110年度河川揚塵防制推動控管計畫

中文摘要 環保署自100年起即協調水利署、農委會與地方政府共同辦理揚塵防制工作,各部會權責分工、工作內容及改善目標等,行政院分別於102年核定「河川揚塵防制及改善推動方案(101年至104年)」、106年核定「空氣污染防制行動方案」及109年核定「空氣污染防制行動方案(109年至112年)」。 河川揚塵係由河道內裸露地受強風吹拂所造成,受氣候變遷影響,河川汛期及非汛期流量變化加劇,造成河道中裸露地面積及區位快速變化,提高河川揚塵防制工作難度,需透過跨部會合作,導入綠色永續韌性整治工法,強化防災應變機制,以減緩氣候變遷所帶來之環境衝擊。 為解決濁水溪揚塵問題,本計畫協助環保署依行政院指示以水利、造林及防災應變三大架構,檢討濁水溪鄰近空氣品質變化、裸露地特性、沿岸保安林、高灘地許可耕地及上游土石崩塌情形,並統整經濟部水利署(第四河川局、中區水資源局)、農委會(林務局、農糧署、水保局)、地方政府(彰化縣、雲林縣)之防制量能,提出「濁水溪揚塵防制及改善行動方案」,方案執行後,濁水溪揚塵事件減少85% (106年59次減少至109年9次),行政院鑑於第一期行動方案已初具成效,於109年8月28日核定「濁水溪揚塵防制及改善第二期行動方案(110年-112年)」,持續改善濁水溪,本計畫並協助環保署借鏡濁水溪防制經驗,於110年推動「高屏溪揚塵防制及改善行動方案」。 本計畫蒐集國內外抑塵工法,依國內各河川特性,提出適合可行作法,並協助召開2場次專案會議及8次重點河川現勘,配合相關單位現場勘查,透過會議平臺,依單位權責協調各單位汛期前與汛期後分工、易發生揚塵區位各種防制工法及各項作業管控期程,檢討河川揚塵防制及改善推動成效。透過各項行動方案推動與跨部會協調,水利署與農委會林務局每年持續於各河川進行河床裸露地改善與保安林新植、撫育作業。110年各河川以綠覆蓋、水覆蓋、其他(稻草覆蓋、三仙膠等)覆蓋等工法,合計改善面積約4,417公頃。 分析過去河川揚塵事件懸浮微粒濃度與歷史氣象資訊,依據專業氣象資料,經由季節、氣象條件等因子判斷,建立揚塵預報機制。依河川特性及季節變化,於揚塵好發期間提供濁水溪、高屏溪及卑南溪3條河川之揚塵預報工作(7日、3日及1日)。 各河川揚塵事件日數自106年起逐年下降,由106年75次降至110年7次降低92%,其中濁水溪發生6次、卑南溪1次,其餘河川皆無河川揚塵事件。111年至9月底共發生6次河川揚塵事件,濁水溪發生1次、高屏溪發生5次,顯示高屏溪揚塵防制推動持續加強。

Promotion and Management of River Fugitive Dust Control Plan ( 2021 )

英文摘要 The Environmental Protection Administration (EPA) has worked in coordination with the Water Resources Agency, Council of Agriculture, and local governments on fugitive dust control since 2011, with well-defined authority and duty, work contents, and goals of improvement for each bureau and department. The Executive Yuan has approved the Riverbed Fugitive Dust Control and Promotion for Improvement Plan (2012 to 2015) in 2013, Air Pollution Prevention and Control Action Plan in 2017, and Air Pollution Prevention and Control Action Plan (2020-2023) in 2020. Riverbed fugitive dust originates from river bare land subject to strong wind blow. Under the impact of climate change, streamflow variations intensify between flood and non-flood seasons, leading to rapid changes in the area and location of bare land in rivers and adding to the challenge of riverbed fugitive dust control task. Thus, green, sustainable, and resilient remediation approach has to be introduced through inter-ministerial cooperation to reinforce the mechanism of disaster prevention contingency and mitigate the environmental impact brought by climate change. As a solution to the Zhuoshui River fugitive dust problem, this plan helps EPA review the air quality change, bare land characteristics, conservation forest along the coast, licensed arable land in the high riverbank, and upstream and downstream landslides based on the threefold framework of water conservation, forestation, and disaster prevention contingency according to the Executive Yuan’s instruction. The disaster prevention capacities of Water Resources Agency, MOEA (The 4th River Management Office, Central Region Water Resources Office), Council of Agriculture (Forestry Bureau, Agriculture and Food Agency, Soil and Water Conservation Bureau), and local governments (Changhua County, Yunlin County) are integrated for the implementation of the Zhuoshui River Fugitive Dust Control and Improvement Action Plan. Thereafter, Zhuoshui River fugitive dust incidents decreased by 85% (from 59 incidents in 2017 to 9 in 2020). In view of the promising initial result of the first phase of the action plan, the Executive Yuan approved the Zhuoshui River Fugitive Dust Control and Improvement Action Plan II (2021-2023) on August 28, 2020 to continue the improvement of Zhuoshui River. This plan also helps EPA draw on the Zhuoshui River control experience and apply it to the promotion of the Gaoping River Fugitive Dust Control and Improvement Action Plan in 2021. For this plan, research is done on both domestic and overseas dust control methods, and appropriate and feasible approaches are proposed with reference to the characteristics of various rivers in the country. Also, assistance is given to convene 2 project meetings and perform 8 site surveys of major rivers. Site surveys are conducted in conjunction with related departments, and division of labor before and after the flood season is performed according to each department’s responsibilities through the meeting platform, with various preventive methods and various control schedules implemented in fugitive dust-prone locations to review the effectiveness of the riverbed fugitive dust control and improvement initiatives. Inter-ministerial collaboration is pushed forward through the action plans, whereby the Water Resources Agency and Forestry Bureau of the Council of Agriculture have kept working on improvement of riverbed bare land in various rivers, as well as plantation and cultivation of conservation forests every year. In 2021, improvement on a total area of 4,417 hectares was made for various rivers by means of vegetative cover, water cover, and other covers (e.g., crop cover, xanthan gum, etc.). By analyzing the concentrations of suspended particulates in past riverbed fugitive dust incidents and the historical meteorological data, a fugitive dust forecast mechanism is established on the basis of professional meteorological data and such judgment factors as the season, meteorological condition, etc. Fugitive dust forecasting work (7-day, 3-day, and 1-day) is undertaken for Zhuoshui River, Gaoping River, and Beinan River during the fugitive dust-prone periods based on the rivers’ characteristics and seasonal change. Number of fugitive dust incident days at all rivers gradually declined since 2017, from 75 incidents in 2017 to 7 in 2021 representing a 92% decrease, and of the 7 incidents in 2021, 6 occurred in Zhuoshui River and 1 in Beinan River, none in other rivers. In 2022, 6 riverbed fugitive dust incidents have occurred by the end of September, 1 in Zhuoshui River and 5 in Gaoping River, meaning that greater effort has to be put into fugitive dust control of Gaoping River.
