蚊診所」，執行輔導登革熱病媒蚊熱點區域全 面進行孳生源清除，以有效改善本市之環境衛生問題。 為掌握海岸清潔維護之執行品質，並且落實登革熱疫情預防工作，本執 行團隊以整體性之規劃與執行能力，協助環保局達成具體之績效展現，各項 工作執行成果如下說明： 一、 海岸清理策略及規劃 本項執行作業內容包括：(一)海岸環境現況及特性研擬海岸清理 策略，已規劃短、中期政策推動目標，後續將持續協助相關政策布達。 (二)透過110 年7 月29 日辦理之「海岸環境維護跨局處會議」與海岸 管理相關單位進行海岸清理策略研商，並擬定跨局處合作方式。 二、 海岸清理監督作業及資訊平台管理 目前海岸線環境現場巡檢作業，已進行47 次之巡檢作業，現場垃 圾密度多數為乾淨至低密度；清理作業監督及清運車輛查核，共進行 119 次之現場監督查核及32 次之清運車輛查核，查核時並無不符相關 規定之狀況；另外，進行32 次海岸髒亂通報及查核作業，各單位通報 改善率達100%。 三、 整合海岸環境清理作業相關成果 每月10 日於海岸清理資訊平台進行資料更新，回報上月各海岸 線之清理情形，共進行58 次回報作業，統計垃圾清理總量為65.975 公 噸；另外，本年度計有31 個團體申請協助辦理淨灘活動垃圾去化事宜， 淨灘活動人數達2,393 人，其協助進行垃圾去化量約為20.141 公噸， 清理海岸長度約為14.772 公里。 四、 辦理淨灘活動及海岸相關會議 已於110 年7 月29 日及9 月24 日各辦理1 場次之「海岸環境維 護跨局處會議」及「海岸環境維護專家諮詢會議」，訂於110 年12 月 中旬再行辦理1 場次之「海岸環境維護跨局處會議」；辦理海岸清潔 維護成果宣導活動，已於110 年5 月9 日、5 月13 日及5 月17 日， 完成針對民間團體（香山少年）與海岸線清理執行單位（環保局及漁 業科），已於110 年11 月3 日完成長官訪談拍攝；海灘廢棄物寶特瓶 及垃圾組成監測工作，目前已於110 年3 月18 日、110 年5 月28 日、110 年7 月28 日、110 年10 月7 日，完成第一季至第四季之監 測工作，其生活遊憩類垃圾占約91.53%至98.29%，另寶特瓶則多數 為因無包裝無法辨識共123 個，約62.76%；台灣製造為60 個，約 30.61%；大陸（含香港）製造為13 個，約6.63%。 五、 生態防蚊診所及登革熱孳生源清除 生態防蚊師考核辦法及複訓課程，已於110 年4 月29 日完成， 期望藉由專業講師之講解，給予本市之生態防蚊師對於病媒蚊知識與 孳生源清除實務有更深刻之理解；已於110 年10 月31 日完成50 場 次之生態防蚊現場診斷，後續將篩選30 件之社區或公共場域協助完 成生態防蚊設施等作業，定於110 年12 月底前完成。 篩選本市東、北、香山區之登革熱病媒蚊熱區，每區10 里共30 個里別，透過區公所、里長及環保志工之輔導說明，推動病媒蚊防治作業；已依合約規定製作1,900 個儲水容器紗網、生態防蚊藥品500 份（蚊必滅380 份及駐樂寶120 份），並於孳生源宣導工作時分送給 民眾，已達防止病媒蚊孳生之成效。 已製作各里製作鄰里孳生源熱點分布圖，並執行北、東、香山區 三區現場稽查1,000 處（含複式動員額未查核案件），整體改善率為 93%；另針對已執行環境用藥標示查核共1,420 件，其中共有17 件標 示不合格之狀況，原因均為產品過期，已於現場查核時要求商家應先 下架，後續亦將相關資料交由承辦進行處理。 為配合110 年度新竹市登革熱孳生源清除計畫內容，已於110 年 3 月19 日邀請考核委員、衛生局及各區區公所業務人員討論110 年度 新竹市登革熱孳生源清執行內容及考評方式，後續於110 年11 月25 日安排委員進行實地考評，並於考評完成後舉辦相關考評會議。 六、 其他配合辦理事項 本計畫已完成新竹市環保局向海致敬清潔維護計畫專屬網頁（ http://hc-ocean.cityweb.com.tw/ocean/include/index.php），期望讓民眾了 解政府推動向海致敬清潔維護計畫之內容外，另對於環保局海岸清潔 維護之作為有更深一層之認知；推動海岸環境維護認養，已推動6 家 新竹市民間企業進行認養海岸線之作業，認養海岸線長度3,033 公尺。 | ||

110 Hsinchu City Project of Promoting and Maintaining Clean Coasts and Performance Management Supervision and assessment and Dengue Fever Breeding Source Elimination Plan
| 英文摘要 | Implementation content: (1) The current situation of the coastal environment and the development of clean-up strategies. The short- and mediumterm promotion goals have been planned, and the follow-up will continue to assist in policy development. (2) Conduct strategic discussions with management units through meetings. There were 47 coastal environmental inspections, and the garbage density was clean to low-density; clean-up supervision and removal inspection were conducted 119 and 32 times, and there were no irregularities at the site; another 32 notifications of coastal messiness were carried out.
