110年度執行氣候低碳永續家園建構推動計畫

中文摘要 在全球氣候變遷及能源短缺問題日益嚴重的現在,溫室效應與全球暖化已成為此世代面臨最重要的問題亟需積極行動以因應挑戰,當前各國政府亦紛紛響應投入節能減碳的行列,並作為施政重點。而臺灣身為海島型國家,氣候變遷帶來威脅與衝擊更是直接,為此我國積極推動節能減碳工作,新竹縣環境保護局也積極配合行政院環境保護署計畫推動,期透過本計畫推動、輔導及鼓勵縣內學校持續推動因應氣候變遷之低碳永續行動,使氣候變遷調適與減緩概念向下扎根,以面對氣候變遷所帶來的挑戰與考驗,創造低碳永續願景。 110年度執行氣候低碳永續家園建構推動計畫主要執行工作共有2大項、7小項工作,包括1.接受節能診斷申請及提供節能改善諮詢服務、2.導入ESCO制度建立作業程序標準化作業、3.節能減碳成果(分析)報告書、4.校園節能改善措施改造作業、5.校園節能改造委員診斷輔導及驗收、6.辦理校園節能改善成效示範觀摩會、7.辦理能源教育推廣活動等,推動氣候變遷因應與節能減碳議題之相關規劃、整合與實際改善等實質減碳工作,以落實新竹縣創造低碳永續願景之目標。 在1.接受節能診斷申請及提供節能改善諮詢服務工作中,應設立諮詢專線與到場進行節能診斷20處,工作團隊透過「新竹縣節能技術輔導團」之專家學者為強力後盾,進行相關的節能諮詢診斷工作,給予學校結合低碳永續與專業的節能改善建議,截至期末報告繳交為止,已完成到校節能診斷輔導32處,大部分學校之節能問題皆為燈具老舊,其中有18間學校還使用舊型的T8燈管,建議未來可優先汰換為LED燈管,少部分學校之節能問題為教室西曬或東曬悶熱問題及通風不良,建議可在西曬或東曬面加裝遮陽板或種樹以減少日曬時數與面積,並以教室對角開窗、加裝吸排風扇等方式來改善教室通風不良及悶熱問題。 在2.導入ESCO制度建立作業程序標準化作業工作中,工作團隊透過蒐集公部門節能改善導入能源技術服務產業制度之執行情形及實際案例,來探討其執行方案與困難點,以研擬公部門節能改善導入ESCO制度之分析,以達成提供新竹縣學校導入ESCO標準化流程或範本之目標。 在3.節能減碳成果(分析)報告書工作中,工作團隊將歸納整理本年度計畫推動之推動成效,來發掘可持續推動節能減碳之作法,並探討具擴散性成效之節能減碳措施,作為新竹縣未來節能減碳輔導服務規劃之參考。 在4.校園節能改善措施改造作業工作中,應選定至少4處(含)以上節能潛力較佳之學校,進行低碳改造行動項目,工作團隊針對已接受節能診斷的學校機關,依據其節能改善需求,整合學校範疇相關資源,來進行低碳節能改善措施,截至期末報告繳交為止,已完成竹東國中、華興國小、竹仁國小及福興國小4處學校施工改善,此外,本計畫另協助15間偏鄉學校媒合企業進行燈具節能改善行動,總計19處學校改善前總用電量為213,760度/年、改善後用電量76,819度/年、節省用電量137,732度/年、年節碳量67,764.15kg CO2e、預估可為19處學校共節省889,206元電費/年。 在5.校園節能改造委員診斷輔導及驗收工作中, 應進行節能減碳諮詢與專家學者診斷輔導及驗收4場次,工作團隊篩選109年用電量相較基期年成長、EUI高於基準值之學校為節能改造對象,在節能改造措施規劃前,即邀請專家學者進行診斷輔導並提供改善建議,截至期末報告繳交為止,已完成4場次專家學者診斷輔導。 在6.辦理校園節能改善成效示範觀摩會工作中,應辦理1場次觀摩會,工作團隊以親民的作法,分享改善實務經驗,並於自強國中辦理實地改善校園觀摩,使與會者瞭解建築節能改善策略,該活動共有50位學校校長、老師參與,課程內容可供與會者未來進行校園節能改善時參考仿效,達到推廣宣導之目的。 在7.辦理能源教育推廣活動工作中,應辦理3場次能源教育推廣課程,工作團隊在新竹縣竹北國小、華興國小、福興國小共辦理5場次課程,參與人數達178人,運用有趣的繪本、遊戲,將生冷的氣候變遷、節能低碳知識傳遞,建立兒童節能觀念。 本計畫各工作項目之推動,透過節能減碳相關宣導活動辦理、各項行動項目改善建置,將溫室氣體減量之重要性、節能減碳觀念及意識傳遞與民眾,藉此讓民眾知道如何從日常生活中,自發性的進行節能減碳,進而達到全民落實生活節能減碳的目的,使低碳生活概念深植於本縣參與行動之居民,實際落實低碳永續作為,創造新竹縣成為低碳永續城市之典範。

To promote, coach and encourage schools in the county to continue to promote low-carbon sustainable actions in response to climate change, so that the concept of climate change adaptation and mitigation will take root downwards, so as to face the challenges and tests brought by climate change and create low-carbon sustainable vision. In 2021, the implementation of the climate low-carbon sustainable home construction promotion plan mainly includes 2 major tasks and 7 minor tasks, including 1. Accepting energy-saving diagnosis applications and providing energy-saving improvement consulting services, 2. Introducing the ESCO system to establish standardized operation procedures , 3. Energy saving and carbon reduction achievements (analysis) report, 4. Campus energy-saving improvement measures renovation work, 5. Campus energy-saving renovation committee diagnostic guidance and acceptance, 6. Conduct demonstration and observation meeting of campus energy-saving improvement effects, 7. Handle energy education promotion Activities, etc., to promote practical carbon reduction work such as planning, integration and practical improvement of climate change response and energy conservation and carbon reduction issues, so as to implement the goal of creating a low-carbon and sustainable vision of Hsinchu County. 