110-111年度空氣品質預報編輯資訊系統建置計畫委辦案

中文摘要 行政院環境保護署(以下簡稱環保署)自 99 年執行全國未來 3 日 7 大空品區及隔日離島 3 地(澎湖、馬祖及金門)空氣品質預報工作,自 107 年起每日上午 10 時 30 分、下午4 時 30 分及晚間 10 時上載於環保署網站、「環境即時通」 APP 或「愛環境資訊網」提供各大眾傳播媒體及環保機關空氣品質預報資訊,供大眾隨時上線查詢。並且於每年空品不良期間,並發布圖卡及新聞稿提醒相關單位及民眾注意。 現行的空氣品質預報產品,由預報人員參考大量的監測及預報資料,透過預報分析及評估系統後,決定空品區預報的內容,製作空品區預報圖形化及文字產品發布於相關網站。隨著電腦科技以及數值預報模式的發展,環保署擬強化預報編輯系統後端預報資訊整合,本計畫藉由介接多模式空品預報資料,提供各類統計方式(最大值、平均值等)可將模式資料轉換成為官方預報初始值,預報員只需針對演算結果進行微調,可大幅縮短約一半編輯時間,進而提升官方預報編輯效率,有助後續發展精緻化預報之可能性。

2021-2022 The Establishment Program for the Air Quality Forecast Editing System

英文摘要 The Environmental Protection Agency (EPA) of the Executive Yuan has carried out the air quality forecasting work for the next 3 days in 7 air areas and 3 outlying islands (Penghu, Matsu and Kinmen) since 2010. Since 2018, EPA has uploaded the air quality forecasts to the EPA website, “Environment Info Push” APP and “i-Environment” website every 10:30 AM, 4:30 PM and 10:00 PM. People can download and checkout the forecast anytime. In addition, pictures and press will be released to remind relevant units and the public to pay more attention on this issue during the time of poor–quality air each year. Nowadays, the air quality forecasting products depend on forecasters analysis. Forecasters need to analyze lots of observation and forecasting data so that they can determine the content of air quality forecasts. With the technology and data forecasting models progress, EPA would like to strengthen the forecast editing systems. This project provides kinds of statistical methods which can transform the result into the initial value of official forecasts by interfacing multi–model system. The forecasters can just find–tune the calculation results. This will make them take less time to edit the official forecasts. It’s really a good way to increase the efficiency of forecasts editing and the possibility of developing more elaborative forecasts in the future.
