110年國家永續發展事務及成效推廣專案工作計畫

中文摘要 永續發展蔚為普世價值,全球莫不積極投入推動,我國於「臺灣永續發展目標」提出後,永續發展推動進程邁入下一階段,110年度除延續先前國內推動與國際合作等參與能量,更在國內永續發展推動方面,檢視我國2019年之永續發展目標階段性推動成效,以及2020年永續發展目標年度檢討報告;在公眾參與及溝通方面,著重深化公眾對「臺灣永續發展目標」及永續發展相關事務之認知,並鼓勵參與,此外,亦促進各機關在永續發展目標之參與努力,包括中央政府機關與地方政府之自願參與,藉以確保機關發展方向與國家政策一致。本計畫以「臺灣永續發展目標」之推廣與宣導工作之主要執行成果作為主要核心,然其中永續獎業務因於本年5月COVID-19疫情嚴峻,決議暫停執行,經與環保署進行契約變更及調整部分工作時程,於本年9月24日及10月15日辦理二次計畫變更,其中與永續發展獎有關工作項目全數取消,原永續發展宣導推動素材製作與宣導仍維持原工作項目,但小幅調整宣導對象,又因應未來永續會之會議需求,新增加2場次會議辦理工作。本年度執行成果如下: (一)協助辦理6場次永續會相關會議:本年度分別於110年4月16日、4月20日、4月30日,及5月4日召開第49次至第52次工作會議,另於8月30日召開第33次委員會議,達成既定工作目標。 (二)優化永續會全球資訊網站,整合知識分享平台成為單一入口:本年度將4個入口各異的網站進行整合以增加民眾瀏覽方便,以設計較活潑且直觀瀏覽之T-SDGs知識分享網站為入口,整合永續會網站、指標系統網站於其中,然國家永續獎報名網站,僅係因應國家永續發展獎無紙化報名之期間性開放的功能網站,仍維持獨立系統。 (三)編印本年度「臺灣永續發展目標年度總檢討報告」及「國家永續發展年報」各1冊:「2020臺灣永續發展目標年度檢討報告」在報告初稿編製成冊後,另送交行政院永續發展委員會24位民間委員審查,再分別寄送各核心目標主政機關進行年度檢討報告的修正。最後經秘書處確認修正內容後完成定稿編排送印;「109年國家永續發展年報」初稿因應永續會秘書處幕僚作業在8月時由環保署改為由國家發展委員會兼辦,於9月將環保署已審閱之年報資料移交給國發會,經國發會審閱後,修改為中、英文版分開,並重新設計各版封面及排版,已於11月完成中、英文版年報之紙本200本、光碟片150片,並完成寄送給永續會委員以及各政府機關。 (四)每週2次更新國際永續發展最新資訊,並提供專題研析3則:本計畫國內情資蒐集總數為1,013則。分析國內官方情資對應臺灣永續發展目標之情形可知,下半年熱門議題在SDG 6 (293則)、SDG 7 (239則)、SDG 8 (176則)、SDG 11 (268則)、SDG 12 (204則)、SDG 13 (241則)與SDG 17 (264則)等,顯示我國政府針對永續政策發展在環境品質、綠色經濟、能源轉型、永續城鄉發展、循環經濟、氣候變遷、國際合作與健康與福祉面向,也有較多資訊公開的新聞;國際情資蒐集總數為150則。2021年全球永續發展主要關注焦點包含:SDG 6 (39則)、SDG 8 (38則)、SDG 12 (43則)、SDG 13 (69則),與SDG 15 (41則)顯示環境議題、循環經濟、經濟復甦、生態保育與氣候變遷為重要議題;最後,透過上面國內外資料蒐集,綜整國際重要永續發展情勢,據以提出3項專題報告包括:國際淨零排放政策趨勢、碳定價國際發展情形及COP26對臺灣因應氣候變遷法規之影響等。 (五)完成台灣永續發展目標多元媒體宣導與推廣,包括亮點影音與網紅影片之製作與推播、平面雜誌及電視訪談節目專訪與播送、文宣圖檔素材及文創宣導品之製作與刊登,實際觸及5,800萬人次以上。 展望未來,本研究就上述五項結論,提出以下精進方向: (一)落實永續會分層治理功能,強化公眾參與,並透過各項會議、推廣活動、研究專題等,支持我國永續發展政策精進。 (二)最佳化永續會網站,並建立私部門永續發展新聞匯入機制。 (三)精進「臺灣永續發展目標年度檢討報告」,納入滾動式檢討機制;加強「國家永續發展年報」內涵,展現公、私部門永續發展成果。 (四)持續蒐研國際永續發展資訊,掌握永續發展趨勢脈動。 (五)建構後續推廣及宣導策略: 1.短期,以受眾易於接納的媒體宣導模式,搭配新興媒體進行互動式推廣,普及宣傳廣度,例如持續以KOL(Key Opinion Leader, KOL)帶動議題行銷,搭配電視或座談類電視節目等工具。 2.中期,應規劃分眾精準溝通,並以社群力量帶動指標性參與,如設計永續發展主題季,擴大民眾、機關、學校、企業團體參與。 3.長期,以投入國際性行動,舉辦或參與國際永續發展合作機制為願景,整體永續會18個工作分組共同推動,以擴大媒體宣導力度。

