新竹縣-110年度新竹縣水污染源稽查與水污費徵收查核計畫

中文摘要 新竹縣轄內河川計有三大流域(頭前溪流域、鳳山溪流域及新豐溪流域),於中部山脈發跡後向西貫穿轄內腹地,途中匯集轄內生活污水、事業廢水及畜牧廢水等,至下游沖積平原後出海。近年因縣治及工商業快速發展,人為活動所造成之環境負荷加劇,亦導致河川污染情事日亦遽增。 為掌握新竹縣河川流域水質變化,改善河川水體污染排放情形,新竹縣政府環境保護局遂公開甄選技術顧問機構辦理「110年度新竹縣水污染源稽查與水污費徵收查核計畫及畜牧廢水氨氮回收推動計畫暨水污染防治許可審查計畫」,除延續以往水污染防治相關管制作業外,並透過列管專案稽查、專家現場輔導機制、設施功能評鑑等方式,提高對事業單位管制力度,促使業者正視廠內廢污水處置問題,杜絕僥倖心態及違法排放情事發生。有關現階段作業(統計期程110年1月1日至110年11月30日止)執行進度摘要說明如下: 一、 河川水質現況-統計109年1~9月河川污染指標(RPI)變化情形 1. 頭前溪流域:110年1~10月河川污染指標(RPI)平均值為1.1,與109年持平;RPI未稍受污染比例為95.8%,水體分類四項水質項目達成率為90.3%,水體六項重金屬達成率為100%。 2. 鳳山溪流域:110年1~10月河川污染指標(RPI)平均值為2.0,與109年持平;RPI未稍受污染比例為72.0%,水體分類四項水質項目達成率為24.0%,水體六項重金屬達成率為100%。 3. 新豐溪流域:110年1~10月河川污染指標(RPI)平均值為4.0,與109年持平;RPI未稍受污染比例為18.3%,水體分類四項水質項目達成率為6.7%,水體六項重金屬達成率為50.0%。 二、 列管水污染源稽查管制 1. 執行新竹工業區稽查專案36家次、茄苳溪流域稽查專案44家次,頭前溪流域稽查專案26家次、生活污水削減專案41家次、民眾陳情專案50家次、列管事業特殊項目檢測專案10家次及RATA稽查專案等,合計207家次;共計執行水質檢測124家次。 2. 執行一般性稽查334家次,包括一般性現場稽查作業,其中包括一般事業145件(占43.4%)、營建工地113件(占33.8%)、公共及社區下水道76件(占22.8%)等;共計執行水質檢測27家次,其中7家次檢測結果超標;另外,事業單位常見現場查核缺失包括水電錶紀錄未確實(占8.4%)、槽體或管線標示不清(占6.6%)、現場人員不熟悉狀況(6.0占%)、污泥貯存區髒亂且遮蔽不足(占5.4%)、專用放流口告示牌不清楚或位置不明顯(占5.1%)、現場與許可證登載資料不符(占2.7%)等。 3. 已執行畜牧業稽查作業201家次,水質檢測57家次,不合格13家次(不合格率22.8%);另外,現場稽查常見缺失包括紅泥塑膠皮破損未修補或曝氣量不足、專用放流口告示牌不清楚或位置不明顯、缺漏水、水電抄表記錄等問題。 4. 聘請專家學者協助完成10家次許可證現場,共計查獲10家許可現場與許可登載文件不符,均已發文要求事業單位提送許可變更。主要缺失包括管線廢水流向、槽體及藥劑等未標示、操作參數及機具等;10家事業單位均於110年11月30日前提送許可變更文件,目前辦理審查中。 三、 關鍵測站流域重點管制 新豐溪流域內列管之事業合計244家,包括一般事業81家、畜牧業59家、營建工地79家及社區下水道25家等,合計核准放流水量為85,574.8CMD;其中,新竹工業區服務中心之核准放流水量高達49,175CMD,為新豐溪(茄苳溪支流)水體主要注入來源,占整體新豐溪流域總水量之57.5%。另外,依110年關鍵測站削減計畫內容,已將山崎橋測站之水質改善作為評分依據。 1. 截至110年11月底,新竹工業區放流口與雨水口共執行11次日、夜間採樣作業,放流口BOD平均濃度為9.5mg/L,NH3-N平均濃度為11.3mg/L;雨水口採樣分析結果,RD03於3月有pH值超標之情況,其餘均符合放流水標準。 2. 已辦理1場次氨氮排放自主削減說明會,並辦理2場次氨氮排放減量專家學者現場輔導,以提高事業單位主動改善之意願。 3. 已辦理1場次重金屬排放自主削減說明會,並辦理2場次重金屬排放減量專家學者現場輔導,以提高事業單位主動改善之意願。 4. 關鍵測站(山崎橋測站)周邊之列管事業(新竹工業區污水廠及竹九自辦農村社區土地重劃區社區)已執行8家次稽查及採樣作業,其中竹九社區之氨氮檢測結果偏高,後續將持續輔導改善及追蹤。 5. 茄苳溪流域列管含銅事業共執行12家次稽查及採樣作業,檢測結果均符合放流水標準。 四、 辦理事業廢(污)水處理設備功能評鑑 1. 針對「新竹工業區污水廠」及「偉全實業股份有限公司新竹廠」等2家作為本年度執行對象,經採樣分析及專家委員現場查核結果,「新竹工業區污水廠」之實際檢測效率低於許可核准效率,且許可文件內容有部分誤植;該事業已依專家委員建議內容於110年11月30日前辦理許可證內容變更及改善,目前辦理審查中,後續將持續追蹤現場改善結果。 2. 「偉全實業股份有限公司新竹廠」雖實際檢測效率高於許可核准效率,惟現場實際狀況與許可證內容多有出入;該事業已依專家委員建議內容於110年11月30日前辦理許可證內容變更及改善,目前辦理審查中,後續將持續追蹤現場改善結果。 五、 水質自動監測(視)及連線傳輸系統查核 1. 每日進行自動連續監測設施連線系統查核(10家),查核結果連線有效數比率均達90%以上。 2. 已完成竹北市水資源回收中心及竹東鎮水資源回收中心等2家次RATA功能測試作業,查核結果符合規範。 六、 水污染防治費徵收之管理、查核及催繳等相關工作 1. 已完成11001期水污費申報及催補繳作業,應申報家數為353家,完成申報家數為353家,申報完成率為100%,總計徵收水污費6,513,543元;已完成11002期水污費申報及催補繳作業,應申報家數為349家,完成申報家數為324家,申報完成率為92.8%,總計徵收水污費8,308,849元。 2. 已完成25家環保署水污費勾稽異常名單現場查核。 七、 水污染防治許可相關管理業務 1. 統計許可審查案件依其申請類別分析,共計受理審查件數212件,包含水污染防治措施計畫66件、排放地面水體許可文件49件、貯留許可文件16件及簡易排放許可文件81件,截至110年11月底止,已完成審查88件、同意試車12件、限期補正12件及仍在審查中12件。 2. 受理營建工地逕流廢水削減計畫申請共104件(新申請102件及變更2件),彙整統計目前已完成審查100件(含109年申請案件)、通知補正1件及審查中3件;另外,透過現場稽查及空污資料比對方式確認水污染管制系統已完工之工地名單,共計解除列管272件營建逕流廢水管理計畫。 八、 畜牧糞尿沼液沼渣及相關推動事宜 1. 已完成11家沼渣沼液農地肥分使用計畫書撰寫,並於110年6月10日及110年9月6日發文置環保局核備;本年度輔導11家畜牧業糞尿資源化總核准施灌農地面積達1.7913公頃,總施灌量為18,710.8公噸/年(相當於台肥五號240包)。 2. 分別針對農民及畜牧業者召開1場次畜牧糞尿沼液沼渣肥份再利用說明會,並調查雙方合作意願,作為後續媒合作業之基礎。 九、 水環境巡守隊經營作業 1. 於110年4月7日召開1場次水環境巡守隊招募會議,並且新增北崙水環境巡守隊及關西巡守隊兩支隊伍;另外,本年度亦協助未運作或運作較差之隊伍辦理退場。 2. 已針對各隊物資需求進行調查及設備發放作業,並且完成巡守隊成員之保險作業(215人);於110年4月7日辦理1場次水質採樣及檢測教育訓練會議。 十、 辦理河面垃圾攔除作業 1. 執行50次河面垃圾攔除作業(共計運用358人次),合計清除一般垃圾2,460.9公斤,寶特瓶26.9公斤,鐵鋁罐14.0公斤,玻璃瓶277.0公斤,其中以一般垃圾所占比例最高,達88.3%,組成大多以生活垃圾及枯木枝為主。 2. 依據河面垃圾攔除作業佈點規劃,每月執行8場次(每次1~2人)進行水域環境巡檢作業,並協助調查新豐溪流域環境調查及廢棄物分布情形並詳實紀錄,藉以提供每月水體垃圾攔除作業執行參考依據。截至110年11月30日止,共計執行215次巡檢作業。

