新北市新莊區潭底溝旁土壤污染控制場址細密調查計畫

中文摘要 新北新新國段549、552、552-2地號以及農民安段325、431、442號地號,於105年調查發現市內地鉛、銅、鋅及濃度超過食用判斷標準新北市政府發佈為使管之污染地能有效整治改善並使局解除場址列管,農可回復其正常農用,特擬定「新北市新北市新潭底溝旁莊區土壤污染控制」本計畫 針對新莊地底溝旁公告列管6筆地號土地,以20公尺×20公尺畫幅細網格法之類搭配法判定共17點施放樣品,適用範圍至地表下8公尺。除表(0-15厘米)、里土(15-30厘米)直接進樣外,其餘每樣品分成一區段,經風乾、研磨過篩篩處理後以XRF測測,每點次進行等篩選前組2組有疑慮的樣品進行篩選分析。分析結果顯示建國段549、552、552-2地號以及民安段325 、431、4422地號地表內含輻射量、銅、鉛濃度超過管理標準、表面監測表、輻射表全範圍、以電池綜合分析進行監測。 、里土最廣,污染最深最深達地表下7公噸,污染土方量初估約20、450立方米,以土方密度1.5噸/平方米為30、674公噸。計算計算 及資料推測本場址定位可能污染有三:(一)潭底溝未進行水利工程前,因疏浚勢勢較低,遇大雨時河道洩水河道,導致部分含蓄泥沙積存於場時、(二)潭底溝進行水利工程時如欲 進行場地污染改善,建議可採除法排(客法)執行,改善場地污染。初估約新台幣427,902,300元整。

Thorough Investigation Project of Soil Pollution Control Site near Tan-Di Ditch, Xinzhuang Dist., New Taipei City

英文摘要 In the investigation conducted by the EPA (Environmental Protection Administration) in 2015, the concentration of heavy metal lead (Pb), copper (Cu), zinc (Zn) and chromium (Cr) in the soil of Jianguo Section land serial no. 549, 552 and 552-2, and Minan Section land serial no. 325, 431, and 442, had exceeded the soil pollution control standard of edible crop farmland. Therefore, Department of Environmental Protection New Taipei City Government conducted the “Thorough Investigation Project of Soil Pollution Control Site near Tan-Di Ditch, Xinzhuang Dist., New Taipei City” to clarify the range and the source of the pollutants. In this project, soil samples were taken in 17 spots, and the depths were down to 8 meters beneath the ground surface. The surface (0-15 cm) and subsurface (15-30 cm) samples were directly analyzed, whereas the deeper samples were first screened by the XRF, and those with higher values were selected to be analyzed by standard methods. The results indicated that the concentration of Cr, Cu, Pb and Zn in the soil samples had exceeded the soil pollution control standard, and the concentration of cadmium (Cd) and nickel (Ni) had exceeded the soil pollution monitoring standard. Calculations demonstrated that the pollution had its largest range in surface and subsurface soil, the contaminants were down to 7 meters beneath the ground surface, and the volumes of polluted soil were estimated to be 20,450 m3 (equal to 30,674 tons multiplied by soil density of 1.5 ton/m3). On the basis of the results mentioned above and several related documents, 3 factors were considered to be the origin of the pollution in these lands: 1) the low terrain of Tan-Di Ditch area might had led to flooding before the watercourse was improved, which might cause the sediments containing heavy metal to accrete on neighboring areas; 2) the contaminated sediments dredged up from the Tan-Di Ditch might had been backfilled to these lands by the landlords or farmers; 3) other polluted sites and enterprises in neighboring areas. Soil excavation method with clean soil backfilled is recommended to remediate the contaminated soil in these lands, and the expenditure is about NT. 427,902,300 on a rough estimation.