1. In the process of accepting energy-saving diagnosis applications and providing energy-saving improvement consulting services, a special consultation line should be set up and 20 energy-saving diagnosis locations should be present. Energy-saving consultation and diagnosis work, giving schools suggestions for energy-saving improvement that combine low-carbon sustainability and professionalism. As of the end of the period, 32 energy-saving diagnosis and guidance have been completed in schools. Most of the energy-saving problems in schools are due to outdated lamps. 18 schools still use the old T8 lamps. It is recommended to replace them with LED lamps in the future. The energy-saving problems of a small number of schools are the problem of sultry heat and poor ventilation in the classrooms in the west or east. In the renovation work of energy-saving improvement measures on campus, at least 4 (inclusive) schools with better energy-saving potential should be selected to carry out low-carbon renovation action projects. The work team will target school institutions that have received energy-saving diagnosis according to their energy-saving improvement needs. , Integrate relevant resources in the school sector to carry out low-carbon energy-saving improvement measures. As of the end of the period, the construction improvement of 4 schools in Zhudong Elementary School, Huaxing Elementary School, Zhuren Elementary School and Fuxing Elementary School has been completed. The plan also assists 15 rural school matchmaking companies to carry out energy-saving improvement actions for lamps and lanterns. As of the submission of the report at the end of the period, 4 sessions of expert and scholar diagnosis and counseling have been completed. 6. In handling the demonstration and observation meeting of the improvement of energy efficiency on campus, one observation meeting should be held. The working team will share the practical experience of improvement in a close-to-the-people approach, and conduct on-the-spot improvement campus observation in the Self-improvement Country, so that the participants can understand the improvement of building energy efficiency. A total of 50 school principals and teachers participated in this activity. The course content can be used as a reference for participants to improve energy efficiency on campus in the future, so as to achieve the purpose of promotion and publicity. 7. In handling energy education promotion activities, 3 energy education promotion courses should be handled. The work team conducted 5 courses in Zhubei Elementary School, Huaxing Elementary School and Fuxing Elementary School in Hsinchu County, with 178 participants.
