After the discovery of soil or groundwater pollution, in practice, there may be other reasons for obstruction or suspension of remediation work at the polluted sites. Through the intervention and assistance of the legal profession, the Project provides a complete legal analysis service for polluted sites, so as to accelerate the improvement of stagnant sites. The main achievements of the Team are as follows:
1. Reviewed the status of the two cases that the Soil Pollution and Groundwater Pollution Remediation Fund is expected to support, and put forward suggestions on scheduling and facilitating operations;
2. Collected historical information and background facts on 52 sites that should be accelerated for improvement;
3. A comprehensive review of the status of 52 sites requiring accelerated improvement;
4. Completed clarification of 52 sites that should be accelerated for improvement;
5. Attended one supplementary investigation meeting and assisted in clarifying the additional investigation directions and evidence of 52 sites that should be accelerated for improvement;
6. Identified the order of subsequent improvements to be accelerated at 52 sites under the Project, and completed 52 full legal opinions, and 2 proposal for a legislative amendments;
7. Continue to provide the Environmental Protection Department and competent municipal and county (city) authorities related letters, suggestions, and legal advisory services;
8. Assisted county and municipal governments in handling preservation procedures or enforcement procedures according to the location and method designated by the Environmental Protection Department, and completed 4 liquidation plans; and
9. Absorbed the expenses of experts and scholars who consulted the implementation status and work content of the Project before each audit.
