110年度「空氣品質管理發展計畫」

中文摘要 本計畫之目的主要在於協助屏東縣環保局管制各子計畫執行內容、進度與方法,透過計畫的執行協助環保局處理空污相關會議資料,檢討年度空污執行計畫成效與方向,有效整合各計畫力量以達到改善空氣品質之目標,此外,配合現階段環保署推動之涵容總量管制計畫及將推動之總量管制規劃,研擬空氣品質改善方向,規劃短中長程管制目標,提供屏東縣環保局未來執行空氣污染管制之建議方針。本計畫自110年5月5日執行至111年5月4日止,執行成果統計如下表,執行摘要說明如下。 110年屏東縣辦理之空氣品質改善維護計畫共計22項,依計畫類型可區分為固定源、移動源、逸散源、綜合管理及監測與研究地方特性計畫,整體管制工作之架構及管制策略推動係依據屏東縣空氣污染防制計畫訂定(如下圖Ⅰ所示),主要重點包括加強地方特性及重點議題改善、配合環保署規劃推動各項作業。110年協助環保局推動空氣品質改善八大措施,屏東縣創細懸浮微粒濃度15.4 µg/m3,較109年同期降低0.02 µg/m3,為110年西部16縣市中全國唯二PM2.5濃度改善縣市,僅次於新北市。110年空品不良事件日(AQI>100)共有171站日,較109年同期減少27站日,空品不良率15.6%,達歷年最佳。依據110年委託中山大學社科院民意與市場調查中心調查結果,民眾對整體空氣品質感受滿意度,110年達81%較109年再提升4%,空品滿意度突破八成。屏東縣推動空氣品質改善八大措施,包含: 1.夜鷹早鳥再升級—蹲點埋伏及成立學者輔導團,今年由本局空污科、水污科及稽查科針對境內畜牧業蹲點埋伏稽查1,438家次,處分數共178件比109年度全年56件大幅提升218%,另專家學者團現場輔導共執行30場次,110年畜牧業陳情案件共378件,比109年702件減少46%。 2.針對高污染機車淘汰及低污染車輛推廣,110年已汰除1~4期機車22,517輛;電動機車總設籍數達17,602輛,已連續5年為非六都電動機車設籍數最高之縣市。 3.屏南柴油車排煙檢測服務站已於110年8月5日正式啟用,提供更便捷檢測服務,本縣推動柴油車輛自主管理標章110年共核發3,263輛,較109年提升386%。 4.110年成立華僑市場為環保餐飲示範專區,並完成全面裝設餐飲油煙污染防制設備。 5.建置全方位露燃智能監控巡查系統及打造一條龍農業廢棄物妥善處理體系,長期作物(蓮霧)妥善處理率達89%,短期作物(稻米)妥善率達97%,長期作物與短期作物妥善率創歷年新高;110年蓮霧陳情案件共18件較109年36件降低50%,顯示露天燃燒案件趨勢有減少。 6.全國首創民俗意象「金屏安」環保金爐,110年紙錢集中處理量約592公噸較109年集中處量(273公噸)成長2.2倍。 7.推動砂石疏濬專區科技管制防污戰略,CCTV監控發現違規計146件次,較109年同期發現違規降低57%;由鄰近砂石疏濬專區之土庫國小揚塵測站9-12月PM10平均值40.5 µg/m3,較109年同期PM10下降23%;整體道路街塵負荷量降低24%,乾淨度較去年提升24%。 8.成立跨單位道路車行揚塵減量聯合專案小組,整合全縣各單位洗掃機具能量,共同執行街道揚塵洗掃、認養作業,目前提升屏東縣道路A級道路比例乾淨度達94%。 110年1~12月環保署於屏東縣設立之空氣品質監測站,臭氧及細懸浮微粒空氣品質不良站日數為171站日,較109年同時期減少27站日,主要減少以臭氧日數減少62站日、細懸浮微粒日數增加35站日。屏東縣目前空品不良主要以臭氧及細懸浮微粒為主要指標污染物。當空氣品質預報不良時,則依據本縣訂定區域空品惡化防制措施,啟動空氣品質不良通報、查處及回報作業,透過各計畫對重大污染源之掌握及相關污染熱點之查處,並同時要求各污染配合進行減產及提升各項污染防制措施。110年總計共進行173日通報作業,於此些作業中計畫配合管制作業並削減TSP 294.71公噸、SOX 6.08公噸、NOX5.18公噸、NMHC 41.19公噸,整體空氣品質預報不良回報率為98.3 %。 依本年度控管計畫進度、工作重點及執行期程,各計畫作業進度介於50~100 %,總執行平均達96 %,管制成效評析平均為93.1分,空氣污染防制計畫工作目標達成率為99%,統計至12月底懸浮微粒、細懸浮微粒、硫氧化物、氮氧化物為及非甲烷碳氫化合物削減量分別為496.24、265.82、39.45、312.59及269.41公噸已達總規畫目標之100%。而在空氣品質淨化區之推動方面,已完成既有空氣品質淨化區118處次考核作業,並透過淨化區補助、各計畫裸露地植被及種樹宣導管制作業,110年度綠地新設及裸露地改善0.2436公頃。 此外,為加強探討污染成因、評析及提昇管制成效,落實各項空氣污染管制工作、推動區域空氣品質惡化防制措施、加強空氣品質環境負荷資料分析、空氣污染防制計畫撰寫、辦理空氣污染管制工作民眾滿意度調查、配合雲嘉南高屏空品區管制工作推動、空氣品質淨化區推動及低污染運具、加強管制成果展現、綠色路網規劃與推動及空品淨區推動為本年度之努力重點。

