110年度屏南工業區污染巡稽查及減量輔導計畫

中文摘要 目前設廠家數104家,其中有停工中9家、設置中16家,而運作中工廠屬固定污染源列管的有45家、非列管34家,總就業人口約4,349人。 共執行工業區工廠巡查829家次,巡查期間發現異常或缺失狀況30家次,約佔總巡查件數的3.6%,與歷年同期相較缺失率為近年最低,缺失多經複查確認改善完成,但其中興惟公司缺失狀況較多,顯示廠內作業管理不佳,已會同環保局進行稽查並依法開單告發。 本年度空氣品質監測中,各污染物濃度多低於空氣品質標準或AQI 100,與鄰近空品監測站相較,濃度變化趨勢相近無明顯偏高情形,但第1、4季玉光國小PM10及第3、4季東海國小SO2有部份時段偏高,但由風向與濃度變化判斷高值來源均非屏南工業區;另第1、4季2處採樣點之O3 8小時平均有超過空氣品質標準狀況,而鄰近空品監測站亦有相同狀況,顯示有受高屏地區空氣品質不良之影響。 本年度空氣中戴奧辛測值平均0.018 (標準偏差0.012,不含PCBs) pg I-TEQ/m3,以WHO2005-TEF換算並納入PCBs後總毒性當量平均濃度約0.017 pg WHO2005-TEQ/m3(含PCBs),遠低於日本環境品質空氣標準年平均0.6 pg WHO2005-TEQ/m3。PCBs約佔總毒性當量的0.1~16.5%,與環保署109年「固定污染源環境空氣戴奧辛及重金屬排放調查與減量推動計畫」彙整空品監測站監測結果中PCBs所佔比例(1.0~32.0%)相較,本年度濃度範圍與107及110年屏東空品測站相近,並無偏高情形。本年度底泥樣品濃度 0.650~3.51 ng I-TEQ/kg,符合行政院環保署「底泥品質指標之分類管理及用途限制辦法」下限值,與國內調查結果濃度較相似的區域為東港溪,第1季可能受長時間缺水影響而有濃度較高情形,第2季後底泥中戴奧辛濃度已有明顯下降。 已完成PSN稽查2根次、戴奧辛稽查2根次及VOCs削減率驗證1根次,均符合排放標準。 已完成9點次異味稽查檢測,包含8點次排放管道及1點次周界異味稽查檢測,其中有5點次支援非屏南工業區異味檢測,屏南工業區內各廠均符合排放標準,但德亨公司檢測結果接近排放標準有超標之虞,擬列入下年度稽查檢測對象。

The Project of Pingnan Industrial Park Pollution Inspection and Counselling for Reduction Project in 2021

英文摘要 There are 104 factories installed at present, of which 45 are regulated for stationary sources, 34 are not regulated, 9 are temporarily suspended and 16 are in installation with a total employment of approximately 4,349. A total of 829 factories were inspected in the Industrial District. During the inspection, abnormal or defective conditions were found 30 times, accounting for about 3.6% of the inspection, The defective rate of this year is the lowest in recent years. Most of the improvements have been completed after re-examination. However, Xingwei had a lot of occurrences, show poor management of factory operations. Have been inspected with the Environmental Protection Bureau and punish according to law. The concentration of each pollutant is usually lower than the air quality standards or AQI 100 in the air quality monitoring of this year, compared with the neighboring air quality monitoring stations, the trend of concentration change is similar without any obvious situation of moving higher. However, Yuhkang Elementary School PM10 in the first quarter and fourth quarter and Donghai Elementary School SO2 in the third quarter and fourth quarter were higher for some time periods. According to the wind direction and concentration, the high values did not source from the Pingnan Industrial District. In addition, 2 sampling points O3 8 hours average in the first quarter and fourth quarter were higher than air quality standard for some time periods, and similar conditions at the neighboring air quality monitoring stations, which was suspected that it was caused by the air quality in southern Taiwan. The analytical sample average of Dioxin is 0.018 pg I-TEQ/m3 (standard deviation = 0.012, excluding PCBs) of the perimeter air and sediment this year. The average concentration of total toxicity equivalency is about 0.017 pg WHO2005-TEQ/m3 (including PCBs), which is converted with WHO2005-TEF. It is quite lower than the annual average, 0.6 pg WHO2005-TEQ/m3 of Japan's ambient air quality standard. PCBs account for about 0.1%-16.5% of the total toxicity equivalency. Comparing with the monitoring results, PCBs = 1.0%-32.0% summarized by the Environmental Protection Administration in 2020 Air Quality Monitoring Stations (The Project of Stationary Sources Emission Investigation, Environmental Monitoring and Emission Reduction Promotion Plan Targeting on Dioxin and Heavy Metals), the effect of PCBs on the total toxic equivalency of Dioxin in the air is not significant this year. The concentration range of this year is similar to the concentration range of Pingtung air quality monitoring station in 2018 and 2021. The concentration of sediment samples was 0.650~3.51 ng I-TEQ/kg, which was in line with the lower limit value of "Regulaions for Classification, Management and use of Sediment Quality Indicator and Restrictions" by the Environmental Protection Administration of Executive Yuan this year. Besides that, the concentration range was similar to the Donggang River, the high concentration in the first quarter may be due to a prolonged lack of water, but the concentration has decreased significantly since the second quarter. In the inspections part, there have been completed with 2 times of PSN implemented, 2 times of Dioxin, and 1 time of the verification of VOCs reduction rate. All tests were in compliance with the regulatory standards. The organic function measurement of odor had been implemented 9 times, including 8 times from the gas duct and 1 time from the perimeter, 5 of them assist the odor audit inspection of the non-Pingnan Industrial Park. All tests in the Pingnan Industrial Park were in compliance with the regulatory standards, however, The test result of Der Herng Industrial is close to the emission standard and may exceed the regulatory standards, will be subject to inspection next year.
