110年度土壤及地下水污染調查及查證工作計畫-新北市

中文摘要 新北市環保局自民國93年執行土壤及地下水污染調查及查證工作計畫迄今,不斷掌握轄內土壤及地下水品質,並實施必要因應措施,自源頭杜絕污染,自管末阻絕擴散。 本計畫在地下水監測井相關工項,完成上、下半年井巡查、井體維護作業,均符合合約規範數量。地下水水質監測上,樹林工業區定期監測顯示目前主要以cis-1,2-DCE、VC的形式存在,尚未擴散至區外預警網警示範圍;其他場址目前暫無特殊異狀,建議持續監測。貯存系統工項相關,除完成地下儲槽系統業者定期申報資料審查與輔導外,亦從34 場中擇 4 家進行土壤或地下水污染查證,查證結果均符合法規標準。 業務宣導相關工項,上半年至軍方單位宣導1場次;下半年因應疫情,以線上方式進行3場次宣導會。 本年度《土污法》第8、9條公告事業共計提出53件次評估調查資料,經本團隊持續審查中,並從中擇31場次進行現場查核。污染場址相關工項,轄內公告列管 45 處場址,每月每場均執行 1~2 次巡查作業,並協助機關更新、審查場址資料。其中於本計畫執行期間共有 6 處場址通過驗證作業,並解除列管,解列率達 100 %。業務評鑑之創新作為的部分,本團隊執行環保小局長。透過實作與環保署出品之《小水滴哭什麼》及《小動物大偵探》繪本介紹,寓教於樂,將環保觀念深植孩童心中。緊急應變相關工項,本年度追查瑞芳工業區污染源,下階段建議向進行 phase I 調查。

110Soil and Groundwater Pollution Survey and Verification Project - New Taipei City

英文摘要 The Environmental Protection Department of New Taipei City government has implemented the ’Soil and Groundwater Investigation and Verification Project’ since 2004. It has been continuously monitoring the quality of soil and groundwater to prevent pollution from source to the end-of-pipe. This year, the groundwater monitoring and monitoring well function maintenance work has been completed. Regarding groundwater pollution, Shulin Industrial Park was measured with cis-1,2-DCE and VC. There is nothing special about groundwater in other sites. Regarding the storage tank system, not only the paperwork was completed, but 34 sites were also investigated. Four of them were selected for soil or groundwater pollution verification, and no illegal activities were found. A total of 4 publicity activities were handled in this year: In the first half of the year, an on-site briefing was handled. Affected by the covid-19 epidemic in the second half of the year, 3 online briefings were handled. The survey results of the Cheng Tai chemical co., ltd site showed that the mercury concentration was the highest at the corner of L Lane. The depth of influence ranges from 0 to -9 m. It has polluted soil and groundwater for several years. Monitoring wells F00060 and F00370, also located at the corners of the L Lane, also detected high concentrations of mercury. We still recommend continuing to implement the health risk management strategy. A total of 53 companies, listed under §8 or 9 of the Law of ‘Soil and Groundwater Pollution Remediation Act’, have submitted soil pollution assessment survey data to The Environmental Protection Department of New Taipei City government for review. We are continuously reviewing and selecting 31 sites to confirm the sampling operations. Regarding contaminated sites, there are 45 contaminated sites in New Taipei City currently. We conduct site inspections 1~2 times every month after we classify those sites. And we have done 6 pollution certifications in this plan. In addition, we executed phase I and found out 8 factories with high pollution potential. Then we carried out phase II and confirmed that the soil or ground water pollution concentrations in 6 of them exceeded the control standards. In the emergency response works, the TCE source of RF08 in Reifang Industrial Park was traced through the cooperation of geophysical prospecting, groundwater monitoring wells setting and 3 difference depths of groundwater sampling. It is recommended to execute phase l on the west side of RF08 next year. In addition, we have tried to remove foreign materials from groundwater monitoring wells F00035 in accordance with the order of the Environmental Protection Agency. But the plant roots are entangled in the pipe and never be removed. We suggest re-establishing monitoring wells in adjacent areas.
