110年高雄市因應氣候變遷推動智慧節能建築改造示範計畫

中文摘要 本計畫旨在推動高雄市既有建物之智慧節能改造,透過具代表性社區、機關及學校之實際改善範例,以影片拍攝、媒體宣傳及成果說明會的辦理,廣為推廣。其工作項目包含「智慧節能建築改造相關業務」、「智慧節能建築改造相關會議」及「智慧節能建築改造相關媒體宣導」等工作。計畫之執行期程為110 年6 月23 日至110 年12 月31 日,期末報告截至12 月31 日止,各工作項目執行成果如下所述。一、智慧節能建築改造相關會議為協助本市智慧節能建築改造之推動,辦理2 場次節能減碳宣導說明會及1 場次成果發表會。前者以說明會的辦理,推廣建築物節能減碳的可行方法,讓與會者理解並針對其自身的建築進行節能改善;期末則辦理成果發表會,藉由成功案例單位的現身說法,分享節能建築改造的實質效益,期能鼓勵大家共同響應推動。二、智慧節能建築改造相關業務針對本市轄內之社區、機關及學校,遴選出左營區文府國小、阿蓮區阿蓮區公所、楠梓區翠屏里活動中心及燕巢區燕巢國小尖山分校,共規劃4 處進行智慧節能建築改造。左營區文府國小建置地下停車場感應裝置及西曬教室隔熱節能膜裝置2 項;阿蓮區阿蓮區公所建置牆面綠化、太陽能光電系統、隔熱節能膜及智慧能源管理系統4 項;楠梓區翠屏里活動中心汰換室內LED 燈具、屋頂隔熱網建置、屋頂農園、戶外夜間照明燈及智慧能源管理系統5 項;燕巢區燕巢國小尖山分校建置一般教室導流改善及室內導流散熱2 項。依照前述之改造需求,提送設計規劃書由機關審核後,再邀請3 位專家學者進行書審作業及現場勘查作業,提出改善建議。依照委員建議並與單位討論後,原規劃阿蓮區公所之自動降溫噴霧系統效益較低,建議採用牆面綠化;原規劃楠梓區翠屏里活動中心設置太陽能夜間照明燈,因安全性考量,增設5 座舞光50W 長亮LED 燈具。前述兩處皆已重提修正規劃書,並經機關核備後,完成建物節能改造。四處改善單位之驗收作業已於11 月26 日完成,並簽署確認及產品保固及後續自行維護切結書事宜。四處智慧節能建築改造建置預估每年總節電效益合計為80,490 度,整體減碳效益為40,408 kgCO2e,回收年限介於4.44 年~10.93 年。三、智慧節能建築改造相關媒體宣導本工作項目為透過報章媒體進行計畫成果的宣傳。本年度已於平面媒體-自由時報刊登廣告1 篇,以「高市節能減碳行動 社區學校動起來」為主題,透過節能改造範例的刊登,期將高雄市環保局近年致力於推廣節能減碳、節能建築及低碳永續資訊傳遞至民眾,亦將改造成果及成果宣導影片展示於高雄市環保局粉絲專頁,透過社群平台露出進一步達到推廣之效益。本計畫之工作項目皆符合契約要求規範及進度,智慧節能建築改造相關會議已完成2 場次節能減碳宣導說明會及1 場次示範點成果發表會。智慧節能建築改造相關業務已完成4 處設計規劃書,並完成辦理1 次書審作業及4 場次現場勘查作業,並完成改造,11 月26 日完成驗收作業。智慧節能建築改造相關媒體宣導已完成刊登1 篇次相關廣告。

