This project which included analysis of current situation and recycled materials, counselling visits, management system expansion and recommendations for improved management from waste clearance, disposal and recycling organizations was carried out from April 26th, 2021 to December 10th, 2021. This project had reached as below:
1.As a reference and suggestion for the management of public or private waste clearance organizations, this project had completed the analysis of the permit and operation status for the number of organizations, amount of clearance and type of waste, and had proposed the management recommendations and Reference Guide of Permit Review for Clearance Organizations (Draft).
2.As a reference and suggestion for the management of public or private waste disposal and recycle organizations, this project had completed the analysis of the number of organizations, amount of waste disposal , type of waste and recycled products. The analysis also included the status for the key waste and capacity requirement of incineration and landfill. Besides, this project had proposed the management recommendations, landfill management and Reference Guide of Permit Review for disposal Organizations.
3.This project had completed 30 visits, completion of regulatory review and giving advice to the waste clearance and disposal organizations (including the processing organization in the application). For the 30 visits, it had achieved understanding the status of key waste, discovering potential risks and collecting opinions of organizations. For this year, there were 2 organizations which had been set up successfully. The results of investigation provided management recommendations for improving the services quality of clearance and disposal organizations.
4.This project had collected the examination information of sludge and recycled aggregates, including sample collection before and after treatment, and using the dissolution program for environmental use of recycled pellets as a testing method to assist in the development of environmental standards and management for the recycled aggregates from the sludge. In addition, this project had also conducted on-site surveys and data collection of closed landfills, and had collected groundwater samples for analysis to assist in the development of management measures.
5.For the Waste Clearance and Disposal Information System (WCDS), in addition to the completion of system expansion, this project also strengthened the system review function, and cooperated with the revision of regulations to implement the development of the reporting function. This project also conducted security maintenance and information disclosure.
