This project plan of "Promotion plan of maintenance and self-improvement for indoor air quality" was promoted this year. In addition to existing laws, policies, and project research results, further emphasis will be placed on “Review, amendment and integration of indoor air quality management act”, “Promotion of self-management mark for indoor air quality in public and private places”, “Inter-ministerial meeting of indoor air quality management for various competent authorities”, “Maintenance and integration to improve control efficiency of reporting and evaluation functions for indoor air quality information network and reporting platform”, and “The coordination of related administrative tasks to improve the quality and efficiency of project execution is aimed at EPA” and other major governance priorities. The specific implementation results of each project goal were briefly described as follows:
Project goal one: Promotion of the self-management mark of indoor air quality. Including: 1.Complete the establishment of the mark application process and review mechanism, excellent-level, good-level specifications and post-market check mechanisms. 2.Completed on-site counseling visits in 20 non-announced places (such as kindergartens, regional hospitals, post-natal care institutions, social welfare institutions, childcare centers, and transportation transfer stations, etc.), and assisted in obtaining IAQ self-management mark. 3.Collect the frequently asked questions in the mark application sites and complete the reply, and provide preliminary suggestions for the self-management of the mark system. 4.Assist and complete the feedback implementation and application process of green-point for IAQ self-management mark. At the same time, green-point will be issued to announcement and non-announcement sites that have obtained the IAQ self-management mark of excellent grade. 5.Due to the irresistible COVID-19 epidemic and the suitability of handling and other factors, we have discussed with the EPA and cancelled the scheduled meeting on December 19, and have sent an official document to the EPA for the change of contract work items in 110 December 21. 6.Cooperate with the promotion of self-management mark, strengthen the promotion of application procedures, specifications, incentives, and other content, and complete the production of four-type lazy-bag chart cards.
Project goal two: Review the control effectiveness of the "Indoor Air Quality Management Act" and related sub-laws, and implement supporting measures for political management. Including: 1.Taking into account the responses from the opinions of various units, it was originally expected that the plan to add new announcements to accommodate public and private places was suspended on April 13, and it was changed to promote the self-management mark system. 2.Collect and compare the indoor air quality management systems of foreign countries (such as South Korea, Europe and America). 3.The research, discussion and revision of the "Regulations of Indoor air quality inspection" was completed, and it was officially revised and released on July 1, 110. 4.Continue to improve the effectiveness of local government control, and complete the revision of the 110-year and 111-year performance display tracking content. 5.In response to the promotion of the self-management mark policy, completed 1 self-management mark pattern modification seminar; completed 8 mark explanation meetings in the northern, central, and southern regions, and explained them simultaneously by video, with a total of 863 participants.
Project goal three: Inter-ministerial meeting on indoor air quality management. Including: 1.Complete the collection of the evaluation and rating systems related to indoor air quality promoted by the various competent authorities, and implement them through the evaluation of the existing competent authorities, and specifically review the relevant indoor air quality management content in the evaluation system. 2.The relevant specifications for building materials and decoration have been collected and the Ministry of the Interior has been consulted, and they have been used as guidelines for the prevention and control of air pollutants in large-scale indoor decoration. 3.Complete the compilation of the assessment methods for places under the jurisdiction of the Ministry of Health and Welfare, and provide suggestions on items that should be paid attention to in indoor air quality management. 4.Complete the compilation of the evaluation methods for kindergartens under the jurisdiction of the Ministry of Education, and provide suggestions for including indoor ventilation, environmental cleanliness and indoor air quality self-management projects into the evaluation items. 5.Completion of an inter-ministerial conference and discussion meeting with 42 people participating, and completing the relevant management guidelines for public transportation, campus, interior decoration, and medical institutions in accordance with the key proposals of the proposal and the revised opinions of the ministry.
Project goal four: Maintain the reporting and assessment functions of the indoor air quality information network and reporting platform. Including: 1.Consolidate the reporting of announcement site submitted by the local environmental protection bureaus and check and track the results every month. 2.The calculation function of the annual evaluation self-grading number has been put on the information platform for all counties and cities to fill in, shortening the calculation time of the self-grading number. 3.It has been preliminarily drawn up to include the filling content of the monitoring facilities in the format of the plan.
Plan goal five: The coordination of related administrative tasks to improve the quality and efficiency of project execution is aimed at EPA. Including: 1.Completion of air quality IOT application management seminar of hospitals, provision of briefing materials of “Regulations of Indoor air quality inspection” amendments, self-management mark system related supporting measures and local environmental protection bureau meetings etc., and attendance at the Ministry of Education, National Education Administration, and counseling elementary schools self-management stamp on-site survey itinerary and counsel the office of the EPA-affiliated agency to obtain the IAQ self-management mark. 2.Assist in replies to issues related to indoor air quality, including: public complaints, letters from local environmental protection bureaus and other ministries (such as the impact of formaldehyde concentration on health). 3.Overhaul and update of teaching materials for the dedicated personnel for indoor air quality maintenance and management.