2021 Kaohsiung City Promote Smart Energy-Saving Building Renovation Pilot Project

英文摘要 This project aims to promote the Intelligent energy-saving renovation ofexisting buildings in Kaohsiung City. Through the actual improvement examplesof representative communities, institutions, and schools, it is widely promotedthrough film shooting, media promotion and the management of resultspresentation meetings. The projects include "Intelligent Energy-EfficientBuilding Renovation Related Business", "Intelligent Energy-Efficient Building Renovation Related Conferences" and "Intelligent Energy-Efficient BuildingRenovation Related Media Promotion" and other tasks.The implementation period of the plan is from June 23, 2021 to December31, 2021. The final report ends on December 31, 2021. The implementationresults of each work item are as follows.1. Meetings related to the renovation of intelligent energy-saving buildingsIn order to assist in the promotion of the city's Intelligent energy-savingbuilding renovation, 2 sessions of energy-saving and carbon-reductionpublicity briefings and 1 results presentation session were held. The formeruses briefing sessions to promote feasible methods for building energy savingand carbon reduction, so that participants can understand and improve energyefficiency of their own buildings; at the end of the period, they will organizethe results presentations and share the energy-saving building renovationswith successful case units. The substantial benefits of the project are expectedto encourage everyone to respond to the promotion together.2. Intelligent energy-saving building renovation related businessesFor the communities, institutions and schools within the jurisdiction ofthis city, we selected Wunfu Elementary School in Zuoying District, AlianDistrict Office in Alian District, Cuipingli Activity Center in Nanzi District,and Jianshan Branch of Yanchao Elementary School in Yanchao District.Renovation of Intelligent energy-saving buildings was carried out in 4locations.Wunfu Elementary School, Zuoying District, built 2 sensor devices onunderground parking and thermal insulation and energy-saving film devicesfor classrooms which is located in west side; Alian District Office in AlianDistrict built green wall, solar photovoltaic systems, thermal insulation andenergy-saving films, and intelligent energy management systems 4 Item;Replacement of indoor LED lamps, roof insulation net installation, roof farm,outdoor night lighting and intelligent energy management system in theactivity center of Cuipingli, Nanzi District; general establishment of Jianshanbranch of Yanchao Elementary School in Yanchao District. There are 2 itemsfor classroom diversion improvement and indoor diversion and heatdissipation.In accordance with the aforementioned transformation requirements,after submitting the design plan for review by the agency, 3 experts andscholars were invited to conduct review operations and site survey operations,and put forward suggestions for improvement. According to the recommendations of the committee members and after discussion with theunit, the original plan for the efficiency of automatic cooling spray system ofthe Alian District Office was lower, and it is recommended to adopt greenwall; the original plan for the installation of solar night lights in the activitycenter of Cuipingli, Nanzi District, due to safety considerations , Add 5 dancelight 50W long-bright LED lamps. Both of the aforementioned two placeshave re-submitted the revised planning documents, and after approval by theauthorities, the energy-saving renovation of the building has been completed.The inspection and acceptance of the four improvement units wascompleted on November 26, 2021, and the confirmation and product warrantyand follow-up self-maintenance closing letter were signed.The estimated total annual energy saving benefits of the four intelligentenergy-saving building renovation and construction are 80,490 degrees, theoverall carbon reduction benefit is 40,408 kgCO2e, and the recovery periodis between 4.44 years and 10.93 years.3. Media promotion related to intelligent energy-saving building renovationThis work item is to publicize the project results through newspapersand media. This year, an advertisement has been published in the print media-The Liberty Times, with the theme of "Kaohsiung City Energy Saving andCommunity, Schools Carbon Reduction Action ". Through the publication ofenergy-saving renovation examples, Kaohsiung Environmental ProtectionBureau will be committed to promoting energy-saving and carbon reductionin recent years. Information on energy-saving buildings and low-carbonsustainability was delivered to the public, and the results of the renovationand promotional videos on the results were also displayed on the fan page ofthe Kaohsiung Environmental Protection Bureau, revealing the benefits offurther promotion through the social platform.The work items of this plan are in compliance with the contractrequirements, specifications and progress. The intelligent energy-savingbuilding renovation related meetings have completed 2 energy-saving andcarbon-reduction publicity briefings and 1 demonstration site resultspresentation. The business related to the renovation of intelligent energysavingbuildings has completed 4 design planning documents, completed 1book review operation and 4 field surveys, and completed the renovation. Theacceptance operation was completed on November 26. Media promotionrelated to intelligent energy-saving building renovation has completed onerelated advertisement.
