連江縣110年度土壤及地下水污染調查及查證工作計畫
| 中文摘要 | 110年計畫工作內容包含高污染潛勢場址土壤調查、監測井巡查、維護及監測、地下儲槽漏管功能測試及油氣檢測、儲存設施法規符合度查核、列管場址巡查及法規宣導說明會等工作，年度執行成果摘要條列如下，工作完成率統計如表1，計畫完成除緊急應變措施外契約要求工項，年度無緊急應變措施之案件需辦理，故該項未執行，總完成率以經費統計，因緊急應變措施經費仍有結餘，故總完成率為93.3%。 1.完成高污染潛勢場址土壤調查2場次，東引電廠前方空地重金屬銅、鉻、鉛及TPH超過土壤污染管制標準，以及重金屬砷超過土壤污染監測標準。 2.完成第1~4季共44口次監測井巡查，並完成監測井外觀維護2口次；辦理2口次井況評估後，各完成1口次異物排除及再次完井。 3.完成8口次地下水監測，其中6口次水質超過地下水監測標準。 4.完成地下儲槽漏管功能測試及油氣檢測4站次及地下儲槽系統之現況稽查12站次，地上儲槽系統法規符合度確認及輔導13站次，以及2次地下儲槽網路申報及資料審查。 5.北竿鄉午沙廢棄加油站及莒光鄉田沃西營區，為控制計畫執行階段，各完成12次巡查；另5月新增列管莒光鄉猛沃西營區，亦已完成7次之巡查。 6.完成貯存系統法規宣導說明會1場次，共22人與會了解法規修訂重點及防止污染地下水體設施規定內容。 7.年度無緊急應變措施案件需執行。 8.第一~四季共完成8口次后沃水庫地下水採樣分析，顯示地下水質仍受海水影響。 9.完成連江縣污染場址專家學者業務諮詢暨參訪座談活動1場次共邀請2位專家學者蒞臨指導。 | ||

The Survey of Soil and Groundwater Contamination in Lienchiang County in 2021
| 英文摘要 | For the environmental sustainability, the program has been advanced, which involves: 1) Investigate soil pollution in places with high pollution potential. 2) Groundwater monitoring wells maintenance and groundwater investigation in both dry and wet season. 3) To assist and supervise declaration and facilities improvement of gas stations. 4) Counseling on compliance with laws and regulations for above-ground storage tanks 5) To supervise control sites. 6) The advertisement and education of storage tank regulations. 7) Dealing with emergency cases, and administrative assistances. The plan has been executed from January 1th 2021 to December 20th 2021, and the results of implementation are summarized as follows. A total of two soil surveys of high-pollution potential sites were carried out. Among them, the ‘Cu’, ‘Cr’, ‘Pb’ and TPH in the open space in front of Dongyin Power Plant exceeded the soil pollution control standards, and the ‘As’ exceeded the soil pollution monitoring standards. The task of groundwater monitoring wells inspection was implemented four times this year averagely and there were totally 44 maintenance works finished. The one groundwater monitoring well screens also were completed, and two purges of monitoring well were implemented according to the screen results. In addition, the surveys of 8 monitoring wells were completed. The results showed which 6 times the water quality exceeded the groundwater monitoring standards. In addition, groundwater monitoring was conducted on the Howo Reservoir, showing that the quality of groundwater is still affected by seawater. With respect to the mission of to assist and supervise declaration and facilities improvement of gas stations, the three times of declaration checks, gas stations assistance were completed. In terms of laws enforcements and education, the meetings about storage tank regulations were completed. | ||
