110年交通噪音及綠色節能防制噪音技術研究管制計畫

中文摘要 一、建立我國及示範航空噪音環保排名機制 (一)完成建置示範機場航空噪音環保排名指引。 (二)完成蒐集示範機場各航空公司起飛認證噪音值、夜間起降航班等資料。 (三)完成彙整108-109年示範機場航空噪音季報告書航道下敏感地區航空噪音監測資料(至少2個航空噪音固定監測站)。 (四)完成協助規劃示範機場航空噪音最大音量建議值。 (五)完成蒐集109年最新一季示範機場各航空公司起降飛機之時間、機型與引擎、座位、噪音值…等資料。 (六)完成試算109年最新一季示範航空噪音環保排名,並建立我國航空噪音環保排名機制計算工具或方法。 (七)完成邀集示範機場管理單位或航空公司辦理示範機場航空噪音最大音量限值及航空噪音環保排名機制討論會議二場次。 二、建立航空噪音監測資料判讀工具之功能,以供縣市環保局查核使用 (一)完成建立航空噪音監測資料判讀工具之功能,本項工作包括17座機場所在地北、中、南、東四區環保局之航空噪音監測資料審視及維護航空噪音監測資料判讀工具功能維護操作、測試、交叉比對、資料整合及匯出及匯入設定等。 (二)完成更新環保署所編制之「執行航空噪音監測站、監控中心查核及機場周圍地區航空噪音監測報告書審查指引」(包括航空噪音環保排名機制),提供各縣市環保局參考使用。 (三)完成辦理機場所在地縣市環保局或機場管理單位航空噪音監測資料判讀工具訓練會。 三、彙編陸上交通運輸系統噪音陳情案件辦理程序及應注意事項,包含複合性音源背景音量修正指引 (一)完成彙編陸上交通運輸系統噪音陳情案件辦理程序、流程及應注意事項。 (二)完成編制「陸上交通運輸系統噪音陳情案件處理程序及應注意事項指引」。 (三)完成研擬複合性音源分離(辨)方法或作法,並有範例說明。 四、研發綠色節能被動式減音裝置及應用 (一)完成蒐集國際上現行綠色節能建築的被動控制系統、原理及相關應用技術,並進行彙整研析事宜與考量後續可落實為綠色節能產品。 (二)完成彙整國際上採用綠色節能建築的被動式減音裝置的技術與作法(至少3個國家),並進行優劣比較與研析事宜。 (三)完成於聲學實驗室內進行自然通風(Natural Ventilation)窗之隔音減音性能驗證,並考量不同交通噪音特性之減音成效。 (四)完成蒐集國際軌道或高速公路系統噪音管制法規與指標。 (五)完成測量軌道或高速公路頻譜特性,辦理軌道或高速公路被動式裝置成效應用測試。 (六)完成辦理軌道或高速公路被動式減音裝置說明會議。 五、研發空氣噪音感測器整合監測系統 (一)完成蒐集國外智慧城市中環境噪音監測互聯網技術發展現況相關文獻,整理感測器網路研究之優缺點比較。 (二)完成蒐集相關智慧城市中測量噪音大數據做為物聯網之應用(包括感測器可反映之即時感測器資料呈現畫面)。 (三)完成蒐集民眾參與提供測量數據及受到噪音影響的資訊之應用。 (四)完成建議我國未來智慧城市中環境噪音監測互聯網的應用。 (五)完成微型化噪音微型感測器,研發空氣噪音感測器整合監測系統,進行噪音微型感測器(噪音盒子)環境噪音數據收集及傳輸之工作,完成環境噪音監測物聯網所需數據。 (六)完成辦理空氣噪音感測器整合監測系統說明會議。 六、研析近鄰噪音、不具持續性或不易量測之噪音管理方式及量測作法 (一)完成研析近鄰噪音、不具持續性或不易量測之陳情案例。 (二)完成分析近鄰噪音之分類、樣態或權責。 (三)完成彙整研析不同國家住宅區音量相關指標、標準或建議值。 (四)完成彙整國內既有陸上運輸系統沿線住宅區室內外、開關窗環境音量(含低頻音)歷年量測成果數據。 (五)完成研擬近鄰噪音之噪音管理方式或量測方法。 七、完成本計畫之經濟效益分析。 八、完成配合環保署政令宣傳需求,協助圖卡製作及美工。