2021 PingTung Air Quality Management Plan

英文摘要 The project aims to assist the Environmental Protection Bureau (EPB) of Pingtung County Government to administer the various programs scheme, subjects and methods. By reviewing what projects have been finished over time to assist the EPB in dealing with Air Pollution agendas and implementing the plan. So that to achieve the goal of improving air quality by effectively integrating the power of various projects. In addition, in line with the current capacity control plan and the total control plan promoted by the National Environmental Protection Agency, the air quality improvement should again be aligned with our schedule including long-term, mid-term, or short-term goal as a proposition in the control of the air quality in the future. The duration of the project is from May 5, 2021 to May 4, 2022. The executive summary of implementation is as follows. In 2021, there are 22 projects of improving air quality conducted by Pingtung County. The pollution sources can be categorized into stationary, mobile, fugitive, integrated management and monitoring, and local characteristic research plans. The control strategy is based on the Pingtung County Air Pollution Prevention and Control Plan (shown in Figure I below). The key points include strengthening local characteristics and improving main issues, collaborating with the EPB to promote various operations. In 2021, we assisted EPB in promoting eight major projects to improve air quality. The annual average of PM2.5 were 15.4µg/m3, which has a 0.02µg/m3 decrease compare to previous year. Pingtung County and New Taipei City were the only two cities that PM2.5 has improved in 2021. There were 171 days that reported as AQI>100 in 2021, has a 27 days less compared to 2020. The rate of the bad air quality is 15.6% became a best record in recent years. According to the survey of the Public Opinion and Market Research Center from the Sun Yat-sen University entrusted in 2021, people’s perception of overall air quality is satisfying has reach to 81% increase of 4% compared to the previous year. The eight major projects include: 1.The “Nighthawk Early Bird” project has evolved again. EPB set the station for checkpoint and the consulting scholar team. EPB checked 1,438 livestock farms for water and air pollution. 178 tickets sent out increase 218% compared to 56 tickets last year. Animal husbandry complaint reports have 378 cases dropped 46% compared to previous year,702 cases. 2.The motorcycle pollution management plan is to eliminate high-pollution motorcycles and to promote low-pollution vehicles. There are 22,517 motors have been eliminated during the term 1 to 4. The total number of registered electric motorcycles reached 17,602, the highest number registered without Taiwan’s six special municipalities. 3.Southern Pingtung Checkpoint for diesel vehicles has start operating on August 5, 2021. There were 3,263 Diesel Vehicles Management Seals approved in 2021, a 386% increase compared to 2020. 4.Hua Qiao Market in Donggong created a green dining area and the equipment has all updated to kitchen hood system to reduce smoke and soot. 5.The intelligent system monitors open-air burning and optimizes diversified agricultural waste treatment. The recycling rate for crop disposal has a record high which includes long-term crops 89% and short-term 97%. There were only 18 complaints in 2021 which is 50% less than 36 cases in 2020. 6.EPB built the first environmentally friendly Ghost Money Burner in the country for citizens. The annual processing capacity is 592 tons in 2021. The amount is about 2.2 times higher than previous year, 273 tons. 7.The action plan for air pollution control in Pingtung County Sand and Dredging Zone, using diversified scientific and technological monitoring equipment to increase the improvement rate of pollution. There were 146 illegal cases recording by CCTV which is a 57% less than previous year. The data shows that the average of PM10 in September to December is 40.5µg/m3 which is 23% lower than previous year. The street dust loading has decrease by 24% and cleanliness of the roads increased by 15.1% compared to the previous year. 8.EPB established a cross-unit squad for dust reduction on the road. The target of the squad is to maintain and increase the cleanliness to 94% of A class by integrated all the machine and human power in the county for road cleaning. According to the pollutants measured at the Air Quality inspection stations at Pingtung County in 2021, the number of days which was poor air quality of O3 and PM2.5 was reported 171 days annually. It is 27 days less than previous year. Mainly are due to the increase of O3 by 62 days and the reduction of PM2.5 by 35 days. Currently, O3 and PM2.5 are the primary indicative pollutants in Pingtung County. When the air quality gets worse, the reporting system will be activated and send back the data via adoption mechanism from each inspection station and the major pollution sources. The controlling actions start to reinforce after poor air quality was reported. In 2021, 173 days were reported, and the reducing amount of each was 294.71 tons of TSP, 6.08 tons of SOX, 5.18 tons of NOX and 41.19 tons of NMHC. Overall, the rate of poor air quality is 98.3%. From the current year, the scheduled progress of each project is between 50~100% towards completion. The total implementation rate is 96%, and the analysis of achievement is graded as 93.1. Until the end of December, the reducing amount of PM10, PM2.5, SOX, NOX and NMHC is 496.24, 265.82, 39.45, 312.59 and 269.41 tons, reaching 100% of the target. In promoting air quality purification areas, we have accomplished the assessment of 118 purification areas. There are newly built green spaces and bare land improvement via subsidies and planting projects in 0.2436 hectare. In addition, to further explore the cause of pollution, evaluate and improve the effectiveness of control, the main tasks of this year focus on implementing various air pollution control works and regional air quality deterioration prevention, strengthening air quality environmental load data analysis, formulating the air pollution preventing plan proposal, conducting the survey of public satisfaction for air pollution control task, cooperating with the promotion work in Taiwan's Southwest Air Quality Control Area, establishing Air Quality Purification Zones and promoting low-emission vehicles, enhancing the control of achievements, as well as undertake green network planning and promotion.