Hsinchu County-110 Annual Hsinchu County Water Pollution Source Inspection and Water Pollution Fee Collection Review Plan

英文摘要 There are three major river basins in Hsinchu County (Touqian River Basin, Fengshan River Basin and Xinfeng River Basin), which start from the central mountain range and run westward through the hinterland of the jurisdiction, collecting domestic sewage, industrial wastewater and animal husbandry wastewater on the way , to the downstream alluvial plain and then to the sea. In recent years, due to the rapid development of county government and industry and commerce, the environmental load caused by human activities has intensified, which has also led to a sharp increase in river pollution incidents. In order to understand the changes in water quality in the river basins of Hsinchu County and improve the discharge of river water pollution, the Environmental Protection Bureau of the Hsinchu County Government publicly selected technical consultants to handle the "110-year Hsinchu County Water Pollution Source Inspection and Water Sewage Fee Collection Review Plan and Animal Husbandry Wastewater Ammonia Nitrogen Recovery" The Promotion Plan and Water Pollution Prevention and Control Permit Examination Plan", in addition to continuing the previous control operations related to water pollution prevention and control, and through the management of special inspections, expert on-site counseling mechanisms, and facility function evaluations, etc., strengthen the control of public institutions. A summary of the implementation progress of the current operations (statistical period from January 1, 2011 to November 30, 2011) is as follows: 1. Scheduled inspection and control of water pollution sources 1. Execute 36 inspections of Hsinchu Industrial Zone, 44 inspections of Qielong River Basin, 26 inspections of Tauqian River Basin, 41 domestic sewage reduction projects, 50 complaints from the public, and special management projects There were 10 project testing projects and RATA auditing projects, totaling 207 times; a total of 124 water quality tests were carried out. 2. Handle functional evaluation of industrial waste (sewage) water treatment equipment 1. For the "Hsinchu Industrial Zone Sewage Plant" and "Wei Chuan Industrial Co., Ltd. Water quality automatic monitoring (visual) and connection transmission system check 1.