2021 Traffic Noise and Green Energy-saving Noise Abatement Technology Survey

英文摘要 1.To establish a demonstrative environmental protection rating mechanism on aircraft noise in our country. (1)Completed establishment of the Guidelines on Environmental Protection Rating for Aircraft Noise at Demonstrative Airports. (2)Completed collection of data on verified takeoff noise levels and night takeoff & landing flights of various airlines at demonstrative airports. (3)Completed compilation of 2019-2020 Seasonal Report for Aircraft Noise at Demonstrative Airports and aircraft noise monitoring data on sensitive areas under the flight path (at least 2 stationary aircraft noise monitoring stations). (4)Completed assistance in the planning for maximum recommended values of aircraft noise at demonstrative airports. (5)Completed collection of 2020 4th season data on takeoff & landing schedule, aircraft model and engine, seating plans, and aircraft noise values of various airlines at demonstrative airports. (6)Completed tentative calculation of 2020 4th season environmental protection ratings for aircraft noise at demonstrative airports and formulation of calculation tools or methods for establishing an environmental protection rating mechanism on aircraft noises in our country. (7)Completed organization of two meetings with the management units or airlines at demonstrative airports to discuss the maximum limit on aircraft noises and an environmental protection rating mechanism on aircraft noises at demonstrative airports. 2.To establish interpretation tools or functions for aircraft noise monitoring data to be used for inspection by the local Environmental Protection Bureau. (1)Completed establishment of interpretation tools or functions for aircraft noise monitoring data, including inspection and maintenance of aircraft noise monitoring data, maintenance of interpretation tools or functions for aircraft noise data, and settings for operating, testing, cross comparison, data integration, and export/import at 17 airports under the jurisdiction of the local Environmental Protection Bureau in the four regions—north, central, south and east—of Taiwan. (2)Completed update to the “Guidelines for Governing the Operation of Aircraft Noise Monitoring Stations, Inspection of Monitoring Centers, and Review of Aircraft Noise Monitoring Report in the Vicinity of Airports” formulated by the EPA (including the environmental protection rating mechanism on aircraft noises) to be made available for reference by the local Environmental Protection Bureau. (3)Completed implementation of training workshops on interpretation tools of aircraft noise monitoring data for the Environmental Protection Bureau of counties or cities where an airport is located or the airport management unit. 3.To conduct compilation of the Handling Procedures and Do’s and Don’ts on Noise Complaints Concerning Land Transportation System, including Guidelines Governing the Correction of Background Sound Level for Composite Noise Sources. (1)Completed compilation of the Handling Procedures and Do’s and Don’ts on Noise Complaints Concerning Land Transportation System. (2)Completed compilation of the Guidelines Governing the Handling Procedures and Do’s and Don’ts on Noise Complaints Concerning Land Transportation System. (3)Completed formulation of the distinguishing methods or practices for composite sound sources, including example descriptions. 4.To research and develop a green energy-saving passive noise abatement device and its application. (1)Completed collection of information on passive noise control system currently used in green energy-saving architecture in the international arena, as well as its theory and related application technology, including conducting matters about compilation and analysis, as well as making follow-up consideration for actually producing green energy-saving products. (2)Completed compilation of information on the technology and practices of passive noise abatement currently used in green energy-saving architecture in the international arena (at least in 3 countries), including conducting matters about comparison and analysis on their pros and cons. (3)Completed verification of the sound insolation performance of natural ventilation windows in an acoustical laboratory, including considering the sound reduction effect under different traffic noise characteristics. (4)Completed collection of noise control laws & regulations and indices about international rail or freeway systems. (5)Completed measurement of the spectrum characteristics of railway or freeway, including conducting application tests for the effect of railway or freeway passive devices. (6)Completed organization of explanatory meetings about railway or freeway passive noise abatement devices. 5.To research and develop the integrated monitoring system for airborne noise sensors. (1)Completed collection of related literature about the current status of the development of Internet technologies for environmental noise monitoring currently adopted in foreign smart cities, including comparison of pros and cons of various sensor networks studies. (2)Completed collection of information on IoT application in noise measurement big data currently adopted in foreign smart cities, including real-time sensor data presentation pictures reflectable by sensors. (3)Completed collection of information on the application of measurement data provided by the public and information affected by noises. (4)Completed recommendation on the Internet application for environmental noise monitoring in future smart cities in our country. (5)Completed research on miniature noise sensor and integrated monitoring system for airborne noise sensors, including conducting matters about the collection and transmission of the environmental noise data collected by miniature noise sensors (noise boxes) and those needed by the IoT. (6)Completed organization of explanatory meetings about integrated monitoring system for airborne noise sensors. 6.To research and analyze on management methods and measurement practices for community noises and sounds that are intermittent or difficult to measure. (1)Completed research and analysis on complaints against community noises and sounds that are intermittent or difficult to measure. (2)Completed analysis on the classification, patterns or authority & responsibility for community noises. (3)Completed compilation and analysis on related indices, standards or recommended values of dwelling area noises in different countries. (4)Completed compilation of history measurement data on noise levels in and out of dwelling areas and environmental sound level with windows open or closed (including low frequency noise) along existing land transportation systems in our country. (5)Completed formulation of management methods and measurement practices for community noises. 7.Completed the economic benefit analysis for the Project. 8.Completed assistance in the production for picture cards and art designs in line with the policy promotion need of the EPA.
