本署列管涉空氣污染物排放環評開發案環評監督查核計畫
| 中文摘要 | 本計畫主要目的為協助環保署監督查核所列管涉空氣污染物排放環評開發案環評監督查核作業，透過逐項查核開發單位對於環境影響評估書件及審查結論中涉及空氣污染物排放相關承諾之執行情形，並協助檢視空氣污染物排放量、污染源範疇、溫室氣體排放量等是否符合環評承諾，於現地監督作業前與相關單位進行監督重點簡報說明，且於現地查核後彙整監督查核意見及開發單位回覆內容。 本計畫去年度已針對空氣污染物排放量較大之大型石化工業，包含桃園煉油廠、大林煉油廠、林園石化廠及六輕工業區等進行查核作業，本年度查核目標為以下各電廠及六輕工業區，包括：大林發電廠、和平發電廠、星元發電廠、南部發電廠、彰濱發電廠、六輕工業區、大潭發電廠、林口發電廠、通霄發電廠、嘉惠發電廠、海湖發電廠等。 本年度所查核之案件中有關空氣污染物排放量及排放濃度皆可符合環評承諾。另外，環評申報表中所填報之審查結論及環保對策中涉及空氣污染物排放承諾執行情形有缺漏者，於現地監督查核後開發單位均依據查核意見補充說明。 另於本計畫執行期間，辦理環境交流研討會及環評監督實務研習會各一場次，增進與會者相關知能，進而能在後續的環評業務工作中提升工作效能。 | ||

Environmental Impact Assessment Supervision and Inspection of Listed Cases Involving Air Pollutant Emissions
| 英文摘要 | The main purpose of this project is to assist the Environmental Protection Agency in supervising and inspecting the environmental impact assessment of the listed development cases involving air pollutant emissions. Whether the development units meet the commitments are examined by investigating the development unit’s commitment reviews related to air pollutant emissions in the environmental impact assessment documents and reviewing air pollutant emissions, pollution source categories, greenhouse gas emissions. Prior to on-site supervision operations, briefings on the key points of supervision were conducted with relevant units. After on-site inspections, the supervisory inspection opinions and the content of the development unit’s replies were assembled. In the last year, this project contained the inspections for large petrochemical industries with large air pollutant emissions, including Taoyuan Refinery, Dalin Oil Refinery, Linyuan Petrochemical Plant and the Sixth Naphtha Cracker Industrial Zone. The inspection targets for this year include Dalin Power Plant, Heping Power Plant, Xingyuan Power Plant, Nanbu Power Plant, Zhangbin Power Plant, the Sixth Naphtha Cracker Industrial Zone, Datan Power Plant, Linkou Power Plant, Tongxiao Power Plant, Jiahui Power Plant, Haihu Power Plant, etc. The air pollutant emissions and emission concentrations of cases reviewed this year meet the environmental impact assessment commitments. Supplementary explanations based on the review opinions are provided by the development units which commitments were inadequate previously after the on-site supervision and inspection. In addition, during the implementation of this project, environmental seminars and environmental impact assessment supervision practice seminars were held to enhance the relevant knowledge and skills of participants, and further improve work efficiency in the subsequent environmental assessment work. | ||