Promotion on 2021 National Sustainable Development Affairs and Effectiveness

英文摘要 Sustainable development is the global value, and the world is actively involved in the promotion. After the "Taiwan Sustainable Development Goal" was proposed, the promotion of sustainable development has proceeded to the next step. Based on previous efforts of implements included the domestic promotion and the international cooperation etc., it’s time to check the effectiveness of Taiwan’s annual sustainable development goals in 2021 and to review each phase of the promotion effectiveness during 2020; this project reviews the fruity results in annual enforcement of T-SDGs, and focuses on deepening the public's understanding and participation in T-SDGs and sustainable-development-related affairs to engage public participation and communication. In addition, this project also strengthens the role of agencies and institutions such as central ministries and local governments by facilitating voluntary review actions. It will ensure that the development goals of the agency agencies and institutions are consistent with T-SDGs, guide more participation as well. However, the Annual National Sustainable Development Awards was suspended due to the severe COVID-19 epidemic this year. Accordingly, the project contract with the Environmental Protection Agency was changed and adjusted the part of the task schedule on September 24 and October 15 this year. The second edition contact provided that all of the items related to the National Sustainable Development Award is cancelled and maintains the part of sustainable development propaganda materials production and promotion, but there is slightly adjustment about the target of the promotion. Besides that, the two meetings handling listed on the work items in response to meet the needs of the discussions. The implementation results of this year are as follows: 1.Assist in handling 6 sessions of the NCSD meetings: in 2021, the 49th to 52nd working meetings were held on April 16, April 20, April 30, and May 4, furthermore, the 33rd committee meeting was held on August 30 to reach fixed work goals. 2.Optimize the global information website of the Sustainability Association and integrate the knowledge sharing platform into a single portal: This year, 4 websites with different entrances will be integrated to increase the convenience of browsing for people. The T-SDGs knowledge sharing website is intuitively designed to browse. The website of the NCSD and the index system website are integrated into it. However, the National Sustainable Development Award registration website is only a functional website that is open for a period of time in response to the paperless registration of the National Sustainable Development Award, and remains an independent system. 3.Compile and print each 1 volume of "Taiwan Sustainable Development Goals Annual General Review Report" and "National Sustainable Development Annual Report" this year: After the "2020 Taiwan Sustainable Development Goals Annual Review Report" is compiled into a booklet, it will be sent to the 24 private members of the Executive Yuan's Sustainable Development Committee for review, and then sent to each core target governing authority to revise the annual review report. Finally, after the secretariat confirmed the revised content, the finalized version was compiled and sent for printing; the first draft of the "109 National Sustainable Development Annual Report" was changed from the Environmental Protection Agency to the National Development Council in August in response to the work of the secretariat of the NCSD. The annual report that has been reviewed by the Environmental Protection Agency was transferred to the National Development Council in September. After the review by the National Development Council, it was revised into the Chinese and English 2 kinds of the editions, and the cover and layout of each edition were redesigned. Both the Chinese and English editions of the annual report 200 copies of paper, 150 discs were completed in November, and completely mailed to the members of the NCSD and various government agencies. 4.Update the latest international sustainable development information twice a week, and provide 3 special studies: The total number of domestic news collected for this project is 1,013. To analyze the situation of domestic official sentiments corresponding to Taiwan’s sustainable development goals, we can see that the hot topics in the second half of the year including SDG 6 (293 items), SDG 7 (239 items), SDG 8 (176 items), SDG 11 (268 items), SDG 12 (204 items), SDG 13 (241 items) and SDG 17 (264 items) etc. The result shows that Taiwan sustainable policy development is in terms of environmental quality, green economy, energy transition, sustainable urban and rural development, circular economy, climate change, international cooperation and health and well-being. There is also more news to open government; the total number of international news collections is 150. The main focus of global sustainable development in 2021 includes: SDG 6 (39 items), SDG 8 (38 items), SDG 12 (43 items), SDG 13 (69 items), and SDG 15 (41 items). The analysis shows that environmental issues, circular economy, economic recovery, ecological conservation, and climate change are important topics. Finally, by comprehensively integrating important international sustainable development situations through the above domestic and international data collection, the three special reports were published: “International Net Zero Emission Policy Trends, the International Development of Carbon Pricing and the Impact of COP26 on Taiwan’s Climate Change Laws and Regulations”. 5.Promote “Taiwan Sustainable Development Goals(T-SDGs)” with a multi-media approach, including the production and broadcast of a highlight video and KOL streams, the interview and broadcast of print magazine and TV program, and the production and of creative materials and post on social media. All promotion approaches have reached more than 58 million impressions in total. This project proposes the following directions based on the above five conclusions: 1.Implement the hierarchical governance function of the sustainable society, strengthen public participation, and support the improvement of my country's sustainable development policy through various conferences, promotional activities, research topics, etc. 2.Optimize the website of the NCSD and establish a private sector sustainability news import mechanism. 3.Enhance the "Annual Review Report on Taiwan's Sustainable Development Goals" and include it in the rolling review mechanism; strengthen the connotation of the "National Sustainable Development Annual Report" to show the sustainable development achievements of the public and private sectors. 4.Continue to research and study international sustainable development information to grasp the pulse of sustainable development trends. 5.Proposes follow-up work recommendations: (1)Short-term: use the audience-friendly media promotion model and cooperate with the emerging media for interactive promotion, such as the cause marketing with KOL (Key Opinion Leader, KOL), the TV production albums, or seminars program as well. (2)Mid-term: the project should arrange the precise target by the different audience, and drive the target audience to participate by the community spirit, such as designing a sustainable development theme festival to increase the participation of public, administrative, education and enterprises, and NGOs sectors, and international publicity and propaganda. (3)Long-term: engage in the international action by handling or participating with the vision of sustainable development cooperation mechanism of the country, and implement the work of the NCSD 18 working groups to expand media promotion.
