110年亞太地區汞監測網及環境監測技術聯合中心專案工作計畫

中文摘要 汞是全球性污染物,經由大氣長程傳輸到達全球各地,透過大氣乾、濕沈降回地表,進入水域生態系統,可被微生物轉化成高毒性的甲基汞,然後藉由食物鏈生物累積與生物放大作用,在某些魚類體內累積至高濃度,再經由攝食危害人體健康。要緩解此「全球汞污染」問題,必須經由國際合作,釐清大氣汞排放、長程傳輸、物理與化學轉化、沈降、排放源與受體關係等機制,據以評估「水俣汞公約」實行成效,動態調整策略,以保護人體健康和環境免受汞及其化合物的危害。雖然已知東亞、東南亞與南亞是全球最主要人為大氣汞排放源區,但東南亞及南亞國家普遍缺乏量測大氣汞及汞濕沈降所需之超微量採樣與分析技術,成為大氣汞監測的空白區。本研究計畫目標如下:(1)協助本署辦理大氣汞相關國際合作活動、(2)賡續運作環境監測技術聯合中心、(3)賡續運作亞太地區大氣汞監測教育訓練平臺,提供環境監測技術諮詢及相關訓練,協助夥伴國家提升環境監測能量 主要工作為協助我國環保署與美國環保署(USEPA)及美國大氣沈降計畫(National Atmospheric Deposition Program, NADP)共同合作,在既有環保技術合作架構上,以「環境監測技術聯合中心」做為區域技術中心,持續運作「亞太地區汞監測網」,拓展區域大氣汞監測活動;協助分析亞太地區國家大氣汞樣品,並強化QA/QC作業;施行人員教育訓練,協助亞太地區國家建立汞超微量採樣與分析能力,提昇監測能量;促進大氣汞監測多邊合作,推動監測資料交換與分享;進而研析亞太地區大氣汞分布特徵、變化及影響。 本期成果包括:(1) 與環保署、USEPA及NADP視訊會議討論本年度APMMN活動及發展規劃;(2)台日濕沈降採樣器平行比對實驗延續1年;(3)辦理第十屆亞太地區汞監測網年會;(4)參加MOEJ Mercury Monitoring Workshop for Establishing a Multi-media Mercury Monitoring Network in Asia-Pacific視訊會議;(5)參加NADP MELD Mercury Measurement Workshop視訊會議;(6)參加2021 NADP Spring Meeting;(7)參加2021 NADP Fall Meeting and Scientific Symposium;(8)協助代繳109年與110年AMNet會員年費及協助簽署合作協議;(9)完成汞濕沈降採樣器平行比對樣本分析165件;(10)完成APMMN夥伴國樣本分析266件,包含209個濕沈降樣本與57個品保樣本 ;(11)維護更新亞太地區汞監測網網頁;(12)提交被動式大氣汞採樣應用規劃書;(13)完成被動式大氣汞採樣與分析72組;(14)蒐集國際新進汞監測技術資訊;(15)彙整全球與亞太地區大氣汞監測資料,研析亞太地區大氣汞分布特徵與變化;(16)評估亞太地區大氣汞輸出對我國的影響;(17)協助夥伴國家操作維護汞濕沈降採樣測站。

英文摘要 Mercury (Hg) is a global pollutant, which is distributed worldwide due to atmospheric long-range transport. Via dry and wet atmospheric deposition, Hg enters aquatic ecosystems, where it could be transformed to highly toxic methylmercury (MeHg) by microorganisms. MeHg can be bioaccumulated and biomagnified through food chain to higher concentrations in some fish that could be hazardous to human health through consumption. Although East, Southeast and South Asia are major emission source regions of Hg to the atmosphere, the ultra-trace level sampling and analytical techniques required for quantifying atmospheric Hg concentrations and fluxes are lacking in many countries, making Southeast and South Asia a blank area of atmospheric Hg monitoring. Therefore, this project is aimed to ameliorate this situation with following objectives: (1) assisting Taiwan EPA to organize international activities to promote collaboration in mercury monitoring; (2) continuing operation of the Center for Environmental Monitoring and Technology; (3) continuing operation of the atmospheric Hg monitoring education and training platform of the Asia-Pacific region; providing consultation and training in environmental monitoring techniques; assisting APMMN partner countries in environmental monitoring capacity enhancement. Based on the existing foundation in bilateral environmental protection collaboration, we assisted the Environmental Protection Administration of Taiwan to work with US Environmental Protection Agency (USEPA) and National Atmospheric Deposition Program (NADP) on the following tasks: making Center for Environmental Monitoring and Technology the regional technical center; continuing operation of the APMMN and expanding regional atmospheric Hg monitoring activities; assisting regional countries in Hg analysis of atmospheric samples and strengthening the QA/QC procedures; providing personnel training and assisting regional countries in capacity building in ultra-trace level Hg sampling and analysis to enhance monitoring capacity; promoting multilateral cooperation in atmospheric Hg monitoring, and information exchange and data sharing; studying the distribution characteristics, variation, and influence of regional atmospheric Hg. Major results of this research include:(1) Discussion of annual APMMN activities and developing plan with Taiwan EPA, US EPA and NADP; (2) Extension of Taiwan-Japan mercury wet deposition sampler inter-comparison study for another year; (3) Organized and hosted the 10th Annual Asia-Pacific Mercury Monitoring Network Partners Meeting Virtual Workshop; (4) Attended the MOEJ Mercury Monitoring Workshop for Establishing a Multi-media Mercury Monitoring Network in Asia-Pacific virtual meeting; (5) Attended the NADP MELD Mercury Measurement Workshop virtual meeting; (6) Attended the 2021 NADP Spring meeting; (7) Attended the 2021 NADP Fall Meeting and Scientific Symposium; (8) Assisting with the payment of the 2020 and 2021 AMNet annual fees and the signing of the cooperative agreement; (9) Hg analyses of 165 wet deposition sampler comparison samples; (10) Hg analyses of 266 samples from APMMN partners, including 209 wet deposition samples and 57 quality assurance samples; (11) Maintenance and update of the APMMN website; (12) Submitted the proposal for the application strategy of passive air samplers for Hg; (13) Completed the sampling and analysis of 72 passive air samples for Hg; (14) Collected information about new mercury monitoring techniques; (15) Collection and compilation of Asia-Pacific region and worldwide atmospheric mercury monitoring information. Studying the characteristics and variation in atmospheric mercury distribution in Asia-Pacific region; (16) Assessment of the impact of Asia-Pacific mercury outflow to Taiwan; (17) Assisting partner countries in the operation and maintenance of wet Hg deposition sampling stations.
