110年度臺南市空氣品質惡化應變管制計畫

中文摘要 (一)空氣品質現況:1.近年(106年~111年5月)之空氣品質指標(AQI>100)比例變化趨勢為由北往南遞增,指標污染物以細懸浮微粒及臭氧八小時為主,六都中臺南市為不良率為第二高,此與南二都地理位置均位於台灣下風處,長期受到盛行風向所帶來之污染物及累積影響有關。2.臺南市於110年不良率略高於109年,為歷年第二低,主因為110年第1季整體氣象環境改變,使得境外影響機率增加,且環境擴散條件變差,造成污染物易向下風處累積,加上各大產業產能提升,尤其以製造業成長幅度最大,本市相關產業應也同時成長,故110年第1季空品惡化主要為氣象因素與境外污染影響等因素造成不良率顯著上升;111年1~5月空品(AQI>100)不良比例全國為8.38%,臺南市為5.8%,指標污染物以PM2.5為主。 (二)空氣品質不良執行污染源應變減量作業:1.建置轄內應列管名單應變通報機制,配合空品不良期間進行執行通報作業,於計畫執行期間空品不良達惡化預警二級等級以上共計93天次,並依據當日不良測站、指標污染物指定應變查核區域,本計畫共巡查295家公私場所,其中27家有缺失情況,查核結果以污染防制設備未依規定操作佔87.0%,其次為污染防制設備紀錄表未確實記錄佔10.0%,製程污染源未依規定操作佔3%。臺南市此段期間共計減量TSP削減446.2公噸、PM10削減186.9公噸、PM2.5削減37公噸。2.配合參與雲嘉南相關會議及環保署空品不良季節空氣污染跨區合作預防應變小組相關會議,共計參與14次應變小組會議及配合完成6次聯合稽查作業。 (三)於空品不良期間執行重大污染源檢測與污染源追蹤及判定:本計畫協助環保局執行重大污染源檢測,共計告發5件裁罰金額403萬元:執行公私場所設備元件揮發性有機氣體稽查檢測,共完成8,000點次設備元件檢測,測得39點次達法規標準之洩漏定義,3家公私場所依法告發處分,共裁罰378萬元;執行UAV空拍巡查作業查獲1處營建工地嚴重缺失依法告發,裁罰15萬元;執行VOC管道防制設備效率驗證檢測作業,其中1家防制設備效率未達排放標準依法告法處分,裁罰10萬元。 (四)強化各層面之空品惡化期間宣導工作:1.即時監控空氣品質監測資料,並協助機關發布即時性之新聞資訊及啟動應變作為,共完成刊登環保新聞8則。2.協助於臺南市政府環保局FB粉絲團等社群媒體,發布空污防制成果、空氣品質科普知識及空氣品質嚴重惡化提醒等貼文資訊,共計發布43則空品訊息臉書發布。 (五)其他協助事項:1.配合參與雲嘉南相關會議及環保署空品不良季節空氣污染跨區合作預防應變小組相關會議,共計參與18次應變小組會議及配合完成6次聯合稽查作業。2.配合參與111年度臺南市毒性化學物質災害防救演習,針對演習需求提供相關協助(監控下風處微型感測器數據變化繪製動畫、災防告警細胞廣播服務(CBS)發布告警訊息等),共計參與12次災害防救演習相關會議。

Environmental Protection Burean of Tainan City Government Abstract od the Result of the Project

英文摘要 1. Air Quality Status and Analysis:(1) In the recent years(2017~2022), the rate of poor air quality (AQI>100) in Taiwan was increased from north to south, and the main pollutants were particulate matter and ozone. Kaohsiung and Tainan’s rate of poor air quality were the top 1 and top 2 in six municipalities because of their geographically location in the downwind of Taiwan. (2) The rate of poor air quality (AQI>100) 2021 in Tainan was higher at the same time last year . First quarter in 2021 of deteriorating air quality event were mainly attributable to the impact of meteorology and other emissions , leading to air pollution accumulation around the west of Taiwan , in addition to economic recovery had been further aggravated the situation. The rate of poor air quality (AQI>100) from January to May of 2022 , Taiwan was 8.38% and Tainan was 5.8% , major air pollution were PM2.5 . 2. Emergency Management of Poor Air Quality:(1) In order to reduce air pollution, we had established emergency management mechanism of poor air quality, including announcement and inspection relevant industry. During the execution of the plan, we executed emergency management for 92 days due to deterioration warning level two. According different condition which including wind direction, pollution and warning area, we had inspected 292 factories in total and find out 27 factories’ violations. The violations had 87.0% of control equipment had not operating as required , 10.0% of data recording issue and 3.0% of operating without obtaining an operating permit. According to statistics, the total reduction of TSP was reduced 446.2 metric tons, PM10 reduced 186.9 metric tons, PM2.5 reduced 37 metric tons.(2) Cooperate in participating in Yunjianan related meetings and related meetings of the Environmental Protection Administration's cross-regional cooperation prevention team for air pollution in poor air quality seasons. We participated in 14 meetings and completed 6 joint inspections in total. 3. Pollution source tracking and detection:(1) Executed infrared gas imaging camera detection 10 times for detecting high pollution emission potential factory leak. The result indicated that there had 3 sites leak of 10 industries factories . and had been improved in limit of time.(2) Volatile organic gas inspection and testing for equipment components had been executed for 8,000 points, which including 1,340 points(16.75%) for difficult detection and 39 difficult detection points exceeding emission standard in different 3 industry with accumulated fines reaching NT$3,780,000.The failure rate for normal and difficult points was 0.51% and 0.37%. In addition, infrared gas imaging camera detection had been executed for 16 days for cooperating with volatile organic gas inspection.(3) Executed UAV(unmanned aerial vehicle) missions 10 times, which including 8 times inspection for field burning and construction site , with accumulated fines reaching NT$150,000. 2 times monitoring for industrial area. In monitoring missions, UAV, which carried air box, had detected relatively high value of PM2.5 and PM10 in a part area of Bao'an Industrial Area at morning.(4) Executed 2 factories of 4 pipe times of volatile organic compound (THC) inspection were completed for the emission pipelines , with accumulated fines reaching NT$100,000. 4. Strengthen the advocacy work during the deterioration of air quality:(1) Executed Real-time monitoring of air quality monitoring data, and assisted to post news information and initiating response actions. A total of 8 environmental news have been published.(2)Assisted to publish air pollution control results, air quality science knowledge and air quality serious deterioration reminders on Facebook. A total of 43 air quality messages had been published on Facebook.
